Capacity Building on Disability Inclusion and SGBV Response for Service Providers in Gaza: Enhancing Support for Survivors with Disabilities

1.  Introduction
Alianza por la Solidaridad-ActionAid Spain (Alianza-AA SP) is a feminist, non-governmental, non-denominational and independent organization founded in Spain in 1986, and which has been present in the occupied Palestinian territory (OPT) since 1993.
 
Since 2018, the organization has been a member of ActionAid (AA) International, a global federation working with more than 41 million people in over 70 countries towards a just, fair, and sustainable world in which everybody enjoys the right to a life of dignity, and freedom from poverty and oppression. AA works to achieve social justice and gender equality, and to eradicate poverty.  
 
Hand in hand with its Palestinian civil society partners, and in line with its 2020-2026 Strategic Plan, the promotion and defence of women’s rights and gender equality lie at the heart of Alianza-AA SP’s work in the West Bank and Gaza Strip. Concretely, its development cooperation and humanitarian programs seek to prevent, respond to and mitigate Gender-Based Violence (SGBV) and to ensure women’s civil, political, social and economic rights.
 
Since October 2023, together with its sister organization, ActionAid Palestine and the AA’s International Humanitarian Action and Resilience Team (IHART), Alianza-AA SP has launched a response to the humanitarian emergency in the West Bank and Gaza Strip, centered on supporting partner organizations to sustain and expand critical basic needs, protection, health and livelihoods services and assistance, with a cross-cutting focus on supporting the participation and leadership of women and young people in the response. CVA for protection is one of the lines of intervention of this response.
 
2.   Background
Alianza-AA SP is the recipient of a grant from the Spanish Agency for International Development Cooperation (AECID) for the implementation of the Project: “Integrated protection and promotion of the rights of women and girls affected by SGBV in the context of the humanitarian crisis in Gaza”, in partnership with Al Awda Association for Health and Community (Awda) and the Culture and Free Thought Association (CFTA).
 
The project aims to promote the integrated protection and promotion of the rights of women and girls in the context of the humanitarian crisis in the Gaza Strip. Specifically, it seeks to provide a comprehensive humanitarian response to the needs of women and girls affected by Sexual and Gender-Based Violence (SGBV) in the areas of Jabalia, Al Boureij, Deir Al Balah governorate, Khan Younis governorate and Rafah governorate.
 
It aims to strengthen community-based mechanisms for SGBV management, prevention and response; improving the protection of SGBV survivors through multipurpose cash assistance and promoting livelihood strategies; and strengthening prevention and community response mechanisms in emergencies; and access to services for people with disabilities.
3.  Objective
 
In order to promote and ensure the access of women and girls with disability in the Gaza Strip to adapted and inclusive Sexual and Reproductive Health and SGBV services, Alianza-AA SP is seeking to hire a specialised, external service provider for the design and delivery of 2 trainings, entitled “Disability Inclusion and SGBV Response for Service Providers in Gaza: Enhancing Support for Survivors with Disabilities”. Each training will consist of 24 hours (4 days*6 hours per day for 14 participants per training). As such, the 2 trainings will consist of a total of 48 training hours, targeting a total of 28 participants (14 Awda and 14 CFTA staff members). The selected consultant or consultancy firm would need to review the findings of the disability study (currently under development) to inform the training content and ensure alignment with identified gaps and priorities.
 
4.  Scope of Work
 
The exact content of the training module to be delivered should be outlined by the external service provider in their offer, but can include the following topics:
 
  • Understanding disability: Definitions and types of disabilities.
  • Medical perspective / Social perspective / HRBA perspective.
  • Disability mainstreaming.
  • Autonomy and independency.
  • Guidelines for Service Providers and Support Staff working with Women with Multiple Disabilities.
  • Access to SGBV Services for SGBV Survivors with Disabilities.
  • Case Management for Persons with Disabilities (PwD) subjected to SGBV.
  • Social Services: Protection Services for SGBV Survivors with Disabilities.
  • Social Services: Rehabilitation Services for SGBV Survivors with Disabilities.
  • Remote SGBV Service delivery for PwD Survivors.
  • Connecting with survivors through technology (WhatsApp, Telegram and social media).
  • Confidentiality and data security.
  • Preventing and mitigating risks in the delivery of SRH and SGBV services for SGBV Survivors with Disabilities.
  • Identify the core approaches and the guiding principles that lead the work to identify and to refer/link PwD to specialist services (How and Where to Refer PwD SGBV survivors/ Referral pathways).
  • Disability services provided by PwD specialized organizations working in the Gaza Strip and referrals/linking PwD SGBV survivors to said services.
 
The specialised external service provider will be responsible for:
  • The design of the course content according to the points cited above, incorporating the gaps, priorities, and recommendations identified by the disability study currently being conducted under the same project.
  • Preparing the training materials in Arabic to be distributed to the trainees, with a summary in English to be shared with the donor.
  • Preparing the training schedule and training presentation in Arabic.
  • Delivering the training to the target group.
  • Presenting a hard and soft copy of a final training report, in Arabic and English, including the following content:
  1. General outline of the training.
  2. Objectives of the training.
  3. Training contents.
  4. Training methodology.
  5. Pre- and post-training assessment forms, results, and result analysis.
  6. Evaluation forms, results and result analysis.
  7. Lessons learned, conclusion and recommendations.
  8. Photos of the training.
Note: Alianza will retain full ownership of all deliverables produced under these Terms of Reference. Alianza reserves the right to use, distribute, publish, or modify any reports, training materials, and related deliverables as needed for internal purposes, external communication, and donor reporting.
The training venue and the specific training days will be determined in coordination with Awda and CFTA, to ensure alignment with their schedules and availability.
5.  Relevant Legal, Policy and Operational Instruments and Tools
 
The content of the training module to be designed and delivered should be in line with the following relevant legal and policy instruments:
 
  • Convention on the Rights of Persons with Disabilities[1]
  • Convention on the Elimination of All Forms of Discrimination against Women[2]
  • IASC Policy on Protection in Humanitarian Action[3]
  • IASC Guidelines on Inclusion of Persons with Disabilities in Humanitarian Action[4]
  • GVA AORs Factsheet on Gender-Based Violence and Disability Inclusion[5]
In addition, the content of the training module may draw upon the following operational guidance:
  • Building Capacity for Disability Inclusion in Gender-Based Violence Programming

  • Introduction to disability-inclusive humanitarian action[7]
  • Training package on strengthening protection of persons with disabilities in forced displacement[8]

6.  Required Qualifications and Experience
  • A university degree in disability studies, gender studies, sociology, political science, communication, development, or any other related field.
  • At least five years of experience in designing and implementing trainings.
  • Teaching, training and/or coaching experience.
  • Experience in the field of disability in Gaza, and of working with PwD-led and disability rights organizations.
  • Proficient in written and spoken Arabic and English.
  • Ability to plan and meet requirements on time.
 
  • Strong computer skills, including Excel, PowerPoint, Microsoft Office software and other programs for processing data.
  • Experience in conducting online trainings and strong skills in working remotely.
  • Excellent interpersonal skills
  • Empathy, adaptability and strong ability to listen.

7.   Timeframe
The trainings will be conducted between June until August 2025, consisting of 2 trainings, with each training consisting of 24 hours (4 days*6 hours per day for 14 participants per training). 8.   Content of Offers
Offers should include the following documents:

    1. .  A simplified and general methodological proposal, which can be further detailed upon the awarding of the contract.
    2. A simplified timeline for the services.
    3. A summary of recent, related experience.
    4. The CV(s) s of the person(s) that will carry out the sessions.
  2. 2. Brief, simplified financial offer indicating the total hourly cost of the days based on the consultant's hourly rate and any additional expenses. The budget should be presented in ILS.
Please note that the tax will be deducted from the total consultancy fees, whether for individuals or registered firms.
