Introduction
Alianza por la Solidaridad-ActionAid Spain (Alianza-AA SP) is a feminist, non-governmental, non-denominational and independent organization founded in Spain in 1986, and which has been present in the occupied Palestinian territory (OPT) since 1993.
 
Since 2018, the organization has been a member of ActionAid (AA) International, a global federation working with more than 41 million people in over 70 countries towards a just, fair, and sustainable world in which everybody enjoys the right to a life of dignity, and freedom from poverty and oppression. AA works to achieve social justice and gender equality, and to eradicate poverty.  
 
Hand in hand with its Palestinian civil society partners, and in line with its 2020-2026 Strategic Plan, the promotion and defines of women’s rights and gender equality lie at the heart of Alianza-AA SP’s work in the West Bank and Gaza Strip. Concretely, its development cooperation and humanitarian programs seek to prevent, respond to and mitigate Gender-Based Violence (GBV) and to ensure women’s civil, political, social and economic rights.
 
Since October 2023, together with its sister organization, ActionAid Palestine and the AA’s International Humanitarian Action and Resilience Team (IHART), Alianza-AA SP has scaled up its response to the humanitarian emergency in the West Bank and Gaza Strip, centered on supporting partner organizations to sustain and expand critical basic needs, protection, health and livelihoods services and assistance, with a cross-cutting focus on supporting the participation and leadership of women and young people in the response.
 
Background
The protection crisis in the West Bank continues to escalate due to ongoing settler violence, forced displacement, movement restrictions, and the shrinking humanitarian space. These dynamics have had a particularly severe impact on women and girls, especially those residing in vulnerable communities such as Hebron (H2), Masafer Yatta, and refugee camps in the north.
 
In response, Alianza por la Solidaridad – ActionAid Spain (Alianza-AA), under the ECHO-funded intervention, is implementing a Cash for Protection (C4P) component to support at-risk women and GBV survivors. The C4P aims to provide unconditional and unrestricted cash assistance to help meet urgent protection needs, improve coping strategies, and enhance access to essential services in a survivor-centered and dignified manner.
 
To assess the effectiveness and impact of this intervention, Alianza-AA is commissioning a Post-Distribution Monitoring (PDM) process. This will ensure accountability to affected populations, generate evidence on the protection outcomes of cash support in the West Bank, and inform the design of future cash-based protection responses. The PDM will include face-to-face and/or remote data collection with women cash recipients across three distribution rounds and will be led by a trained team of youth volunteers, and staff from Alianza-AA SP and our partner organization, the Palestinian Counseling Center (PCC), under the technical supervision of a dedicated consultant.
 
The PDM to be carried out should be conducted in line with the following guidance, toolkits and Standard Operating Procedures, among other documents:
  • Global Protection Cluster Task Team on Cash for Protection. 2024. Cash and Voucher Assistance for Protection. Taking Stock of Cash and Voucher Assistance to Achieve Protection Outcomes in the Protection Sector in Humanitarian Settings.[1]
  • Gender-Based Violence AoR. GBV Risk Mitigation in Cash and Voucher Assistance Toolkit.[2]
  • Alianza-AA SP. 2022. Internal Standard Operating Procedures (SOPs) for the Integration of Cash and Voucher Assistance Programs into SGBV Protection Services.

Objectives
 
To equip youth volunteers and staff from Alianza and PCC with the knowledge and skills needed to conduct three rounds of survivor-centered face to face and/or remote PDM to document and analyze the feedback from women recipients of the C4P program, ensuring that the findings reflect their experiences, satisfaction, challenges faced, and protection outcomes post-cash assistance.
 
Scope of Work
Under the supervision of Alianza-AA’s ECHO Project Coordinator, the consultant will:
  • Train 15 youth volunteers, and 5 members of Alianza and PCC staff on:
    • Cash and Voucher Assistance (CVA) in general, and CVA for Protection in particular.
    • Survivor-centered PDM methodology, in line with Alianza-AA SP’s SOPs, and guidance from the Cash Working Group and C4P WG.
    • GBV and PSEA sensitivity.
    • Face to face and remote ethical data collection that ensures confidentiality and accountability to affected persons.
  • Accompany volunteers and Alianza and PCC staff in the process of carrying out face to face and remote PDM interviews with women recipients of the C4P program, including proposing data collection tools and methods (KoboToolbox for example). PDM should be carried out within 2-4 weeks of receiving C4P assistance, as per Alianza-AA SP’s SOPs, and guidance on PDM for CVA at the global and OPT levels. 
  • Accompany volunteers and Alianza and PCC staff in the process of analyzing the data collected.
  • Monitor and verify the quality of data collection and confidentiality compliance.
  • Allocate and manage phone credit for youth volunteers.
  • Submit a summary report after each round and a consolidated final report.
 
Responsibilities
The Consultant will be responsible for:
  • Preparing and facilitating a 1-day training workshop (6-8 hours) for youth volunteers, and Alianza and PCC staff.
  • Coordinating the implementation of 3 PDM rounds within 2-4 weeks of the deliveries, according to the following orientation calendar:
  • Supervising the collection of feedback from 135 target women over the 3 rounds (i.e. 135 women*3 rounds of PDM = PDM conducted 405 times).
  • Ensuring interviews are conducted in a survivor-centered manner, and with respect to GBV safety and confidentiality standards.
  • Reviewing and validating all collected data and analysis.
  • Producing a final analytical report capturing key findings, challenges, and recommendations.
Target Group and Areas
 
The PDM will cover the geographical areas where Cash for Protection (C4P) assistance is being distributed under the current ECHO-funded intervention. These areas were selected based on vulnerability profiles, GBV risk levels, and protection concerns identified through needs assessments and in coordination with implementing partners. The targeted locations include:
  • Jenin Governorate (including Jenin Camp and surrounding areas)
  • Tulkarem Governorate
  • Nablus Governorate (including Old City and refugee camps)
  • Hebron Governorate (including H2 area and surrounding villages)
  • Masafer Yatta (South Hebron Hills)
  • Jerusalem Periphery (communities affected by movement restrictions and settlement expansion)
These locations represent a cross-section of the most at-risk communities where women and girls face multiple protection threats, and where C4P target women have already been identified and reached.
 
The consultant will ensure that PDM interviews are conducted with target women across all six locations, taking into account factors such as age, vulnerability profile, type of GBV case, and round of distribution received.
 
Expected Deliverables: 
  • Training materials and attendance list from volunteer and staff training
  • 3 rounds of completed PDM with raw datasets (disaggregated)
  • Brief summary reports following each round
  • Final comprehensive report (English), including:
    • Executive Summary
    • Methodology
    • Analysis (disaggregated by age, location, protection concern, etc.)
    • Key findings and trends
    • Recommendations for future C4P programming
Deliverables and Responsibilities
The Consultant will be responsible for:
  • Designing and delivering a 1-day training for 15 youth volunteers, and 5 Alianza and PCC staff members on:
    • Cash and Voucher Assistance (CVA) in general, and CVA for Protection in particular.
    • Survivor-centered PDM methodology, in line with Alianza-AA SP’s SOPs, and guidance from the Cash Working Group and C4P WG.
    • GBV and PSEA sensitivity.
    • Face to face and remote ethical data collection that ensures confidentiality and accountability to affected persons.
  • Coordinating the implementation of 3 rounds of face-to-face and/or remote Post-Distribution Monitoring, covering all targeted areas.
  • Supervising youth volunteers and Alianza and PCC staff during data collection, providing technical oversight and troubleshooting support.
  • Ensuring data is collected in a safe, ethical, accountable and high-quality manner, in line with GBV and protection standards.
  • Overseeing the distribution of phone credit to youth volunteers to enable timely data collection.
  • Ensuring daily call quotas are met by each volunteer.
  • Reviewing and validating collected data and analysis before submission.
  • Participating in periodic coordination calls with Alianza-AA’s programs team.
  • Preparing detailed analytical reports on each round and a consolidated final report.
Monitoring and Reporting: 
  • Provide updates to Alianza-AA SP.
  • Submit a final narrative and technical report by 19 September 2025.
Implementation Duration
 
The consultancy will commence on 10 June 2025 and conclude on 19 September 2025, covering preparation, training, data collection, and reporting phases. The indicative timeline is as follows:

Requirements of the Consultant

  • Qualifications and Competencies

The selected consultant must meet the following qualifications and competencies:

  • University degree in Social Sciences, Gender Studies, Protection, or related field
  • Proven experience in GBV-sensitive PDM or similar evaluations
  • Demonstrated experience working with youth volunteers and vulnerable communities
  • Excellent understanding of data protection, informed consent, and GBV ethical standards
  • Familiarity with the humanitarian context in the West Bank
  • Fluency in Arabic; proficiency in English preferred

5.3 Submission of Proposals:

Technical Proposal:

Interested applicants are required to submit a technical proposal that clearly demonstrates their understanding of the assignment, methodological approach, and relevant experience. The technical proposal must include the following components:

  • Approach and Methodology:
    • A detailed description of the proposed approach and methodology for conducting the PDM, ensuring compliance with GBV-sensitive and ethical data collection standards.
    • A clear work plan, including proposed timelines for each activity, deliverable, and milestone as outlined in the Terms of Reference.
  • Expertise and Experience:
    • Demonstrated expertise in monitoring and evaluation, particularly PDM for Cash and Voucher Assistance in humanitarian contexts, and experience working with youth volunteers and vulnerable populations.
    • Evidence of previous work involving GBV-sensitive data collection, preferably in the West Bank or similar protection contexts.
    • A detailed explanation of how the consultant will arrange and manage hospitality and transportation for youth volunteers during training and implementation phases.

Financial Offer in EURO:

The financial proposal must be submitted in Euros and should include a comprehensive and itemized budget that is aligned with the project scope and methodology.

Detailed Budget:

  • A clear breakdown of consultancy fees, administrative costs, communication allowances, and other anticipated expenses.
  • Daily or hourly rates, including the estimated time allocated for each component (training, supervision, reporting, etc.).
  • All proposed costs must reflect local market rates and align with industry standards for humanitarian consultancies in the region.
  • The budget must explicitly include costs for:
    • Hospitality (refreshments/lunches during training sessions)
    • Transportation for youth volunteers (based on public fare rates)
  • Payment Schedule:
  • A proposed payment structure linked to key deliverables and project milestones:
    • Upon contract signature and submission of work plan
    • Upon completion of training and first PDM round
    • Upon submission and approval of final consolidated report
  • Each payment must be contingent on satisfactory completion of deliverables and approval by Alianza-AA.
  • Tax and Compliance:
  • Clear indication of whether the proposed rates are inclusive or exclusive of applicable taxes.
  • Confirmation of the consultant’s compliance with local and international financial and legal regulations for consultancy and service contracts.
