 Field Finance Officer

CARE Palestine with support of local partners, is providing humanitarian assistance to vulnerable populations affected by the conflict in Gaza. CARE Palestine’s programmes target conflict affected populations living in collective shelters in Gaza strip. The core sectors of CARE’s work include the restoration of Water, Sanitation and Hygiene (WASH) services, shelter, protection, Sexual Reproductive and Maternal Health (SRMH) services that combines rehabilitation and equipping of Primary Health Care Facilities, family planning support, capacity building of health staff and health outreach activities. CARE programmes mainstream protection and gender in all diversities, with a focus on specific needs of women and girls, recognizing that they are disproportionately affected by disasters.

Start Date: As soon as possible

Position Location: CARE’s office in Gaza (Der Al-Balah) with frequent travel to projects location.

Length of Contract: 6 months with possibility of extension depending on availability of funds, performance of the individual. The position will be full-time.

Reporting/Line Management: Area Manager with a tecnical reporting line to the Finance Manager

The Field Finance Officer will work in close coordination with program teams, logistics, and local implementing partners to support the smooth implementation of activities, ensuring that all financial transactions are transparent, properly documented, and aligned with approved budgets. They will support the verification of expenditures, review supporting documentation, and monitor budget utilization to flag potential discrepancies or risks.

Responsibilities:

Job Responsibility 1: Payment Verification & Processing (30%)

1-Review and verify all invoices, payment requests, and partner reimbursements, ensuring accuracy, compliance with donor agreements, and adherence to CARE’s financial policies and project budgets. This includes confirming that supporting documentation is complete and in line with the terms outlined in contracts and project agreements.
2-Facilitate the timely processing of payments to suppliers, local partners, consultants, and staff, ensuring that financial obligations are met promptly to avoid delays in program implementation.
3- Ensure all cash transactions are properly authorized and recorded.
4-Work closely with program teams, procurement, and logistics to ensure smooth and coordinated payment processes.
5-Maintain comprehensive, well-organized, and accurate records of all financial transactions, ensuring proper documentation in accordance with CARE's internal financial controls and donor regulations.
6-Ensure that documentation is easily accessible for both internal audits and external reporting, and that all payments are traceable and transparent.Monitor payment cycles and pro-actively flag any discrepancies or delayed payments, ensuring issues are addressed swiftly to maintain operational flow.

Job Responsibility 2: Donor Compliance & Financial Reporting (25%)

1-Support the preparation of financial reports in accordance with donor requirements and internal policies.

2-Support the preparation of budget forecasts, spending plans, and variance analysis.

3-Assist in audits and financial reviews/spot checks by donors, local authorities, CARE Member Partners and external auditors.

 

Job Responsibility 3: Local Partners Financial Oversight (25%)

1-Monitor financial transactions of local partners in Gaza to ensure compliance with the Partnership Funding Agreements.
2-Conduct quarterly financial review, provide capacity-building support to partners, and ensure proper documentation of partner expenditures/Reports.
3-Work with the compliance and program team to ensure financial aspects of partnership agreements are met.
4-Ensure all financial documents are properly filed, both physically and digitally and as per CARE document security policy.
5-Raise any financial risks within local partners and propose mitigation measures to direct manager.

Job Responsibility 4: Coordination & Support (20%)

1-Work closely with emergency response team members to provide financial guidance and ensure smooth operations.
2-Liaise with banks, vendors, and financial service providers as needed.
3-Provide financial training and support to field staff to strengthen financial compliance.
4-Provide support to CARE logistics team in monitoring the receipt and dispatch of items when requested.

Job Requirements

Qualifications:

Required:

  • Bachelors Degree in a Finance related field (Finance or Accountanting).

Desired:

  • Masters in the same Finance Field plus other post graduate trainings in Finance

Experience/Technical Skills:

Required:

  • Minimum 5 years of relevant work experience in finance, accounting, or grants management, preferably with an international NGO or humanitarian organization.
  • Proven experience in field-based financial operations, including cash management, payment processing, and financial reporting.
  • Experience working with donor-funded projects, with familiarity with donor rules and regulations (e.g., USAID, EU, DRA, DANIDA, UN agencies).

Desired:

  • Experience working with partners.
  •  Experience working in Gaza.
