for Hiring a Full-Time Senior Procurement Specialist

Job Announcement: Senior Procurement Specialist
Project: Rural Financial Inclusion Project in Palestine (RUFIPP)
Lead Executing Agency (EA): Ministry of Finance (MOF)
Implementing Agencies (IA): Ministry of Finance (MOF) and Ministry of Agriculture (MOA)
Location: Ramallah, with possible travel in West Bank areas
Contract Duration: One-year contract with possibility of extension subject to satisfactory performance. A three-month probationary period applies.

Background:

The Palestinian Authority has received financing from the International Fund for Agricultural Development (IFAD), the European Union (EU), and the Spanish Agency for International Development Cooperation (AECID) towards the cost of the Rural Financial Inclusion Project in Palestine (RUFIPP). 

The Ministry of Finance is seeking a highly qualified Senior Procurement Specialist to join the RUFIPP Project Management Unit (PMU) in Ramallah.
The project aims to enhance resilient economic growth and incomes of smallholder farmers and rural enterprises by increasing access to affordable financial products, raising financial literacy, and mainstreaming social inclusion. Specifically, RUFIPP focuses on reaching marginalized and vulnerable groups, including women and youth. 

RUFIPP will be implemented over a four-year period starting in the second semester of 2025. Project activities are organized into three major components: (i) Inclusive rural finance literacy and awareness raising; (ii) Providing inclusive and green rural finance products and services; (iii) Capacity development and strengthening of rural finance institutions.

Job Purpose:

The Senior Procurement Specialist (SPS) will be responsible for ensuring that procurement planning and implementation are carried out according to sound procurement practices, in compliance with national laws, regulations, and policy documents, and aligned with the Financing Agreement provisions with IFAD, the Procurement Arrangement Letter, IFAD's Procurement Guidelines, and Procurement Handbook. The Senior Procurement Specialist will report directly to the Project Director

Key Duties and Responsibilities:

  • Study the project cost tables and identify procurement items to be procured periodically.
  • Participate in the formulation of Annual Work Plan & Budget “AWPB”s and Procurement Plans “PP”, providing procurement-related inputs.
  • Prepare Procurement Plans for submission to the Project Steering Committee (PSC) and IFAD for approval and no-objection.
  • Regularly update Procurement Plans for Project Steering Committee “PSC” approval and IFAD’s review.
  • Identify sources of supply, evaluate supplier eligibility, and maintain a list of pre-qualified suppliers/contractors.
  • Undertake procurement of goods, works, and services at the PMU in line with IFAD guidelines and the Project Implementation Manual (PIM).
  • Manage advertisements (EOIs, RFPs, RFB …) and procurement bids.
  • Organize bid opening and evaluation meetings; convene Procurement and Contract Management Committee meetings and maintain records of proceedings.
  • Train and assist PMU staff and implementing agencies in preparing procurement documents in compliance with procurement procedures.
  • Draft contract documents and oversee the contract signing process.
  • Supervise the contract management processes to ensure adherence to procurement guidelines and manuals.
  • Assess and monitor procurement progress and update the OPEN system regularly.
  • Prepare monthly procurement progress reports, submitting them by the second Tuesday of the following month to the Senior Project director.
  • Maintain comprehensive records of project procurement and contracts.
  • Follow up on procurement-related issues raised in Supervision Mission and Audit Reports.
  • Advise on and propose mitigation measures for contract non-performance; report indicators of fraud, collusion, and unethical practices in procurement.
  • Perform any other duties assigned by the Project Director.

Qualifications and Experience Required:

  • Bachelor’s degree in public procurement, financial product management, logistics, economics, business administration, project management, law, or related field.
  • Minimum of 8 years of relevant work experience, preferably with national procurement regulations.
  • Knowledge and experience with procurement rules and procedures of multilateral donor institutions (e.g., IFAD, EU).
  • Proficiency in Windows, MS Office (Word, Excel, PowerPoint), and internet usage.
  • Previous experience with IFAD-funded projects or relevant experiences is an advantage.
  • Strong analytical, negotiation, communication, and report writing skills.
  • Ability to work effectively in a team environment.
  • Fluency in English and excellent report writing.
