Work context
CESVI has been working in Palestine since 1994, and it has developed over the years an expertise in the area of water, Solid Waste Management, sanitation and environment through the implementation of projects in the field, establishing partnerships with relevant actors in the sector and thanks to active participation in the WASH cluster.
CESVI is currently implementing projects in the West Bank and in the Gaza Strip.
CESVI is looking for a dynamic and experienced candidate for the position of Country Adminstrator with main duty station in Jerusalem office and managing the operation of the various duty stations in West Bank and Gaza.
REPORTING LINE
The Country Administrator reports to Head of mission
The person will work in collaboration with the mission logistics manager and programme coordinators.
The Country Administrator will work in close collaboration with the Area Administrative Coordinator.
SCOPE OF POSITION
The Country Administrator is in charge of the punctual financial management & control, accounting and financial reporting to Cesvi HQ, donors and other stakeholders and promotes cost-effectiveness in project activity implementation. Furthermore, the Country Administrator supports the HR aspect of the mission.
KEY RESPONSIBILITIES AND DUTIES to be performed in the assigned countries
Financial Planning and Budgeting:
- Develop and maintain the country annual shared cost (master) budget, ensuring alignment with the strategic goals and objectives.
- Monitor budget performance, follow-up and identify variances, proposing corrective actions as needed.
- Assist in the preparation of financial forecasts and long-term financial plans.
Financial Reporting and Compliance:
- Prepare timely and accurate financial statements, including balance sheets, income statements, and cash flow statements.
- Ensure compliance with relevant accounting standards, laws, and regulations.
- Coordinate and oversee the annual financial audit process.
- Provide financial reports and analysis to the management team.
- Ensure timely and accurate record-keeping and documentation.
Cash and Funds Management:
- Oversee the management of bank accounts and other financial assets.
- Ensure proper internal controls and procedures for handling cash and other financial resources.
Grants and Donor engagement:
- Assist in the preparation of grant proposals and budgets.
- Monitor grant compliance and reporting requirements.
- Coordinate with project managers to ensure proper tracking and reporting of grant expenditures.
Financial Risk Management:
- Identify and assess financial risks facing the organization.
- Develop and implement strategies to mitigate financial risks, such as insurance coverage and internal controls.
- Ensure the organization's assets are properly safeguarded.
Collaboration and Coordination:
- Work closely with project managers and HQ to align financial planning and reporting.
- Provide financial management training and support to mission staff.
Support the correct HR management
- Support CESVI HR focal point in the Country in applying Cesvi internal HR procedures in the Country and contribute to their update and improvement in collaboration with the programme coordinator and HQ
- Supervise that staff contracts are defined according to local laws
- Review of monthly payroll and salary disbursements
- Ensure staff contract are regularly registered by the competent authorities and that taxes and social insurance are deducted and deposited according to national tax regulation

- Master degree in Finance, accounting, administration, business management, or other similar sectors.
- Minimum 5 years of experience in the in Finance, supply chain, administration, preferably in humanitarian and development sector.
- Writing and communication skills in Arabic and English.
- Strong interpersonal skills, specifically negotiation, diplomacy, good humor, and fast learner.
- Excellent computer skills, knowledge of Microsoft Office Suite (Word, Excel), knowledge of and experience on the use of Kobo toolbox for data collection
Valid local driver's license
The assignment is a full-time post expected to start 1st of September. Subject to satisfactory performance, the period of employment may be extended.
