The Project: FCDO Trade Facilitation and Customs Support (Tasdeer)
Tasdeer is a Trade Facilitation and Customs Support programme (2020-2025; £15m) funded by UK Aid from the British Government and implemented by a consortium led by Cowater International. Our objective is to improve the Palestinian private sector’s competitiveness and Palestinian Authority (PA) capacity in trade, customs and import policy regulation and administration. We aim to increase sustainable private sector-led economic growth and job creation in the Occupied Palestinian Territories, supporting the PA’s fiscal sustainability while promoting equitable access to the benefits of increased trade and improved institutional capacity.

BACKGROUND
The Challenge Fund for Exporters offers result-based grants to reward Palestinian exporters who exceed a predefined and agreed-upon export targets to International markets. Targets will be set jointly with the exporters and in close coordination with the Palestine Federation of Industries (PFI). Exporters willing to participate in this program will generate more leads to increase their exports within one year. The successful candidate will be seconded to the Palestine Federation of Industries (PFI), who will be responsible for the assessment of applications, as well as implementation of due diligence and monitoring, while Tasdeer will provide oversight for the overall programme and will execute payments on results as recommended by PFI.
SUMMARY OF THE POSITION
Tasdeer is looking for a Coordinator who will ensure the effective operational management of the Challenge Fund, oversee the implementation processes, maintain alignment with the Tasdeer’s requirements, and serve as the primary liaison between PFI and Tasdeer. Additionally, the Coordinator will monitor participants’ progress, ensure compliance with financial and operational procedures, and support problem-solving throughout the activity’s duration.
Roles and Duties
- Facilitate and manage the overall implementation of the Challenge Fund at PFI premises.
- Help PFI in their outreach efforts to their member companies to promote and explain the program.
- Collect and validate applications according to the preset criteria in coordination with PFI and Tasdeer.
- Document all relevant information for participating companies.
- Ensure that the Challenge Fund activities are carried out in accordance with approved work plans, timelines and donor requirement.
- Monitor and validate progress towards targets on quarterly basis in close coordination with finance and audit department, while following the guidelines provided in the program description documents.
- Ensure that participants adhere to program agreements and compliance standards.
- Flag risks, bottlenecks, or non-compliance issues to Tasdeer and PFI promptly and recommend corrective actions.
- Share best practices and lessons learned to enhance implementation quality.
- Maintain an up-to-date tracking system for all participants and their status and progress towards targets.
- Facilitate coordination between PFI, participants, and other relevant stakeholders and documents minutes of meetings.
- Ensure proper coordination with communication Lead at Tasdeer for promotion and visibility of the program and documentation of success stories.
- Ensure smooth and efficient documentation of the interventions, including preparing progress reports, collecting related monitoring and evaluation required information, and preparing regular feedback.
- Perform other tasks required by PIF CEO.
Duration and Reporting
The coordinator will be based at the premises of the PFI and will work under the direct supervision and authority of the PFI CEO. The Coordinator will be administratively accountable to PFI, while functionally coordinating with Tasdeer`s workstream 3 lead, the Deputy Team Leader, and other relevant Tasdeer team members for technical guidance, program alignment, reporting and support.
The expected start date is May 20, 2025, with an initial contract of 14 months. Extension is a possibility subject to performance and availability of funds.

Qualifications and Expertise
- A bachelor’s degree in business management or similar fields.
- At least 5 years’ experience in project management.
- Experience in trade and export procedures and knowledge of different industry sectors.
- Experience in working with donor-funded development programs, especially in trade facilitation or private sector development is preferred.
- Strong familiarity with companies in the industry.
- Strong coordination, organizational and stakeholders engagement skills.
- Excellent computer skills.
- Strong English language abilities to prepare reports.
