Reporting & Budgeting Analyst

The Reporting & Budgeting Analyst plays a critical role in the financial management of the organization by preparing timely and accurate financial reports for awards, analyzing budgets, monitoring expenditures, and ensuring compliance with donor regulations and internal financial policies. This position is integral to supporting strategic financial planning and decision-making across the organization.

Working closely with program, grant management, and finance teams, the Analyst actively contributes to the development of funding proposals, ensuring that budgets are realistic, compliant, and aligned with programmatic goals.

The Analyst supports the creation and consolidation of the organizational master budget, incorporating input from various departments and projects to present a comprehensive financial outlook.

The role also includes conducting cost recovery and indirect cost analyses, helping to ensure sustainable funding models and that administrative costs are appropriately allocated across projects.

Responsibilities:

Job Responsibility 1: Budget Preparation, Monitoring & Revisions (40%)

  • Assist in the preparation of the Country Office Consolidated Master Budget and CARE Budget Mate, ensuring alignment with organizational priorities.
  • Collaborate with program and finance teams to develop project budgets that meet donor requirements and comply with CARE’s cost pricing policy.
  • Coordinate the internal budget review process and submit final budgets for approval by the ACD - Operations and the Country Director (CD).
  • Support the revision and reallocation of budgets based on evolving operational and programmatic needs, ensuring timely updates and compliance with donor guidelines.
  • Forecast project budgets and assist in updating the DAB in the system in coordination with program staff and budget holders.

Job Responsibility 2: Financial Monitoring, Analysis & Reporting (30%)

  • Prepare and distribute monthly financial reports to project budget holders and CARE Member partners, ensuring clarity and timeliness.
  • Prepare and distribute monthly budget utilization reports, providing variance analysis and actionable insights to support effective decision-making.
  • Conduct financial analyses to identify trends, risks, and opportunities that inform management decisions and strategic planning.

Job Responsibility 3: Financial Compliance, Partner Oversight & Documentation (30%)

  • Ensure compliance with internal financial policies and donor regulations.
  • Ensure full compliance with donor and local partners financial reporting requirements, including formats, guidelines, and submission deadlines.
  • Conduct periodic financial reviews and variance analysis for both CARE and local partners.
  • Ensure all financial reports and budgetary documents are archived properly under CARE share point.
  • Support external and internal financial audits and reviews by preparing accurate reports and timely documentation in line with audit requirements.

Qualifications & Preferred Skills

Education/Training

Required

  • Bachelor’s degree in finance, Accounting, Business Administration, or related field. Master’s degree is an advantage.

Desired

  • Master’s degree in law, Management, etc.

Experience & Technical Skills

Required

  • Minimum 8 years of experience in budgeting, financial reporting, or grants management, preferably in the INGO sector.
  • Proven experience with donor reporting, budgeting processes, and compliance (especially institutional donors like USAID, EU, GAC, UN agencies).
  • Strong analytical and financial modeling skills.
  • Advanced proficiency in Excel and financial management systems (PeopleSoft or equivalent is a plus).
