WITHIN THE PROJECT
" Provision of lifesaving integrated protection support for vulnerable children and adults in Gaza and the West Bank"
Alianza por la Solidaridad-ActionAid Spain (Alianza-AA SP) is a feminist, non-governmental, non-denominational and independent organization founded in Spain in 1986, and which has been present in the occupied Palestinian territory (OPT) since 1993.
Since 2018, the organization has been a member of ActionAid (AA) International, a global federation working with more than 41 million people in over 70 countries towards a just, fair, and sustainable world in which everybody enjoys the right to a life of dignity and freedom from poverty and oppression. AA works to achieve social justice and gender equality, and to eradicate poverty.
Hand in hand with its Palestinian civil society partners, and in line with its 2020-2026 Strategic Plan, the promotion and defence of women’s rights and gender equality lie at the heart of Alianza-AA SP’s work in the West Bank and Gaza Strip. Concretely, its development cooperation and humanitarian programs seek to prevent, respond to and mitigate Gender-Based Violence (GBV) and to ensure women’s civil, political, social and economic rights.
Since October 2023, together with its sister organization, ActionAid Palestine and AA’s International Humanitarian Action and Resilience Team (IHART), Alianza-AA SP has launched a response to the humanitarian emergency in the West Bank and Gaza Strip, centered on supporting partner organizations to sustain and expand critical basic needs, protection, health and livelihoods services and assistance. This response has a cross-cutting focus on inclusive, accessible and adapted assistance, support and services for persons with disabilities, with a special focus on women and girls with disabilities and GBV survivors in particular, to ensure their sexual and reproductive rights and right to protection.
The humanitarian crisis in Gaza has reached catastrophic levels, with over 45,000 individuals killed and at least 111,000 injured since the escalation of hostilities in October 2023. Nearly 1.9 million people have been displaced multiple times, and women and children account for 70% of the fatalities. The destruction of infrastructure, including healthcare facilities, has severely impacted the delivery of essential services.
Gender-based violence (GBV) has escalated amid these conditions. A report by UNFPA indicates that from October 2023 to September 2024, 96% of women surveyed in Gaza experienced some form of GBV, including physical assault, emotional abuse, and sexual exploitation. The crisis has also led to increased risks of sexual exploitation and abuse, particularly in overcrowded shelters and among displaced populations.
Access to life-saving services remains critically limited due to ongoing conflict and aid restrictions. Humanitarian organizations are facing significant challenges in delivering assistance, and many essential services are either unavailable or overwhelmed.
In this context, strengthening the capacity of local service providers to respond to GBV and protection needs is urgent. This includes enhancing identification and referral mechanisms, updating Standard Operating Procedures (SOPs) to align with national guidelines, and ensuring that services are inclusive of women and girls with disabilities. Addressing these needs is essential to mitigate the impact of the ongoing crisis and to uphold the rights and dignity of affected populations.
In the context outlined above, and in the framework of a project funded by the European Union Humanitarian Aid (ECHO 2024), entitled “Provision of lifesaving integrated protection support for vulnerable children and adults in Gaza and the West Bank", currently being implemented with Al Awda Health and Community Association (Awda) and the Culture and Free Thought Association (CFTA) in Gaza Strip, and Palestinian Counselling Centre (PCC) in West Bank, where the project aims to Increase the resilience of the conflict-affected male and female children and adults through ensuring access to effective response to their protection needs in the West Bank and Gaza. Specifically, it seeks to provide a comprehensive humanitarian response to the needs of women and girls affected by Sexual and Gender-Based Violence (SGBV) in the areas of Gaza Strip and the West Bank.
Alianza-AA SP wishes to ensure the mainstreaming key knowledge on GBV and protection related issues. This will ensure the identification and proper referral (internal and external) of cases of GBV or women/girls at risk throughout the consortium and the protection approach of the project while contributing to build the capacity of local stakeholders and the services providers in Gaza Strip and West Bank.
Specifically, the ToR aims to:
Build the capacity of GBV service providers in Gaza and the West Bank on core protection and GBV concepts, case management, and safeguarding, including PSEA and complaint mechanisms.
Enhance identification and referral of GBV cases through improved understanding and use of context-specific referral pathways and survivor-centered approaches.
Promote disability inclusion in GBV response, with a focus on the unique needs and risks faced by women and girls with disabilities.
Support the update and alignment of GBV Standard Operating Procedures (SOPs) with national guidelines and international standards to improve coordinated service delivery.
The consultant will develop training materials, tools based on the topics of the training, the consultant will conduct interactive training in-person for participants from local partners AWDA, CFTA and PCC.
in two locations Gaza Strip and West Bank, which will target the GBV service providers in the local partners in the two locations, where the training will include the following modules:
- Gender issues and gender-based violence (including sexual and political violence)
- Identification of GBV cases and referral mechanisms and system (adapted to each geography)
- Case management of GBV cases.
- Safeguarding and Protection from Sexual Exploitation and Abuse (PSEA) and complaints mechanisms
- Cash for protection
- Special needs and inclusion of women and girls with disabilities
Where the number of the training days is 9 days (each module will last for 1-2 days), 5 training hours per day, where the total number of the training hours is 45 training hours per location, where it will target 20 persons in Gaza Strip, and 60 persons in West Bank. So, the total of the participants is 80 persons, the total number of training days for the two locations is 18 days, and the total of the number of the training hours is 90 hours.
- The consultant will review and update the manual for GBV' Standard Operating Procedures (SOPs) with national guidelines and international standards with our partners who have manuals.
West Bank targeted locations:

The content of the training module to be designed and delivered should be in line with the following relevant legal and policy instruments:
1.Convention on the Rights of Persons with Disabilities.
- 2. Convention on the Elimination of All Forms of Discrimination against Women.
- 3. IASC Policy on Protection in Humanitarian Action.
- 4. IASC Guidelines on Inclusion of Persons with Disabilities in Humanitarian Action.
- 5.GVA AORs Factsheet on Gender-Based Violence and Disability Inclusion.

- 1. Advanced degree in Social Work, Gender Studies, Psychology, Public Health, Law, International Development, or a related field
- 2. Proven experience at least 5 years of progressive experience in designing and delivering training on Gender-Based Violence (GBV) and protection-related issues.
- 3. Comprehensive understanding of international standards and guidelines on GBV and protection issues.
- 4. Strong familiarity with the protection and GBV context in the Gaza Strip and West Bank, including understanding of cultural sensitivities, service delivery challenges, and local protection dynamics.
- 5. Excellent written and verbal communication skills in Arabic and English.
6. Strong interpersonal skills and cultural sensitivity.
- 7. Ability to plan and meet requirements on time.
- 8. Strong computer skills, including Excel, PowerPoint, Microsoft Office software and other programs for processing data.
- 9. Empathy, adaptability and strong ability to listen
The specialised external service provider will be responsible for:
- The design of the course content according to the points cited above.

- 1. Preparing the training materials in Arabic to be distributed to the trainees, with a summary in English to be shared with the donor.
2. Preparing the training schedule and training presentation in Arabic.
3. Delivering the training to the target group.
4. Presenting a hard and soft copy of a final training report, in Arabic and English, including the following content:
5. General outline of the training.
6. Objectives of the training.
7. Training contents.
8. Training methodology.
9. Pre- and post-training assessment forms, results, and result analysis.
10.Evaluation forms, results and result analysis.
11. Lessons learned, conclusion and recommendations.
12.Photos of the training.
13.Updated the GBV Standard Operating Procedures Manuals based on the PCC and Alianza manuals. The manuals can be shared with you upon request.
Note: Alianza will retain full ownership of all deliverables produced under these Terms of Reference. Alianza reserves the right to use, distribute, publish, or modify any reports, training materials, and related deliverables as needed for internal purposes, external communication, and donor reporting.
The training venue and the specific training days will be determined in coordination with our partners to ensure alignment with their schedules and availability.
The trainings will be conducted during June and July 2025, consisting of 2 trainings, with each training consisting of 45 hours (9 training days* 5 hours per day) per location. As such, the 2 trainings will consist of a total of 90 training hours, targeting a total of 80 participants (AWDA CFTA, and PCC staff members), after conducting the trainings the service provider will updated the GBV' SoPs manuals of our partners during June and July 2025.
Offers should include the following documents:
1. Resume (individual) or portfolio (firm), highlighting relevant qualifications and expriance..
- 2. A comprehensive technical offer that includes the following elements:
- A simplified and general methodological proposal, which can be further detailed upon the awarding of the contract.
- A simplified timeline, work plan for the trainings.
- 3. Financial offer must be submitted in Israeli Shekel (ILS) and should reflect the total cost of delivering the assignment. This includes but is not limited to: consultant/consultancy fees, venue rental (if applicable), training materials, participant transportation, hospitality, administrative costs, and any other direct or indirect expenses required to implement the activities and deliverables as outlined in this ToR. No additional reimbursements will be provided beyond the quoted financial offer. Consultants/firms are expected to ensure that the proposed budget is comprehensive and accounts for all required components.
Please note: This project is VAT-exempt in accordance with applicable donor regulations. The financial offer should therefore exclude VAT, and the selected consultant/firm will be required to provide proof of VAT. exemption eligibility if applicable.
