Grants & Compliance Manager

The Grants & Compliance Manager plays a key leadership role in overseeing the technical and compliance-related aspects of CARE Palestine country office. This position is responsible for managing donor contracts and grants, ensuring full compliance with donor regulations, and supporting the development of quality performance standards and accountability protocols. The Manager also serves as the primary point of contact on compliance matters within the organization.

Key responsibilities include providing strategic guidance on donor regulations to the Senior Management Team (SMT), managing sub-agreements with local partners. This involves offering technical support on sub-grant management, ensuring financial and budgetary compliance, and upholding CARE and donor-specific guidelines in all partner expenditures. The Grants & Compliance Manager will supervise the Budgeting and Reporting Analyst and the Grants & Sub-Grants Officer.

The role requires close coordination with proposal development team, Finance, Program, and other support teams to develop proposals, ensure donor compliance, and manage the timely submission of financial reports. The Manager also collaborates with other teams on a range of operational tasks including maintaining Master Budget preparation, Budget Mate, projects forecasts, donor reporting, and conducting procurement and partner spot checks.

Additionally, the role involves supporting the proposal development process by ensuring that budgets are accurate, cost-effective, and aligned with program needs. The Manager will liaise with donors and CARE International (CI) members to negotiate and finalize IPIAs and lead grant start-up processes, including accurate grant setup in CARE’s financial systems and participation in orientation sessions.

The position ensures effective coordination with budget holders to align spending with donor requirements, oversees timely and compliant reporting, and facilitates proper grant close-out. The Manager will also build capacity among staff and partners, implement systems for efficient reporting, and maintain comprehensive grant files.

Responsibilities:

Job Responsibility 1: Staff Management (10%)

  • Provide functional supervision to Budgeting and Reporting Analyst and the Grants and Sub-Grants officer.
  • Mentor, Coach, train and support the direct reports at CO level

Job Responsibility 2: Contracts Management (40%)

  • Contribute to the development of grant proposals, in close cooperation with program teams, Program Support (finance, supply chain and human resources) to ensure all grant proposals meet quality assurance criteria, that budgets are cost effective, accurate and realistic with the technical proposal.
  • Encourage and support the CO to ensure that proposals are developed in close collaboration with partner and/or proposals are developed based on strategic objectives, gaps/needs on ground and to foster transparency in CARE’s relationship with implementing partner.
  • Assist and guide budget holders for the revision of their project budgets on quarterly basis.
  • Coordinate the review and finalization of awards/IPIA with appropriate country office staff. Negotiate terms and conditions with the donor or CIMP and ensure all provisions are acceptable.

Coordinate the preparation of grants long/short form checklists, which will enable identification of exceptional items which require approval by SMT, RMU / HQ, and Facilitate submission of the same to RMU or HQ when required.

  • Supervise Fund code/PID/AID set up in CARE’s financial systems ensuring that budgets are correctly entered to facilitate both internal and external monitoring of expenses.
  • Maintain records of all CO donor contracts, IPIAs, sub-agreements, and modifications; ensure contractual information is archived at the end of the life of the contract and are accessible on the share point with related staff.
  • Work with Program team on grant startups and orientations.
  • Assist the CO SMT in tracking project results and compliance with donor & CARE requirements.
  • Prepare and/or supervise the preparation of required donor financial reports and ensure timely review by budget holder and submission to key stakeholders
  • If applicable monitor Match/Cost share requirements and provide periodic progress
  • Provide pro-active diagnosis for potential problems/issues including non-compliance issues and raising to appropriate management level for resolution where required.

Job Responsibility 3: Compliance with Agreement Sub Agreement Policy (25%)

  • Prepare all sub-agreements and amendments with local partners to include all CARE and donor provisions as well as issues resulting from pre-award risk assessments.
  • Prepare modifications to sub-agreements as needed throughout the project period.
  • Build partners’ staff capacities on sub-agreement management issues and provide technical assistance to partners in implementation and management of the grant cycle, budgeting, and financial reporting, and CARE & donor compliance.
  • Conduct a pre-award risk assessment to local partners before the beginning of any project to identify risks and assess areas where the partners need capacity building during the lifetime of the project.
  • Conduct regular re-assessments plans for local partners every 2 years or as needed.
  • Conduct compliance/internal control site visits and reviews for partners on a quarterly basis to ensure that both CARE and partners’ staff are complying with the sub-agreements provision and to ensure that pre-award conditions are addressed and implemented by partners within the period specified in the sub-grant agreement.
  • Identify issues resulting from the reviews, indicate findings, and provide recommendations through a compliance report.
  • Make sure that all the necessary documentation, justifications and sub-award committee approvals are in place.

Job Responsibility 4: Budgets Management (15%)

  • Under technical support from the Finance Manager and the Budgeting and reporting analyst; ensure updated budget information in the financial system by working with the Program/Project Manager on consolidation of Project budgets into annual or quarterly budget forecasts.
  • Assist in the preparation of periodic management reports for SMT, RMU, SSC and CUSA including but not limited to COMFORT, Master Budget, Budget Mate, ROAR, etc..
  • Coordinate training to non-finance staff to encourage awareness of proper budget management.
  • Supervise the monthly financial analysis of each donor budget and recommend appropriate actions to the Budget holders. If necessary, provide training to the Budget Holders on generating report and preparing simple Budget vs. Actual analysis

Job Responsibility 5: Information Management (5%)

  • Supervise maintenance of grants related information and track donor and other stakeholder reports requirements. This includes supervision of the processes to maintain updated central grants files/information in CARE share point.
  • Ensure all relevant staff, including incoming staff, have access to all documentation (grant proposals, budgets, reports, etc.)
  • Act as a resource about grant compliance issues related to donor requirements.

Job Responsibility 6: Perform other duties (as assigned by supervisor) (5%)

  • Conduct monthly procurement spot checks on payments made by the country office to ensure the procurement department is in line with CARE and donor regulations.
  • Add new suppliers to the system after making sure all documents are provided and correct in terms of legal name, etc.
  • Assist in the semi-annual Bridger check.

Experience & Technical Skills

Required

  • Minimum 6 years of working experience in compliance and finance.
  • Proven progressive experience in Grants, Contracts, and Compliance Management in a similar organization.
  • Experience in different donors’ contracts, management, and procurement regulations.
  • Excellent English language skills.
  • Ability and willingness to travel through West Bank, Gaza, and abroad.
