Field Project Officer

CARE Palestine with support of local partners, is providing humanitarian assistance to vulnerable populations affected by the conflict in Gaza. CARE Palestine’s programmes target conflict affected populations living in collective shelters in Gaza strip. The core sectors of CARE’s work include the restoration of Water, Sanitation and Hygiene (WASH) services, shelter, protection, Sexual Reproductive and Maternal Health (SRMH) services that combines rehabilitation and equipping of Primary Health Care Facilities, family planning support, capacity building of health staff and health outreach activities. CARE programmes mainstream protection and gender in all diversities, with a focus on specific needs of women and girls, recognizing that they are disproportionately affected by disasters.

Start Date: As soon as possible

Position Location: Khalil - West Bank

Length of Contract: 6 months with possibility of extension depending on availability of funds, performance of the individual. The position will be full-time.

Reporting/Line Management: The Project Manager.

The Health Field Officer is responsible for coordinating and overseeing the implementation of mobile health clinics and related health interventions in targeted marginalized communities within Area C of the West Bank, particularly in Hebron and Bethlehem.

Responsibilities:

Job Responsibility 1: Program Implementation & Technical Support (35%)

• Coordinate and supervise the daily operations of mobile clinics in collaboration with partners and stakeholders.
• Ensure adherence to project objectives and health protocols set by the Ministry of Health and CARE.
• Facilitate the implementation of PHC, SRH, GBV prevention, and mental health services through mobile health teams.
• Contribute to needs assessments, development of technical BoQs, and selection of intervention areas.
• Support training and capacity building activities for healthcare providers and community focal points (e.g., first aid, emergency preparedness).
• Ensure visibility and participation in donor/CARE field visits and related documentation.

Job Responsibility 2: Community Engagement & Awareness (20%)

• Organize and facilitate community outreach and health education sessions on topics including safeguarding, PSEA, GBV, and protection.
• Build and maintain networks with local leaders, COBs, VCs, and establish local health committees.
• Act as a liaison between the community, CARE, and implementing partners to ensure responsiveness to community health needs.
• Gather and incorporate community feedback into ongoing service improvement.

Job Responsibility 3: Monitoring, Reporting & Documentation (25%)

• Collect and consolidate data on patient services, community sessions, and clinical outcomes.
• Prepare and submit timely reports including: monthly progress reports, visit summaries, and activity documentation with visual evidence.
• Monitor partner reports and conduct basic data analysis in coordination with the Project Manager.
• Track pharmaceutical inventory and medical supplies use in coordination with partners.
• Support identification and documentation of success stories and best practices.

Job Responsibility 3: Logistics, Coordination & Compliances (15%)

• Ensure timely availability and maintenance of clinic logistics: vehicles, supplies, medical equipment, and documentation (log sheets, inventory).
• Coordinate logistics for awareness sessions, training, and community-based events.
• Adhere to CARE’s standards, including compliance with safeguarding, protection, and gender equality policies.
• Implement and enforce infection control measures and patient safety standards during clinic operations.

Job Requirements

Qualifications:

Required:

  •  Bachelor’s degree in health, either in public health, community health, pharmacy, nursing, or other related field.

Desired:

  •  Masters in Public Health or Health Services Management.

Experience/Technical Skills:

Required:

• Minimum of 3 years of relevant experience in healthcare delivery, public health, or community health, preferably within mobile clinic operations or emergency response settings.
• Proven experience in field coordination with stakeholders such as the Ministry of Health, local NGOs, community organizations, and local authorities.
• Demonstrated ability to work in remote and underserved communities, including familiarity with Area C of the West Bank.
• Strong skills in project coordination, including activity planning, implementation, and reporting.
• Proficiency in data collection, analysis, and reporting, especially using tools like Microsoft Excel and other MS Office applications.
• Experience with primary healthcare (PHC) and sexual and reproductive health (SRH) service delivery.

Desired:

• Experience working with international NGOs and in donor-funded health projects.
• Prior involvement in training or capacity-building activities for health professionals or community members.
• Certification in Basic Life Support (BLS) or Advanced Cardiac Life Support (ACLS).
• Knowledge and experience in implementing safeguarding, Protection from Sexual Exploitation and Abuse (PSEA), Gender-Based Violence (GBV) response, and community protection protocols.
• Skills in community mobilization, forming local health committees, and delivering awareness sessions.
• Familiarity with digital data collection tools such as KOBO Toolbox or other health monitoring systems.
• Ability to manage and track medical supply inventory, equipment usage, and first aid kit distribution.
• Competence in documenting project activities through reports, photography, videos, and collecting success stories.
