HR Officer

Ramallah, Palestine

Background

Tasdeer is a Trade Facilitation and Customs Support programme (2020-2026; £22.5m) funded by UK Aid from the British Government and implemented by a consortium led by Cowater International. Our objective is to improve the Palestinian private sector’s competitiveness and Palestinian Authority (PA) capacity in trade, customs, and import policy regulation and administration. We aim to increase sustainable private sector-led economic growth and job creation in the Occupied Palestinian Territories, supporting the PA’s fiscal sustainability while promoting equitable access to the benefits of increased trade and improved institutional capacity.

1. Purpose of the Role

The HR Officer supports the implementation of HR policies, procedures, and systems. They ensure effective recruitment, employee relations, performance management, and HR administration to support the organization’s overall objectives.

2. Key Responsibilities

Recruitment & Onboarding

  • Coordinate recruitment processes: job postings, screening, interviews, and reference checks.
  • Prepare employment contracts and onboarding documents.
  • Organize induction and orientation sessions for new employees.
  • Ensure new staff have IT access.

Consultants

  • Coordinate the recruitment and selection process of consultants.
  • Prepare contracts and amendments as needed.
  • Collect and review timesheets.
  • Work closely with the finance team to ensure the timely submission of payments.
  • Maintain an accurate tracker for consultants’ contracts and payments.

HR Administration

  • Maintain and update employee records, the HR database, and personnel files.
  • Ensure compliance with labor laws and internal policies.
  • Manage time and attendance records, leave tracking, and HR reporting.

Employee Relations

  • Act as the first point of contact for employee queries on HR matters.
  • Promote a positive and inclusive work environment.

Performance Management & Training

  • Assist in implementing performance appraisal systems.
  • Track employee performance evaluations and development plans.
  • Identify training needs and coordinate learning opportunities.

Payroll & Benefits Support

  • Coordinate with the finance team to ensure accurate salary processing.
  • Support administration of employee benefits (health insurance, bonuses, etc.).

Policy & Compliance

  • Help implement HR policies and ensure staff awareness.
  • Assist with audits and compliance reporting.
  • Monitor contract renewals and probation periods.

Administer Employee Health Insurance

  • Enrolling new employees into the health insurance plan.
  • Coordinating with the insurance provider for renewals, claims, and coverage updates.
  • Serving as a liaison between staff and the insurance company for inquiries and issues.
  • Keeping health insurance documentation and reports updated.

Travel, Events & Accommodation

  • Arrange all staff business travel and accommodation.
  • Manage ex-pat staff in country accommodation.
  • Lead event bookings for the programme. 

Security

In collaboration with the Finance and Operations Director and Team Leader, run WhatsApp security check-ins during periods of unrest and escalations. 

3. Reporting Lines and Managerial Responsibilities

This role reports to the Finance and Operations Director.

4. Duration

This role will be full-time for the duration of the project (end-date September 2026), subject to availability of funding and donor approval.

5. Location

This position will be based in Ramallah. Project-related travel is expected in the West Bank according to project need.

Job Requirements

Qualifications and Experience

  • Bachelor’s degree in Human Resources, Business Administration, or a related field.
  • 2–4 years of HR experience in a similar role.
  • Familiarity with labor laws and HR best practices.
  • Proficiency in MS Office.
