Scope:

Working under the supervision and guidance of the MEAL Manager, the M&E Officer will be based in Anera office in the West Bank. The M&E Officer will work closely with all program staff in the West Bank and Gaza to implement Anera MEAL commitments, improve program quality through enhanced data management systems and processes.

The Officer will support the MEAL Manager in managing day-to-day MEAL tasks arising and provide technical support to field teams to ensure effective implementation of the projects.

General Duties:

  1. MEL Frameworks and Planning:
  • Support the development, review, and updating of project-level Logical Frameworks, MEL Plans, and indicator reference sheets in coordination with program teams and technical leads.
  • Contribute to the integration of MEL in project proposals, work plans, and donor reports, ensuring alignment with donor requirements and ANERA’s MEL manual.
  1. Data Collection and Quality Assurance:
  • Coordinate and conduct routine data collection for field-based project interventions using standardized tools and methodologies.
  • Ensure timely, accurate, complete, and high-quality data collection, entry, and validation in collaboration with field staff and partners.
  • Perform data quality assurance checks, including spot checks, verification, and triangulation of data sources to ensure reliability and integrity.
  1. Data Management and Analysis:
  • Enter and manage data in digital systems (e.g., Excel, Power BI) and ensure proper backup, confidentiality, and storage of datasets.
  • Clean, compile, and organize quantitative and qualitative data for analysis and reporting purposes.
  • Support the MEL Manager in analyzing data and producing routine monitoring reports, dashboards, and summaries.
  1. Monitoring and Reporting:
  • Track and monitor progress against key performance indicators (KPIs), targets, and milestones as per the project MEL plans.
  • Contribute to the preparation of internal and donor reports through the timely provision of high-quality monitoring data and documentation of progress and challenges.
  1. Documentation and Learning:
  • Assist in documenting success stories, case studies, and lessons learned for internal learning and external communication.
  • Participate in after-action reviews, learning sessions, and other reflection exercises to promote adaptive management.
  1. Capacity Building and Support:
  • Provide MEL training and on-the-job coaching to field staff and partners to strengthen data collection and use capacity.
  • Support the technical team in developing and testing data collection tools, checklists, and protocols.
  1. Other Duties:
  • Support the coordination of field monitoring visits, data audits, evaluations, and assessments.
  • Respond to internal and external requests for data and project performance information.
  • Perform any other tasks as assigned by the MEL Manager or direct supervisor to support the effective implementation of MEL functions across ANERA’s portfolio.

 Required Qualifications and Skills:

  1. Bachelor’s degree in Monitoring and Evaluation, Statistics, Social Sciences, Development Studies, or a related field. (A Master’s degree is an asset.)
  2. Minimum of 5 years of relevant experience in monitoring and evaluation, data management, or research within development or humanitarian programs, preferably with NGOs or donor-funded projects.
  3. Demonstrated experience in designing and implementing M&E systems, including data collection tools, indicator tracking, and performance monitoring plans.
  4. Strong skills in data analysis and visualization, with proficiency in tools such as Excel, Power BI, and statistical software (e.g., SPSS, STATA) – preferred.
  5. Excellent reporting and writing skills, with a proven ability to synthesize complex data into clear and actionable insights for internal and external stakeholders.
  6. Fluency in Arabic and English, both written and spoken, with the ability to produce high-quality M&E reports in English.
  7. Strong interpersonal and communication skills, with the ability to work effectively across teams, and to support and train staff in data collection and reporting.
  8. Experience with Results-Based Management (RBM) and logical frameworks (log frames), including familiarity with donor reporting standards (e.g., USAID, EU, UN).
  9. Attention to detail and strong organizational skills, including the ability to manage multiple tasks and meet tight deadlines under pressure.
  10. Exhibited a strong dedication to the principles of gender equity, diversity, belonging, and inclusion. 
  11. Demonstrated commitment to Prevention of Sexual Exploitation and Harassment (PSEAH).
  12. Arabic and English fluency (both oral and written) is essential. 
  13. Flexibility, excellent interpersonal, and the ability to work well with all levels of internal and external contacts.
