Title:Municipal Innovation and Systems Specialist (MISS)
Reports to:Component Director.
Location:Tetra Tech Communities Thrive Ramallah Office


The USAID/WBG Communities Thrive project will focus on 55 municipalities located in the West Bank and will aim to improve municipal revenue streams and fiscal management of local government units (LGUs), increase the accountability and transparency of local governments, enhance delivery and management of the municipal services and the effectiveness of local governments’ operations, and improve the regulatory and policy framework for municipal governance. 

In close coordination with program colleagues and partners from LGUs, the line Ministries, civil society organizations and private sector, the Municipal Innovation and System Specialist (MISS) will play a leading role in identifying, conceptualizing and operationalizing program’s interest to innovate in helping targeted LGUs more financial sustainable and provide services in a more efficient, effective and transparent manner and ultimately support the program’s objectives.  


Technical Support

-Responsible for identifying, conceptualizing and operationalizing different opportunities and approaches to support interested LGUs to provide smart services using E-government methodology as and when possible;
-In coordination with other colleagues, manage day-to-day liaison activities as needed and maintain relationships with Palestinian counterparts and implementing partners as related to E-governance, E-Municipality;
-Identify specific opportunities to integrate and optimize impact of different support provided by the project to the partner LGUs;
-Assist in developing and delivering of capacity building support to LGU staff involved in the automation and E-government services;
-Identify needs and provide direct support to upgrading and automation of municipal Citizen Service Centers as well as their accounting and financial systems. 
-Prepare Scopes of Work (SOW) and manage task orders as assigned by supervisor, and
-Lend expertise to quality assurance and quality control of related technical activities.

Quality Assurance and Reporting

-Ensure that relevant technical elements of the work plans are being successfully implemented;
-Ensure subcontractor recipients meet their technical deliverables in close coordination with the different Component Team Leaders and other colleagues;
-Provide inputs for the drafting of the project monthly and quarterly reports for USAID, as well as drafting other project updates and workplans as requested by the direct supervisor, the COP or DCOP; and
-Support the different component Team Leaders in ensuring that USAID and Tetra Tech rules and regulations are followed and that contract deliverable requirements are met. 
-Provide support to Monitoring and evaluation team.


-Contribute to team effort by undertaking additional tasks and responsibilities as requested.

The current job description will be periodically revisited as needed to reflect current realities and project needs.  Amendments can be added to that effect.


-At least 7 years of experience preferably in designing and applying activities and tools focusing on social accountability, including through community and civil society participation, preferably focusing on local government. Analytical knowledge of existing or previous social accountability initiatives an advantage.
-Demonstrated ability to interact regularly and professionally with senior host-government, community and civil society organizations, local government and private sector counterparts on policy, social accountability and other strategic and community issues;
-Masters’ degree in Business Administration, operations research, Management information systems, Urban planning, Public Policy, or related field;
-Strong communication and interpersonal skills, ability to work with all levels and functions within the company;
-Experience on USAID-funded projects is highly preferred.
-Requires an ability to work independently and as part of a team, accept responsibility, and be extremely discrete with sensitive information. 
-Must also be able to foster supportive working relationship among all staff;
-Strong computer skills. Proficient in Microsoft Office package, especially Excel, Outlook, PowerPoint, SharePoint, and Word; and fluent in Arabic, excellent English speaking and writing skills.
