Inclusion Technical Officer

OBJECTIVE OF THE POSITION:
The Inclusion Technical Officer, under the direct line management of the Deputy Area Manager (DAM) and in close collaboration with the Inclusive Humanitarian Action (IHA) Specialist, contributes to Humanity & Inclusion’s (HI) mandate and ten-year strategy by ensuring inclusive services for conflict-affected individuals with disabilities and promoting disability-inclusive humanitarian action. The Inclusion Technical Officer contributes to the implementation of the project(s) by providing technical expertise and ensuring that the quality and impact of the project(s) concerned are optimized.
RESPONSIBILITIES:
Mission 1: Providing guidance and technical support to projects in accordance with technical frameworks and general standards related to Inclusive Humanitarian Action (IHA) and Disability Inclusion
- Provide appropriate technical guidance on the inclusion of persons with disabilities across different sectors, with a particular emphasis on Protection and Health (rehabilitation and MHPSS), ensuring support to project team members, humanitarian actors, clusters, Organisations for Persons with Disabilities (OPDs) and other relevant stakeholders.
- Implement technical activities to promote disability inclusion in humanitarian action in line with the project(s) framework and IHA strategy.
- Provide technical guidance to HI’s project(s) activities within scope of intervention to ensure disability-inclusion mainstreaming in accordance with internal quality and technical standards. Propose adjustments or improvements as necessary.
- Ensure that project(s) activities implemented adopt international technical norms and standards: in particular, the IASC Guidelines on the Inclusion of Persons with Disabilities in Humanitarian Action.
- Adapt project technical documentation and tools as required, in accordance with global technical standards.
- Contribute to the regular reporting of technical activities on disability inclusion, through the collection and analysis of technical data, in conjunction with the project team and MEAL team.
Mission 2: Provide technical expertise and learning for internal and external stakeholders
- Provide capacity building (training, coaching and technical support) for humanitarian actors, partners and OPDs on key technical approaches related to disability rights and disability-inclusive programming.
- Deliver awareness-raising information sessions for key stakeholders (clusters, international NGOs, UN agencies, local partners) to promote disability inclusion as a cross-cutting topic in the humanitarian response.
- Contribute to the development, updating and contextualisation of training and awareness-raising material in close collaboration with the IHA Specialist.
- Provide technical expertise to project and field teams on disability inclusion as a cross-cutting component (alongside gender and age) and promote the operationalisation of the IASC Guidelines on Disability Inclusion.
- Plan, lead and conduct capacity assessments and gaps analyses to identify priorities for disability inclusion and inclusive programming.
- Produce, review or contribute to the development of practical tools and guidance for humanitarian actors and cluster leads in the area of inclusive humanitarian action.
- Ensure the technical quality and relevance of project activities implemented; conduct self-evaluation of activities and participate in evaluation cycles under the supervision of the project manager.
- Contribute to the good practices / lessons learnt analysis and documentation under the technical supervision of the IHA Specialists at national and headquarter level and in liaison with the technical unit and MEAL staff.
- Implement recommendations to improve the technical quality of projects within the technical scope.
- Facilitate the transfer of technical knowledge and good practices to field teams, supporting capacity-building initiatives and technical learning.
- Identify locally available external skills and expertise that could contribute to the quality of the project intervention in the in the areas of professional competency
Mission 3: Contribute to the operationalization and development of the IHA sector
- Ensure that project(s) activities in inclusive humanitarian action are implemented and that resources are correctly allocated as authorised by the project manager.
- Ensure regular reporting of activities and contribute to the internal and external reporting as requested by the projects manager and line manager.
- Contribute to the design and collection of operational data to ensure adequate monitoring of activities or ad hoc data collection activities, and ensure appropriate measurement of project completion in disability inclusion and inclusive humanitarian action.
- Ensure that the appropriate data collection and management tools are in place and are used correctly on the project(s), within the technical scope, in line with global standards.
- Collect and compile relevant project-related data in the relevant database.
- Contribute to the collecting and documentation of lessons learnt, project(s) outcomes and quality evaluation.
Mission 4: Contribute to ensure the technical influence of HI in relation to disability inclusion and IHA
- Contribute to the outreach of HI expertise: represent HI technical expertise by delegation in relevant local, regional and international networks and with local partners.
- Contribute to advocacy messages on inclusive humanitarian action, in close collaboration with the IHA Specialist and Senior Advocacy Officer.
- Actively participate in and contribute to the meetings and initiatives of the Disability Working Group (DWG) and other relevant cluster-led protection mainstreaming initiatives.
- Conduct and maintain a mapping of active and operational disability-focused organisations/OPDs to inform programming and technical support initiatives.
- Regularly consult with OPDs to facilitate meaningful participation in the humanitarian response and to collect inputs, feedback and reflections.
- Coordinate and collaborate with the project’s technical partners, as delegated by the IHA Specialist or line manager.
- Support writing for new project content for the continuity or expansion of the project within its technical scope.
- Contribute to the writing of new proposals for new opportunities as required by the scope of project intervention.
Mission 5: Emergency preparedness and response
- Contribute to the support or to the implementation of the programme(s) emergency preparedness actions and, during an emergency, adapts their work modalities to contribute to an effective humanitarian response.
It is expected that the Inclusion Technical Officer might have to perform other duties that are commensurate with the position, as required by their line manager.

JOB REQUIREMENTS:
Professional skills:
- Bachelor’s Degree in Social Sciences, Human Rights, International Relations, Disability Studies or related field;
- Minimum 2 years of experience in disability inclusion, protection/case management and/or social inclusion or related field;
- Strong expertise in developing training and providing coaching for capacity building;
- Demonstrated experience in the empowerment of vulnerable groups;
- Experience in implementing inclusion or protection mainstreaming in different sectors;
- Experience in collaborating with humanitarian actors and/or civil society organisations;
- Previous work with OPDs is a strong asset.
Cross-cutting skills:
- Very good level of both written and spoken English is required;
- Strong interpersonal skills;
- Ability to adapt to rapidly changing situation;
- Excellent communication and facilitation skills;
