OVERVIEW OF THE FUNCTIONS OF THE POST
CONTEXT AND BACKGROUND
Established in 1997, the UNESCO Office in Ramallah plays a central role in advancing UNESCO’s mandate in the State of Palestine. While initially focused on education and culture, the Office has progressively broadened its scope to include activities in communication and media, supporting international cooperation across key areas such as the promotion of education, freedom of expression, and the safeguarding of cultural heritage.
Culture is a cornerstone of UNESCO’s work in State of Palestine, recognized as a driver of resilience, identity, and sustainable development. The Office supports Palestinian institutions in preserving and promoting both tangible and intangible cultural heritage, while also fostering the growth of cultural and creative industries. This includes providing technical assistance, capacity building, and policy support for the effective implementation and monitoring of UNESCO’s cultural conventions.
In this context, the UNESCO Office in Ramallah is seeking to engage a full-time Culture Consultant to support the implementation of culture-related projects. The selected consultant will contribute to the day-to-day coordination, monitoring, and reporting of project activities, and will bring a solid understanding of the Palestinian cultural sector and heritage preservation efforts.
TERMS OF REFERENCE
Under the overall authority of the Head of the UNESCO Ramallah Office and the direct supervision of the Head of the Culture Unit, the incumbent will support the effective implementation, coordination, monitoring, and reporting of activities under the Culture Programme. The consultancy contributes to advancing UNESCO’s mandate in the field of culture in Palestine, with a particular focus on heritage protection, creative industries, and emergency cultural response, including in Gaza. The incumbent will perform the following duties:
- Help ensure the effective day-to-day coordination, implementation, monitoring, and reporting of projects; by supporting stakeholders in undertaking project activities in line with the approved work plans and projects’ agreements; liaising with implementing partners and the donor focal point to ensure timely progress and regular reporting; support in coordinating donor and partner meetings and missions; and preparing required project progress reports.
- Assist in the coordination, implementation, and monitoring of activities carried out under UNESCO’s support to Gaza, with particular focus on initiatives implemented through the Special Account for its Programme of Emergency Assistance for Gaza , as well as any additional projects or activities in the field of culture and creative industries, including those undertaken in cooperation with the Ministry of Culture and/or Ministry of Tourism and Antiquities.
- Contribute to the Culture Unit’s thematic and programmatic planning processes, and assist in communication, external relations, knowledge sharing, and policy support, by providing inputs and advisory support on potential culture and heritage initiatives and resource mobilization strategies; promoting synergies between Culture and other sectors (Education, Communication & Information, Social & Human Sciences, Gender Equality); facilitating information flow and stakeholder engagement; and supporting the development of visibility and promotional materials, including for UNESCO’s website and social media channels.
- Support the visibility and strategic positioning of the Culture Unit’s programmes by contributing to communication and advocacy efforts; facilitating knowledge exchange among partners and stakeholders; and helping promote the vision and strategic goals of the Unit across relevant platforms.
- Perform any other duties as assigned by the supervisor or the Head of Office, in line with UNESCO’s programme priorities in the field of culture.
- The contract holder’s physical presence is required at least 4 days a week at the UNESCO Ramallah Office.

EDUCATION
Advanced university degree (master’s degree or equivalent) in the field of culture, international relations, architecture, emergency preparedness and response in the field of culture or a related field.
WORK EXPERIENCE
- A minimum of 3-5 years of relevant professional experience in the field of culture of which preferably at least 2 years acquired in the State of Palestine.
- Experience in project management in situations of emergencies in the field of protection of cultural heritage.
- Experience in the management of large-scale projects, and related reporting.
LANGUAGES
- Excellent knowledge of English and Arabic (written and oral).
SKILLS/COMPETENCIES
- Good knowledge of the cultural landscape (tangible & intangible cultural heritage, and cultural and creative industries) in the State of Palestine
- Outstanding organizational, planning and multi-tasking skills, with a proven ability to meet tight deadlines.
- Excellent written and oral communication skills, with proven ability to draft clearly and concisely high-quality communication for different audiences.
- Excellent inter-personal skills and ability to work effectively in a team and to maintain effective working relationships in a multicultural environment.
- Proven capacity to anticipate issues or needs, and to propose appropriate solutions.
- Good knowledge of IT skills (Microsoft Word, Excel, etc.).
DESIRABLE QUALIFICATIONS
- Knowledge of UNESCO's Culture programme and its six Conventions.
- Familiarity with the work and general functioning of international organizations in the UN system.
- Previous experience within the UN, international organizations or INGOs
