Women Equality Officer

CARE addresses urgent needs while promoting the equality of women and girls, advancing their economic empowerment, strengthening leadership and participation, enhancing humanitarian response, building resilient livelihoods, and improving access to essential services such as food security, health, shelter, protection, and WASH.
The Women Equality (Women & Girls) Officer – FFBS will support the implementation of the Scaling up FFBS in Palestine Project, based in Al Zababda, Jenin. The Officer will be responsible for advancing women and girls’ equality across all project interventions, coordinating inclusive activities with herders' families (especially women), documenting good practices, and ensuring that women and girls are central to project delivery. The role collaborates closely with the Project Manager, MEAL team, field officer, local authorities, and partners to promote participation, document results, and ensure learning is applied. The Officer will ensure project implementation aligns with CARE’s global vision and local strategy for social justice and women and girls’ equality.
Responsibilities:
Job Responsibility 1: Project Implementation and Women Equality Technical Support (60%)
- Provide continuous observations and recommendations on the barriers and opportunities facing women and girls in the sheep and goats value chain and agricultural livelihoods.
- Support and facilitate all field-based activities targeting women within the project as training, awareness, exchange visits, public procurement purchase and collective marketing.
- Work directly with 600 herders' wives and women participants across the 30 FFBS schools to strengthen skills, access to services, and linkages with value chain actors.
- Support and engage with women and youth managing milk collection hubs and dairy processing units.
- Coordinate with key stakeholders (MoA, Ministry of National Economy, CBOs, NGOs, private sector…etc ) to promote an enabling environment for advancing women and girls in agriculture.
- Document learning from new practices and innovations led by women farmers and support the development of success stories.
- Apply CARE’s SOPs and ensure integration of feedback and accountability mechanisms throughout implementation.
Job Responsibility 2: Monitoring, Evaluation, Learning and Reporting (15%)
- Data collection and entry
- Collaborate with the MEAL team to monitor women- and girls-focused project outputs and outcomes.
- Participate in field visits, provide support to facilitators and participants, and verify progress on advancing women and girls in agricultural livelihoods.
- Prepare monthly progress reports, including success stories
- Prepare and coordinate with FFBS facilitators and other value chain actors to arrange and participate in the external evaluation.
Job Responsibility 3: Coordination & Communication (10%)
- Support strategic and operational coordination among CARE, FFBS facilitators, and community members, with a special focus on female participants.
- Maintain regular communication with project stakeholders and CARE’s internal teams to ensure harmonization, learning exchange, and cross-project synergies.
- Provide support for advocacy activities when required
Job Responsibility 4: Financial and Compliance Management (10%)
- Support the Project Manager in preparing and reviewing procurement and payment requests related to women-focused initiatives.
- Monitor the delivery of goods related to women's activities and provide the necessary documentation for payments

Qualifications & Preferred Skills
Education/Training
Required
- Bachelor’s degree in a relevant field such as Women & Girls Studies, Agriculture, Business Administration, Economics, or Development Studies (master’s degree preferred).
Or
- Equivalent combination of education and relevant work experience.
Experience & Technical Skills
Required
- At least 3 years of professional experience in advancing women and girls, women’s economic empowerment, rural livelihoods, or agricultural value chain development.
- Strong technical knowledge in enterprise development, food production, and agricultural livelihoods.
- Strong monitoring and evaluation skills including qualitative and quantitative data collection, reporting, and learning documentation.
- Proven coordination with multi-stakeholder platforms including government, private sector, and community structures.
- Valid driving license and familiarity with the governorates of the North of the West Bank
Desired
- Experience working in the West Bank agricultural context, especially in Jenin or similar regions.
- Familiarity with violence against women and girls (VAWG) prevention approaches, psychosocial considerations, and protection referral pathways.
- Knowledge of CARE’s Women & Girls Impact Assessment Tool, inclusive market systems, and social norms transformation approaches.
