Introduction

Alianza por la Solidaridad-ActionAid Spain (Alianza-AA SP) is a feminist, non-governmental, non-denominational and independent organization founded in Spain in 1986, and which has been present in the occupied Palestinian territory (OPT) since 1993.

Since 2018, the organization has been a member of ActionAid (AA) International, a global federation working with more than 41 million people in over 70 countries towards a just, fair, and sustainable world in which everybody enjoys the right to a life of dignity, and freedom from poverty and oppression. AA works to achieve social justice and gender equality, and to eradicate poverty.  

Hand in hand with its Palestinian civil society partners, and in line with its 2020-2026 Strategic Plan, the promotion and defense of women’s rights and gender equality lie at the heart of Alianza-AA SP’s work in the West Bank and Gaza Strip. Concretely, its development cooperation and humanitarian programs seek to prevent, respond to and mitigate Gender-Based Violence (GBV) and to ensure women’s civil, political, social and economic rights. 

Since October 2023, together with its sister organization, ActionAid Palestine and the AA’s International Humanitarian Action and Resilience Team (IHART), Alianza-AA SP has scaled up its response to the humanitarian emergency in the West Bank and Gaza Strip, centered on supporting partner organizations to sustain and expand critical basic needs, protection, health and livelihoods services and assistance, with a cross-cutting focus on supporting the participation and leadership of women and young people in the response.

Background

The protection crisis in the West Bank continues to intensify due to settler violence, forced displacement, and shrinking humanitarian space, with particularly severe impacts on civilians living iroundn areas such as Hebron (H2), Masafer Yatta, and northern refugee camps. Frontline mental health and protection workers—including those affiliated with the Palestinian Counseling Center (PCC) and the Community-Based Organizations (CBOs) with whom it works—play a critical role in responding to the psychological and emotional needs of communities, while themselves operating in high-stress, often traumatic environments.

 

PCC and CBO staff are routinely exposed to the suffering of others and carry the burden of emotional labor in settings where they may also be affected as community members. Without proper support, this cumulative stress leads to burnout, reduced professional effectiveness, and psychological distress. In response, and as part of Activity A15 under the ECHO-funded project, Alianza-AA Spain is organizing structured Self-Care Training sessions and MHPSS sessions, tailored to the needs of PCC and CBO frontline responders in the West Bank.

These sessions will promote psychosocial resilience, emotional regulation, and peer-based reflection practices to ensure sustainable well-being among mental health, protection and humanitarian staff and volunteers.

 Objectives

1. Self-care training

The objective of the self-care training is to strengthen the coping mechanisms of humanitarian and protection actors by:

  • Enhancing emotional resilience and coping strategies among PCC and CBO frontline staff.
  • Providing practical tools to recognize and manage work-related stress and trauma.
  • Fostering collective reflection and peer support on sustainable care and burnout prevention.
  • Promoting a culture of staff well-being within PCC and CBO protection and MHPSS services.

Specifically, the training will use the "Self-care guidelines" developed by Alianza por la Solidaridad. These guidelines were created especially for care professionals working in challenging circumstances under the paradigm of "care for caregivers." The aim of the training is to train frontline service providers and project staff in self-awareness, empathy, assertive communication, interpersonal relations, decision-making, problem and conflict-solving, creative thinking, critical thinking, managing emotions and feelings, and managing tension and stress, all of them crucial aspects when working in an emergency and crisis scenario. All participants will receive the self-care toolkit, which will include the guidelines and materials forcarryingout the exercises.

2. MHPSS sessions

Staff well-being is essential to the provision of quality services to people affected by the humanitarian crisis in the West Bank. To promote such wellbeing, tailored MHPSS sessions will be provided to staff of PCC, its partner CBOs and any other interested actor, on the basis of the results of an initial survey conducted by the consultant. The methodology of the sessions will combine psychosocial group sessions to share experiences, feelings and coping mechanisms and individual psychological counselling for the most severe cases of trauma and distress.

Scope of Work

The selected consultant will be responsible for:

  • Delivering 2-day self-care training sessions for 6 groups of 18 participants each (total of 12 self-care training days with 108 participants) of PCC and CBO frontline responders, in different locations in the West Bank, on the basis of Alianza-AA SP’s Self-Care Guidelines.
  • Designing and delivering 5 group-based MHPSS sessions targeting 60 frontline responders in total.
  • Preparing a contextualized training package suitable for frontline responders.
  • Providing self-care kits (printed guide and stationery) to each participant.
  • Covering hospitality (lunch, coffee breaks, water) for all training days.
  • Providing transportation support to participants based on public fare rates for each location.
  • Conducting pre- and post-training evaluations.
  • Submitting a final report on implementation, participant feedback, and recommendations.

The consultant will:

  • Design a customized two-day training package for each group, tailored to the needs of frontline responders, and based on Alianza-AA SP’s Self-Care Guidelines.
  • Facilitate six in-person training sessions (two days each), targeting a total of 108 PCC staff across six designated West Bank locations.
  • Deliver 5 dedicated MHPSS group sessions for 60 PCC and CBO staff and volunteers, aligned with project objectives.
  • Ensure the integration of trauma-informed and gender-sensitive methodologies into all training components.
  • Prepare and provide a self-care toolkit for each participant, including printed guidance and essential stationery items.
  • Organize and fully cover hospitality services, including coffee breaks, lunch, and refreshments for all training days.
  • Provide transportation support for all participants based on public transportation rates specific to each training location.
  • Coordinate closely with Alianza-AA Spain and PCC to finalize dates, venues, and participant mobilization.
  • Distribute and analyze pre- and post-training evaluations to assess participant learning and emotional impact.
  • Submit a final report summarizing the training content, implementation process, participant feedback, evaluation results, and recommendations for future interventions.

Target Group and Areas 

The self-care training will target 108 PCC and CBO staff members and volunteers working in various high-risk areas of the West Bank, while the MHPSS sessions will target 60 PCC and CBO staff members and volunteers.

The trainings and sessions will be conducted in the following locations:

  1. Jenin Camp, Jenin City
  2. Tulkarem Camp, Nur Shams Camp
  3. Huwara (Nablus), Old City of Nablus, Balata Camp
  4. Hebron Old City (H2)
  5. Susiya, Masafer Yatta
  6. Jabal El Mukaber, Abad El Shams

Each self-care training session will last two days and will host 18 participants, totaling six group trainings.

The duration of the 5 group-based MHPSS sessions is to be proposed by the consultant

Expected Deliverables: 

  • Finalized training plan and session content (approved in advance)
  • Delivery of 6 two-day self-care training sessions across the identified West Bank locations
  • Delivery of 5 group-based MHPSS sessions for 60 staff and volunteers across the identified West Bank locations
  • Distribution of 108 self-care toolkits
  • Provision of full hospitality for all participants
  • Transportation reimbursement for participants (public rates)
  • Pre/post evaluation summary
  • Final narrative report documenting the process, outcomes, and lessons learned
  • The consultant will be responsible for fully covering the costs of hospitality (lunch, coffee breaks, water) and transportation for all participants attending the training and MHPSS sessions. These costs must be clearly detailed and included in both the technical and financial proposals.

Deliverables and Responsibilities

The consultant will be expected to deliver the following:

  1. Training Plan and Agenda
  • A detailed plan including training content, tools, and facilitation methodology (to be approved prior to implementation).
  • Six Two-Day Training Sessions
  • Delivered across the six designated West Bank locations for a total of 108 participants.
  • Five Group MHPSS Sessions
  • Facilitate 5 group-based MHPSS sessions for 60 staff across the six designated West Bank locations. These sessions are part of the staff well-being and resilience-building efforts and must be aligned with the overall self-care training objectives.
  • Self-Care Toolkits
  • One complete kit per participant, including a self-care guide and training materials/stationery.
  • Hospitality Provision
  • Full hospitality coverage during all training days (lunch, drinks, coffee/tea, snacks).
  • Transportation Coverage
  • Reimbursement or direct provision of transport support to all participants, based on actual public fare rates for each area.
  • Evaluation Summary
  • Pre- and post-training evaluations compiled into a summary document analyzing the impact of the training.
  • Final Training Report
  • A narrative report including a description of the sessions, participant attendance, feedback, evaluation results, key achievements, challenges, and practical recommendations.

Monitoring and Reporting: 

  • Provide updates to Alianza-AA SP.
  • Submit a final narrative and technical report by 31 August 2025.

The consultancy will commence on 1 June 2025 and conclude on 31 August 2025.

Requirements of the Consultant 

Qualifications and Competencies

The selected consultant must meet the following qualifications and competencies:

  • Advanced degree in Psychology, Social Work, Mental Health, or a related field.
  • Minimum of 5 years of experience in providing training on mental health, psychosocial support (MHPSS), gender-based violence (GBV), and self-care for frontline responders.
  • Demonstrated expertise in designing and implementing participatory, context-sensitive training programs for humanitarian workers.
  • Experience working in conflict and crisis settings, particularly in the occupied Palestinian territory (oPt).
  • Strong facilitation skills and ability to engage diverse participants in interactive learning approaches.
  • Proven ability to conduct post-training supervision and follow-up assessments.
  • Excellent organizational, communication, and report-writing skills in English and Arabic.
  • Knowledge of ECHO-funded project requirements and humanitarian standards.

Submission of Proposals

 Interested consultants or firms are invited to submit a comprehensive proposal demonstrating their qualifications, approach, and financial offer to fulfil the scope of work outlined in this ToR. Proposals must include the following:

Technical Proposal:

  • Approach and Methodology:
    • A description of the proposed approach and methodology for achieving the objectives outlined in the ToR.
    • A clear work plan, including timelines for completing each activity, deliverable, and milestone.
  • Expertise and Experience:
    • Evidence of expertise in self-care training, stress management, and psychosocial support (PSS) in humanitarian settings.
    • Relevant experience in implementing similar projects and working with frontline responders.
    • The proposal should include a detailed explanation of how hospitality and transportation for all participants will be arranged and managed by the consultant.

Financial Offer in EURO:

The financial offer must include a detailed budget, structured in the following format:

  • Detailed Budget:
    • Breakdown of consultancy fees, administrative costs, and any other anticipated expenses required to fulfil the scope of work.
    • Daily or hourly rates, along with the estimated time required for each component of the project.
    • Total costs should align with industry standards for the region and type of work.
    • The financial proposal must clearly reflect the cost of hospitality and transportation for all participants (based on public fare rates), and this should be integrated into the overall budget.
  • Payment Schedule:
    • Proposed payment milestones based on deliverables and structured around project phases.
    • Clear terms outlining when payments will be released upon approval of each milestone or deliverable.
  • Tax and Compliance:
    • Indication of whether the financial offer includes all applicable taxes.
    • Confirmation of compliance with local and international regulations related to consultancy and service contracts.

A detailed budget should be presented in table format, including:

  • Consultancy Fees: Daily or hourly rates and the estimated time required for each project component.
  • Administrative Costs: Any other costs directly related to project delivery.
  • Total Cost: A complete financial summary in EURO, clearly aligned with the requirements specified in Section 1.2.
