Position Summary:

The Project Manager will lead the design, implementation, and oversight of Anera’s small and medium-sized enterprises (SMEs) support projects in Palestine. This position plays a key role in strengthening the economic resilience of local businesses through tailored business development services, financial facilitation, and technical support. The Project Manager will ensure the program is implemented effectively, aligns with Anera’s development strategy, and meets donor expectations.

This role requires strong leadership, project management, and stakeholder engagement skills, with a deep understanding of the Palestinian MSME landscape. The position will work closely with the economic empowerment team, external consultants, local partners, and targeted businesses.

Key Responsibilities:

Program Design & Management:

  • Lead the planning and execution of SME support projects, including work plan development, budgeting, and performance tracking.
  • Oversee the identification and selection of SMEs to receive support based on transparent and inclusive criteria.
  • Coordinate the development and delivery of tailored support services, including business planning, marketing, financial management, and digital transformation.
  • Manage consultants, trainers, and implementing partners to ensure high-quality service delivery.

Business Development & Technical Support:

  • Conduct periodic assessments of SME needs and gaps.
  • Collaborate with SMEs to create growth strategies, sustainability models, and risk mitigation plans.
  • Support SMEs in accessing financial services, grants, or investment readiness pathways.
  • Promote innovation, green practices, and inclusion within the supported businesses.

Stakeholder Engagement & Representation:

  • Build and maintain partnerships with chambers of commerce, financial institutions, NGOs, and government stakeholders to support SME growth.
  • Represent Anera in relevant coordination platforms, forums, and donor meetings.
  • Foster collaboration between the private sector and development actors to expand SME opportunities.

Monitoring, Evaluation & Learning (MEAL):

  • Work closely with the MEAL team to design and implement tools to assess business progress and program impact.
  • Document lessons learned and success stories and integrate findings into future programming.
  • Ensure data collection aligns with donor requirements and internal quality standards.

Team Leadership & Compliance:

  • Supervise project staff, consultants, and interns as needed.
  • Ensure full compliance with Anera and donor regulations, including procurement and reporting standards.
  • Contribute to fundraising proposals and reporting by providing technical input and field-based insights.

Required Qualifications:

  • Bachelor’s degree in Business Administration, Economics, Development Studies, or a related field (Master’s preferred).
  • Minimum of 7 years of experience in project management, particularly in MSME support, economic empowerment, or private sector development.
  • Proven experience in supporting small businesses or startups through capacity building, financing, or strategic advisory.
  • Strong knowledge of the Palestinian business ecosystem and experience working with financial institutions and donors.
  • Excellent planning, communication, and interpersonal skills.
  • Fluency in Arabic and proficiency in English (written and spoken).
  • Ability to travel within the West Bank, as security and logistics allow.
