Alianza por la Solidaridad (Alianza) is a Spanish NGO existing since more than 30 years and present in the Middle East since 1993. Since 2009 it has developed a process of sectorial and geographical targeting for its interventions, which meant the prioritization of women’s rights and gender equality. Alianza por la Solidaridad (Alianza) in the Middle East works within three main lines of action: 
  • Prevention and response for Gender Based Violence, individual and community approach. 
  • Women´s economic empowerment. 
  • Women´s participation and active citizenship. 
Alianza maintains stable local partners with whom it works in a sustained manner and deepening not the relations and regular contacts through the office in the field, but a fluid communication and analysis of the changes caused by the protracted conflict-related crisis and humanitarian situation in Palestine. Engaging men is a key piece to achieve meaningful results in gender equality, therefore, since 2017 there is a progressive work on implementing a new masculinities approach with community members and with CBOs, partners and other key actors. Alianza works closely with its partners and support their work in a manner that represent Alianza and the partners values. Alianza has extensive experience and expertise on women´s rights and there is a high degree of knowledge about the environment and only relation with the population, civil society organizations, other humanitarian actors and local public entities. Alianza por la Solidaridad is member of Action Aid since June 2018. 
Action Aid and Alianza share the idea that when people become aware that their future is in their hands and when they organize to challenge power structures and contribute to the betterment and changing of institutions, changes can succeed. These changes should take place on a global scale in order to generate maximum impact, and they should be rooted in the political values of solidarity and internationalism. In addition, for Action Aid and Alianza, Social justice, gender equality, and climate justice succeed through individual and collective actions that actively change inequitable and unjust power relationships, either hidden, visible, or invisible, from the home to local, national, and international spaces. The empowerment of people that live in poverty and marginalization, and of women and youth is a crucial part of creating these changes. Collective efforts and fights are stronger when they are bound together through solidarity, campaigns, and common causes between communities, organizations, and social movements and other allies to influence local and global institutions and public policy.

The Cash Protection Coordinator is responsible for coordinating the implementation/supervision of cash-based interventions (CVI) including but not limited to the all the activities related to multipurpose cash, voucher and other kind of deliveries, in coordination with the project’s consortium.
Reporting Line: The Cash Protection Coordinator will work in coordination with his/her team and will report to the Project Managers. 
Geographical and sectorial area of intervention:
Gaza Strip. Women’s rights, Gender Based Violence, Humanitarian Action. Development.
The Cash Coordinator is expected to engage on the following tasks:
Support and coordinate the implementation of the project:
  • Management of CVI including but not limited to cash, vouchers and in-kind distributions activites of all projects.
  • Ensure CVI are in line with protection principles and support ongoing activities, through frequent visits to our partners and field sites, to ensure minimum standards for Protection and progress toward targets
  • Training and support of the Alianza team and partners in the area of cash and voucher
  • Develop cash and protection monitoring strategy and tools
  • Research and analysis of cash impact at household level
  • Technical and financial follow-up of all cash actions (signing of contracts, invoices, etc.)
  • Participation in coordination and representation spaces in coordination with the Country Manager and the area coordinator.
  • Ensure adherence to and coordination with Cash Working Group methodology for provision of cash assistance to the program's target beneficiaries.
  • Ensure a proper planning of the intervention with local partners in accordance with donor regulations.
  • Supervision of the implementation of activities according to the existing work plan and direct implementation of some activities related to the interventions when required
  • Monitoring and follow-up of partners implementation
  • Compilation and review of SoV
  • Drafting of technical reports Alianza activities when required
  • Support in compilate and review of partner reports when required
  • Perform the technical follow up and reporting of activities in accordance with donor regulations.
  • Support in the identification of new proposals and strategic opportunities in coordination with the Representative and the area coordinator.   
  • Development of new project proposals related to Women Rights, Humanitarian Action and/or development.
  • Drafting ToR and leading selection processes of technical services
  • Drafting contracts
  • Responsible for overseeing, coordinating, and consolidating the day-to-day running to ensure the smooth implementation of the designated activities in the field.
  • Participating in developing action-plans for the project.
  • Engaging in the project management cycle (capacity building) and reporting against indicators.
  • Contributing to the risk assessment and risk mitigation of the project.
  • Ensuring that activities are well-implemented and in line with the theme and outcomes of the project.
  • Ensuring timely and effective implementation of the activities.
  • Facilitating the coordination among the project team.
Communication and Advocacy, Humanitarian Coordination and Representation of Alianza
  • Institutional representation when required
  • Maintain the Communications with target groups, partners and public institutions in Gaza.
  • Implement the internal Communications policies and tools
Oversee the activities of the projects in the field:
  • Collecting information from the field and providing input to the Project Manager from the field.
  • Planning and organizing meetings with local administration, CSOs, and others relevant stakeholders.
  • Conducting feedback sessions with beneficiaries when required
Security and Code of Conduct
  • Apply and adhere to the internal regulations in Alianza office in Palestine, including safety regulations.
  • Respect Alianza’s code of conduct for the office

متطلبات الوظيفة
  • Degree in Humanitarian Action/development, Gender Studies, Economic studies, Management, Human Rights or another related field.
  • Minimum of three years of relevant work experience with cash and voucher projects and field work (Experience with INGOs is preferred).
  • Minimum of three years of relevant work experience with protection projects
  • Background in gender studies and women’s rights is necessary.
  • Experience with program assessment, design, implementation, monitoring, and evaluation processes.
  • Conflict sensitive approach
  • Experience with working with vulnerable communities, CSOs, and CBOs.
  • Knowledge of aspects of field work and coordination with project members.
  • Ability to develop relationships with a variety of different people and organizations.
  • Excellent analytical thinking and problem-solving skills.
  • Excellent facilitation and management skills.
  • Excellent communication, presentation, and interpersonal skills.
  • Good in time management and ability to work under pressure.
  • Excellent spoken and written English and Arabic language skills; ability to write clearly and concisely about complex issues.
  • Knowledge of Spanish is an asset
  • Availability to travel, frequent travels to West Bank are required
  • Process facilitation skills, negotiation, influencing skills 
  • Strong analytical skills on gender and protection issues.
  • Strong interpersonal skills and ability to work in teams
  • Ability to work independently
  • Proficient knowledge of Microsoft office (Word, Excel, PowerPoint…).
Labor Contract with gross monthly salary of 6.000 NIS to 7.000 NIS, according to the candidate’s experience.
Estimated contract duration is until 31th December 2022, with great possibilities of extension. 3 month probation period.
Based in the Gaza Strip but with travels to the West Bank. Costs of trips to the West Bank are covered by Alianza (Perdiem and accommodation, according to Alianza standards).
The cash coordinator will apply and adhere to the internal regulations in Alianza office, including safety regulations. At the same time, the s/he will respect Alianza’s code of conduct.
