The Project: FCDO Trade Facilitation and Customs Support (Tasdeer)

 Tasdeer is a Trade Facilitation and Customs Support programme funded by UK Aid from the British Government and implemented by a consortium led by Cowater International. Our objective is to improve the Palestinian private sector’s competitiveness and Palestinian Authority (PA) capacity in trade, customs and import policy regulation and administration. We aim to increase sustainable private sector-led economic growth and job creation in the Occupied Palestinian Territories, supporting the PA’s fiscal sustainability while promoting equitable access to the benefits of increased trade and improved institutional capacity.

Role Profile:

The Grants & Procurement Officer will support the effective implementation of both grants management and procurement processes in line with Tasdeer Programme policies and manuals. The Officer will work under the supervision of the Grants and procurement Lead and in collaboration with technical and program teams.

Roles and Responsibilities:

Grants Management

  • Implement the Grants Manual and follow all approved grants-related policies and procedures.
  • Receive and review grant applications for eligibility and completeness, including supporting documents.
  • Maintain thorough documentation of the grant award process, including minutes, approvals, quality assurance due diligence, and other required records.
  • Prepare Cowater’s Due Diligence reports and submit them for review and approval.
  • Draft and revise grant agreements and amendments to ensure alignment with programme guidelines and financial accuracy.
  • Process grantee payment requests, ensuring compliance with signed documentation and procurement procedures.
  • Prepare payment checklists and submit them for review and signature.
  • Track grant implementation using master trackers for pipeline, active, and closed grants.
  • Support the grant closure process in coordination with the Grants and procurement Lead, Business Advisors, and KMEL teams.
  • Participate in grantee site visits to monitor progress and ensure adherence to grant agreements.
  • Maintain accurate records of approved, rejected, and closed grants.
  • Ensure all grant files are audit-ready and well-archived.
  • Identify and escalate grant-related issues promptly to the Grants and procurement Lead.
  • Support grants budget forecasting and reporting as needed.

Procurement Management

  • Implement the Procurement Manual and follow all procurement policies and procedures.
  • Collaborate with technical teams to review and prepare Terms of Reference (TOR) and Expressions of Interest (EOIs) using approved templates.
  • Publish procurement opportunities and manage bid submission processes.
  • Prepare technical and financial evaluation forms and coordinate with the evaluation committee.
  • Participate in bid opening sessions as an observing member and support the evaluation process.
  • Notify unsuccessful bidders and assist in managing communications regarding awarded contracts.
  • Conduct eligibility checks on selected vendors.
  • Draft service agreements and purchase orders based on TORs and selected bids and submit for review and approval.
  • Prepare amendments to procurement documents as required.
  • Archive all procurement-related documentation, including TORs, bids, agreements, and supporting files.
  • Maintain and update the vendor database.
  • Report any procurement challenges to the Grants and procurement Lead promptly.
  • Assist with other duties, as requested by the Grants and procurement Lead.

Reporting Lines and Managerial Responsibilities: This role reports to the Grants and Procurement Lead.

Duration: This role will be full-time for the duration of the project (end-date September 2026).

Location: This position will be based in Ramallah.

  • Strong team player with the ability to collaborate with diverse teams. 
  • Ability to interact diplomatically with individuals at all levels.
  • Proficiency in Microsoft Office (Word, Excel) and other program management tools.
  • Fluency in English and Arabic (both written and spoken)

Experience:

Minimum of 4 years of relevant professional experience in donor funded projects and procurement positions.
