Job Description

Supporting the Project medical referent through delegated tasks and responsibilities, including administrative tasks, related to defining, planning and monitoring of medical activities and programs in the project, in order to ensure the quality of medical care and good relationships with local/national (health) authorities, in accordance with MSF policies, standards and protocols.

Main accountabilities:

  • In collaboration with the Project Medical Referent, monitors, supervises and evaluates the implementation of (para)medical activities in the project. Supports medical managers and supervisors in the implementation of MSF protocols, (para) medical standards, the rules of hygiene and universal precautions
  • Participates in the discussions on the evolution of MSF project program, contributing with his/her experience to the improvement of the overall performance, adapting to changing reality and context
  • Represents the PMR in different internal meetings as well as, in support of the PMR, represents MSF with different external stakeholders (MOH and local medical actors)
  • Supports the PMR with the medical data collection, analysis and reporting to the Medical Coordination in the capital in order to ensure a proper monitoring of the program
  • Supports the implementation of the project's staff health policy, appropriate patient referral, evaluation of hospital structures that can serve as reference structures for national staff and development and documentation of protocols related to referral. Participates in the medical monitoring of MSF personnel, providing preventive necessary measures, structures and emergency plans
  • Supports in medical follow up of national staff patients (treatment, referrals, improvement, medical expenses, reimbursements), organizes the administrative aspects, the discharge of patients and return to their homes, in collaboration with the line manager.
  • Participates in defining the human resources and training needs, materials and techniques.
  • Performs other appropriate duties as requested by the PMR

Specific to the context :

  • Assessing and supervising the proper functioning of the medical activities (OPD, SRH, STIs, SGBV, etc.), according to MSF protocols, standards and procedures and through the correct compilation and analysis of medical data regarding patients’ health conditions.
  • Participating in the definition of annual planning and budget for the project and in the follow up of the programs / project. Supervising and ensuring that medical activities objectives under his/her responsibility are achieved, reporting to the technical referent any problem arising in the service
  • In collaboration with the Project Medical Referent (PMR), ensures regular contact with MoH and other local medical actors
  • Provides technical support to medical personnel in the field through self-knowledge and policies, ensuring compliance with the protocols of MSF medical activities.
  • Coordinates, supervises, coaches, supports and evaluates the medical team members’ performance to improve the medical components of the project and ensure compliance with MSF protocols and standards as well as MoH protocols.
  • Supervises an efficient management of the MSF field pharmacy and medical equipment, in collaboration with the logistics department and project biomedical service and in consideration of program directions and protocol changes. Monitors consumption and preparation of medical orders to provide drugs, medical materials, medical devices and consumables at all circumstances and avoid stock shortage.
  • Implements the health policy for international and national staff, providing all prophylactic and preventive necessary measures, structures and emergency plans, managing any medical evacuation in order to ensure MSF staff health.
  • Support the Medical Coordination and the medical team in the Project in case of absence/gaps of the Project Medical Referent (PMR)
  • In coordination with the Project Medical Referent (PMR) and the HR department, participating in the HR associated processes of medical team (recruitment, training, performance evaluation, development and internal communication), when needed.
  • Participating in the monthly reports according to guidelines (i.e. SitReps, medical statistical reports, etc.).

Job Requirements

Education

·       Medical doctor. Desirable specialization or training in Tropical Medicine or related studies

Experience

·       Essential 2 year working experience related to the degree/diploma or in similar position

·       Desirable : Having worked in MSF or other NGO’s in developing countries

·       Desirable : 1 year working as team manager 

Languages

·       Fluency in English and Arabic (speaking, writing).

Knowledge

·       Essential computer literacy (word, excel and internet)

·       Essential : knowledge of the functioning of the health system and public health institutions
