Job Description
MdM is a medical humanitarian NGO. Since 1980, MdM has worked independently around the world to guarantee universal and sustainable access to healthcare.
In Palestine, the objectives of the programs are to limit the medical impact of the restrictions in accessing medical care on the Palestinian population, to improve mental health and psychosocial care and to bear witness to the violations of the right to health.

Role purpose
The MEAL Officer supports the implementation of MdM’s Monitoring, Evaluation, Accountability, and Learning (MEAL) framework across all projects. S/he contributes to the development and application of MEAL strategies, tools, and methodologies to ensure effective monitoring and evaluation of project activities. Working closely with MdM teams and implementing partners, the MEAL Officer ensures timely and accurate data collection for regular updates of key project indicators. S/he plays an active role in supporting periodic reviews, with a strong focus on internal monitoring, evaluation of results, and measuring project impact in line with Core Humanitarian Standards (CHS). The MEAL Officer also prepares analytical reports, identifying key findings and bottlenecks, and provides actionable recommendations for improvement.
Roles and responsibilities:
Monitoring
- Support the design, implementation, and regular updating of Monitoring and Evaluation (M&E) plans for all programs, capturing both quantitative and qualitative data to report on project indicators.
- Lead and coordinate data collection activities, including field visits, training of staff, and supervision of data entry, ensuring data quality and adherence to data protection and ethical standards.
- Design, implement, and maintain data management systems and databases tailored to project needs, ensuring data is securely stored, archived, and confidentially handled.
- Produce statistical reports, dashboards, maps, and other visual tools (using Power BI, Excel, Monitool, etc.) to support project monitoring and decision-making.
Needs assessment and Evaluation
- Develop and update tools and protocols for needs assessments and impact evaluations, ensuring alignment with project goals.
- Conduct and/or supervise field data collection with relevant stakeholders, ensuring accurate, timely, and high-quality data.
- Analyse data and contribute to the preparation of needs assessment and evaluation reports under the supervision of the MEAL Manager.
- Participate in the design and implementation of internal evaluations and impact surveys, working closely with operational teams.
Reporting and Documentation
- Produce consolidated analytical summaries, charts, and narrative reports to meet internal and external reporting requirements.
- Support the MEAL Manager in preparing MEAL sections of donor reports and other project documentation.
- Ensure systematic archiving of MEAL data, analyses, and activity reports in an organized, accessible manner.
Accountability and Community Engagement
- Support the functioning of the Feedback and Complaints Response Mechanism (FCRM) at the field level, ensuring feedback is addressed promptly and appropriately.
- Facilitate focus group discussions and key informant interviews to gather in-depth community feedback.
- Ensure feedback channels are accessible and gender- and age-appropriate and assist in community information dissemination sessions.
- Assist in implementing data protection protocols related to feedback and data sharing.
Learning and Capacity Building
- Capture and document lessons learned and best practices from all projects.
- Facilitate reflection and capitalization sessions with MEAL and program teams, promoting a culture of continuous learning and improvement.
- Identify MEAL training needs among staff and partners and support coaching and on-the-job training to enhance MEAL skills and understanding.
- Encourage the integration of good practices and innovative recommendations into daily project work.
Coordination and Representation
- Represent MdM in MEAL-related meetings, workshops, and working groups with internal and external stakeholders, including donors and partners.
- Coordinate with program teams and technical advisors during MEAL tool development and results review sessions throughout project lifecycles.
- Assist in translation and communication related to MEAL documentation as needed.

Job Requirements
Required qualifications and skills:
- Degree in Data Science, Statistics, Social Sciences, Development/Humanitarian Studies, or a related field.
- Minimum of three years of professional experience with Palestinian or international NGOs, or in related sectors.
- Experience or background in Health or Protection Information Management or related disciplines is an asset.
- Proven expertise in MEAL, including the design and drafting of baseline studies, needs assessments, reports, evaluations, and Accountability to Affected Populations (AAP) mechanisms and tools.
- Strong experience in quantitative and qualitative data collection, including survey design, implementation, and analysis.
- Ability to seek, collect, clean, and critically analyze data and information to effectively perform assigned tasks.
- Demonstrated capacity to train and build MEAL-related skills among field staff.
- Proficiency in Microsoft Office suite and data collection platforms such as KoboToolbox or similar tools.
- Competence in statistical software such as SPSS, EPI-info, and familiarity with programming languages like R or Python is considered an asset.
- Knowledge of Geographic Information Systems (GIS) is an asset.
- Willingness to travel regularly to field locations as required by the job.
- Strong understanding of the regional and cultural context.
- Basic understanding of donor policies and procedures.
- Professional fluency in both Arabic and English (mandatory).
