Object of the Contract
The Mundubat Foundation wishes to hire a qualified Social Worker to support the identification, selection, and follow-up of women and families receiving unconditional and unrestricted multipurpose cash assistance. The consultant will ensure that the beneficiaries are selected according to vulnerability criteria and will monitor the impact of the cash support throughout the implementation period.
Background
This activity is part of the project “Ensure Comprehensive Protection Services for Vulnerable Populations in the West Bank,” funded by the Generalitat Valenciana, which seeks to provide protection to Palestinians across the West Bank.
Since 2014, the Mundubat Foundation has actively collaborated with a consortium of four strategic partners in East Jerusalem and the West Bank. These joint efforts focus on implementing comprehensive strategies to safeguard the rights and strengthen the resilience of the Palestinian population amid the ongoing occupation and chronic humanitarian challenges.
The overarching goal is to contribute to the prevention and mitigation of the humanitarian crisis in Palestine, which has been deepened by prolonged occupation, systemic violence, and the persistent violation of International Humanitarian Law (IHL) and International Human Rights Law (IHRL). A key component of this response is the provision of essential protection services—including legal aid and Mental Health and Psychosocial Support (MHPSS)—through a gender- and age-responsive approach that prioritizes the most vulnerable.
Within this framework, Mundubat is launching a multipurpose cash assistance program targeting vulnerable women and female-headed households living in extreme poverty and/or affected by serious human rights violations, including gender-based violence (GBV). This initiative aims to reinforce the autonomy, coping capacity, and resilience of women and minors in the West Bank.
To ensure effective identification, selection, and follow-up of beneficiaries, Mundubat will engage a qualified Social Worker to provide specialized technical support to both its team and partner organizations throughout the implementation of the activity.
Key Responsibilities
Identification of beneficiaries

Collaborate with legal and psychological service teams to identify potential beneficiaries based on vulnerability criteria (extreme poverty, GBV survivors, single mothers) in different governorates of the West Bank.

Identify as beneficiaries at least 25 families led by women.

Conduct social assessments and, when necessary, home visits to verify needs and vulnerabilities.

Ensure a survivor-centered and participatory approach to beneficiary selection.
Follow-up and impact monitoring

Develop individual follow-up plans for each household receiving assistance.

Conduct follow-up visits or interviews after each cash transfer to assess the impact and monitor changes in well-being, access to services, and coping capacity.

Document observations and feedback from beneficiaries to inform program improvements.
Coordination and reporting

Coordinate with partner organizations and community actors involved in the protection response.

Maintain accurate, confidential case documentation in line with data protection and safeguarding standards.

Submit regular activity and progress reports, including challenges, lessons learned, and recommendations.

Candidate Profile
Qualifications and experience

University degree in Social Work, Psychology, or related field.

Minimum 3 years of professional experience working with vulnerable women and children, ideally in humanitarian or development settings.

Proven experience in case management, GBV response, or community-based protection.
-
Strong interpersonal skills, cultural sensitivity, and experience working in complex contexts.

Familiarity with cash-based interventions or digital cash platforms (e.g. PalPay) is an asset.

Fluency in Arabic; English is an advantage.

Must have a valid permit to work in the West Bank.

Budget and Financial Conditions
The maximum budget allocated for this consultancy is €5,000. This amount is all-inclusive and must cover the following components:

Consultant fees (time, expertise, and deliverables).

Travel costs.

Data collection and related fieldwork expenses.
-
Development and finalization of reports for every case.
Duration of the Service
The duration of the service will be six months, starting from August 1st, 2025 and ending on January 31st, 2026. The selected consultant is expected to be available throughout the full implementation period, including case identification, follow-up visits, data collection, and final reporting. The dates may be adjusted slightly in coordination with the Mundubat Foundation, based on operational needs.
