MAIN OBJECTIVE:

The GBV Liaison Officer ensures the integration and implementation of gender-based violence (GBV) prevention and response strategies across all MdM Primary Health Care Centres and community-based activities. The officer facilitates access to protection, legal, medical, and psychosocial services for survivors of GBV, including domestic violence. This role ensures that all interventions are survivor-centred, rights-based, and aligned with both international human rights standards and national legal frameworks, while supporting MdM’s mission to provide equitable access to healthcare for vulnerable populations.
 
SPECIFIC OBJECTIVES
 
  • Strengthen coordination and quality of referrals for GBV survivors within MdM primary health care centres and outreach programs.
  • Ensure GBV programming aligns with international and national legal and protection frameworks.
  • Support data collection, analysis, and reporting to inform GBV programming and advocacy.
  • Represent MdM in GBV coordination forums and with relevant stakeholders.
 
TASKS AND RESPONSIBILITIES

Support to Primary Care Providers in Addressing GBV and Safety Planning
  • Assist primary healthcare teams at MdM PHCCs in identifying and responding to the needs of GBV survivors through collaborative initial assessments, whether during clinic visits or via internal referrals from medical or MHPSS staff.
  • Provide guidance and coordination for physical examinations by medical staff when clinically appropriate, ensuring that procedures are conducted in a manner that prioritizes safety, confidentiality, and a survivor-centered approach.
  • Support the preparation of assessment documentation in accordance with ethical standards and based on the survivor’s informed consent, helping ensure accurate and respectful reporting.
  • Collaborate with multidisciplinary teams to help develop tailored safety plans that address immediate and potential risks, while empowering primary care providers to lead these efforts.
  • Contribute to the delivery of group awareness sessions led by PHCC staff, focusing on protection, GBV-related topics, rights, available services, and pathways to care.
 
Referral Coordination and Survivor Support
  • Facilitate and monitor referrals from MdM health centers and outreach teams to:
    • Protection services (e.g., shelters, police, child protection units)
    • Medical services (e.g., emergency care, post-rape treatment, reproductive health)
    • Legal aid (e.g., legal counseling, court accompaniment, protection orders)
    • Psychosocial support (e.g., trauma counseling, mental health services)
  • Ensure referrals are survivor-centered, confidential, and in line with:
    • International frameworks: UN Declaration on the Elimination of Violence Against Women, Istanbul Convention, UNHCR GBV Guidelines
    • National GBV/Domestic Violence Laws 
  • Technical Support and Quality Assurance
    • Develop GBV training materials and tools to build the capacity of MdM staff, ensuring they are equipped to identify, respond to, and refer GBV cases appropriately.
    • Contribute to the development and adaptation of data collection tools, forms, and protocols specific to GBV case identification, referral, and intervention, in alignment with national and international standards.
    • Work closely with MdM staff to support beneficiaries with urgent MHPSS or SRH or medical needs.
    • Provide training and awareness sessions for MdM staff and partners on Protection from Sexual Exploitation and Abuse (PSEA) and Sexual and Gender-Based Violence (SGBV) principles, ensuring understanding of ethical responsibilities, reporting mechanisms, and survivor-centered approaches.
    • Monitor and advise on the quality of GBV-related activities and protocols within MdM health centers.
    • Identify training needs and organize capacity-building sessions for MdM staff and partners.
    • Contribute to the development of tools, guidelines, and awareness-raising materials.
Stakeholder Engagement and Networking
  • Identify and engage local actors and community-based organizations working on GBV.
  • Lead or participate in GBV-related advocacy initiatives.
Data Collection and Analysis
  • Collect, compile, and analyze GBV-related data from MdM programs to inform programming.
  • Contribute to needs assessments, impact evaluations, and partner evaluations.
  • Draft activity reports and make recommendations for program improvement.
Policy Integration
  • Ensure GBV programming within MdM aligns with international and national legal frameworks.
  • Support survivors in navigating legal systems and advocate for their rights.
  • Commitment to gender sensitivity and cultural diversity in all MdM activities.
Other Duties
  • Perform any additional tasks assigned by the direct supervisor.

Job Requirements

REQUIRED SKILLS AND COMPETENCES

Education:

  • Mandatory: a relevant Bachelor's [Medical, Paramedical, health Degree or any relevant degree].
  • Mandatory: Certification in Protection from Sexual Exploitation and Abuse (PSEA) training is required
  • Desirable: Master’s degree/ Diploma in any relevant degree
  • Desirable: Certification in MHPSS

Experience:

  • Mandatory: a minimum of [2] years of experience in similar roles (GBV, case management, protection)
  • Desirable Experience working in healthcare settings for 2 Years.
  • Desirable: I/NGO experience is an asset
  • Desirable: training profile and knowledge of national and international related laws and frameworks will be an asset

Languages:

  • Strong communication skills in English and Arabic (both written and spoken).

Computer Skills:

  • Proficiency in [MS, reporting and data collection tools]

Soft Skills:

  • Excellent communication, negotiation, and advocacy skills.

Ability to work in multidisciplinary and multicultural teams
