Project: Rural Financial Inclusion Project in Palestine (RUFIPP)
Lead Executing Agency (EA): Ministry of Finance (MOF)

Location: Ramallah, with possible travel in West Bank areas.
Contract Duration: One-year contract with possibility of extension based on satisfactory performance. A three-month probationary period applies.
Background:
The Palestinian Authority has received financing from the International Fund for Agricultural Development (IFAD), the European Union (EU), and the Spanish Agency for International Development Cooperation (AECID) towards the cost of the Rural Financial Inclusion Project in Palestine (RUFIPP).
The Ministry of Finance is seeking a highly qualified Capacity Development Specialist to join the RUFIPP Project Management Unit (PMU) in Ramallah.
The project aims to enhance resilient economic growth and incomes of smallholder farmers and rural enterprises by increasing access to affordable financial products, raising financial literacy, and mainstreaming social inclusion. Specifically, RUFIPP focuses on reaching marginalized and vulnerable groups, including women and youth.
RUFIPP will be implemented over a four-year period starting in the second semester of 2025. Project activities are organized into three major components: (i) Inclusive rural finance literacy and awareness raising; (ii) Providing inclusive and green rural finance products and services; (iii) Capacity development and strengthening of rural finance institutions.
Job Purpose:
The Capacity Development Specialist will be responsible for the implementation of activities of the project. In addition, s/he will support the M&E Specialist in implementing the project’s M&E and MIS systems. The specialist will also manage knowledge management and communication-related activities of the project. The Capacity Development Specialist will report directly to the Project Director or designee.
Key Duties and Responsibilities:
- Develop and supervise the implementation of the Project’s Knowledge Management and Communication Strategy in line with project outcomes.
- Coordinate the development and production of Information, Education, and Communication (IEC) materials, with a focus on enterprise financial literacy.
- Assist in the preparation and review of various project documents.
- Coordinate with the Agriculture Finance Specialist to support the digitization of Farmer Business School (FBS) materials and training modules.
- Contribute to content development for the Web Application for Financial Awareness (WAFA), using data from FLCs, FBSs, and enterprise training.
- Support publishing of training materials, brochures, booklets, and other rural finance-related publications.
- Assist in organizing and implementing FinTech Collaboration Workshops.
- Support the Agriculture Finance Specialist in conducting moderated video extension sessions.
- Coordinate and support service providers to launch awareness campaigns on TV and radio.
- Support the M&E specialist in participating and representing the Project in internal and external meetings.
- Identify, in coordination with team members, the main knowledge products and milestones to be developed and showcased.
- Perform other duties as assigned by the Project director.

Qualifications and Experience Required:
- Bachelor’s degree in communication, media, or a related discipline.
- Minimum of a five years of professional experience with international finance and rural development institutions and/or government services.
- Experience with programme design and loan/grant administration with international financial institutions/development agencies is an asset.
- Strong communication skills for accurately conveying policies and procedures.
- Knowledge of policy-oriented, pro-poor and inclusive programme approaches, and project management frameworks.
- Familiarity with rural development, agricultural finance, and market development is an asset.
- Excellent written and verbal communication skills in English and Arabic.
- Strong computer skills, especially Microsoft Office and web-based applications.
- Analytical mindset with sound understanding of socio-economic issues in agriculture and rural development.
- Team-oriented with the ability to work in a multicultural environment.
- Proactive learner and innovator, open to acquiring new competencies and exploring new approaches.
