Grant Delivery Officer

Background
Tasdeer is a Trade Facilitation and Customs Support programme (2020-2026; £22.5m) funded by UK Aid from the British Government and implemented by a consortium led by Cowater International. Our objective is to improve the Palestinian private sector’s competitiveness and Palestinian Authority (PA) capacity in trade, customs and import/export policy regulation and administration. We aim to increase sustainable private sector-led economic growth and job creation in the Occupied Palestinian Territories, supporting the PA’s fiscal sustainability while promoting equitable access to the benefits of increased trade and improved institutional capacity.
Our private sector-focused workstream (Workstream 3) operates predominantly through grants. We co-develop bespoke export & sales growth plans with Palestinian firms and provide funding so that they can meet their local, regional and international market growth potential, creating jobs in the process. This includes direct support to critical supply chains of firms as well as clusters/cluster development. We give preference to firms generating economic empowerment results for women, youth, and marginalized groups.
We will deliver four grant windows for the extension phase:
- Grants for businesses to increase competitiveness, increasing domestic and/or export sales.
- Large-scale institutional grants to trusted partners to support businesses led by marginalized groups.
- Solar energy installation grants to reduce energy costs.
- A large-scale export challenge fund.
Purpose of the Role
The Grant Delivery Officer will sit within Tasdeer’s new Delivery Unit, which operates across the project to ensure efficient delivery of technical activities, including by:
- Ensuring the development of robust, measurable, and achievable activity plans.
- Monitoring implementation of plans to ensure timely and high-quality delivery.
- Offering a surge in capacity to technical staff to execute plans.
- Overseeing high-quality reporting to FCDO.
The GDO will provide wide-ranging support to ensure the smooth delivery and reporting of the Tasdeer project, with a particular emphasis on Tasdeer’s private sector grant portfolio (Workstream 3). Operating in a highly responsive, agile and flexible manner, they will work closely with the Delivery Unit and Tasdeer’s technical staff throughout the intervention lifecycle to ensure effective intervention planning, oversight, monitoring, risk identification and mitigation, and reporting.
Key Responsibilities
- Delivery Management
- Proof-read, draft, and review technical deliverables, e.g. Export Growth Plans.
- Review and assist in drafting high-quality cost grant proposals, including large-scale institutional grants.
- Ensure efficient implementation by identifying, mitigating and escalating potential delivery risks to senior management.
- Work with Workstream 3 lead to developing accurate, costed workplans and track delivery against agreed workplans and targets.
- Provide surge capacity to support the technical team to execute grant plans, for example drafting project documents (ToRs, RfPs, etc).
- Plan, draft, edit, and finalize Workstream 3’s contribution to quarterly and annual reporting processes.
- Plan, draft, and proof-read knowledge pieces (Communications, KMEL, etc.).
- Provide support to the procurement processes including participation in ToR preparations, contract awarding and reviewing of deliverables.
- Support the wider Tasdeer team including the Knowledge Management Lead, GESI Lead. Communications Lead, Monitoring and Evaluation Team on issues relating to Workstream 3.
- Support the technical team to monitor the firm’s progress during the implementation of grants and conduct regular field visits.
- Carry out regular site visits to applicants and assess firms’ export growth potentials and interrelated needs.
- Programme Management
- Build client confidence in Cowater and Tasdeer, for example inputting into client-facing outputs.
- Ensure the smooth delivery of Cowater’s contractual obligations to FCDO, for example inputting compliance requests.
- Provide surge support for financial and operational management when needed.
- Provide ad hoc surge support to other workstreams as required to ensure effective delivery of Tasdeer.
Duration
This role will be full-time for the duration of the project (end-date September 2026), subject to availability of funding and donor approval.
Location
This position will be based in Ramallah. Project-related travel within Palestine and East Jerusalem is likely, according to project need and the security context.
Reporting Line and Key Relationships

The Grant Delivery Officer will report to the Delivery Unit Lead, with a dotted line reporting to the Workstream 3 Lead.

Job Requirements
Required Expertise and Competencies
Key Experience
- A minimum of a bachelor’s degree in marketing, Business Administration, Economics, Engineering, or related fields.
- At least five (5) years of relevant practical experience.
- Experience delivering donor funded projects in Palestine is essential.
- Experience delivering projects with large grant components is strongly preferred.
- Experience in private sector development, including market system development, is strongly preferred.
