Recruitment of IT Technical Project Manager Consultant

BACKGROUND

The Palestinian Liberation Organization, for the benefit of the Palestinian Authority, has received financing from the World Bank, International Development Association in the amount of USD 3.5 million towards the cost of the Public Financial Management Improvement Project “PFMIP” (the Project).
The Project development objective (PDO) is to enhance the expenditure controls, financial accountability and procurement management of the Palestinian Authority. To achieve this PDO, the project mainly covers four components: (i) Component 1- Improving Budget Expenditure Management, Financial Control and Cash Planning; (ii) Component 2- Improving Financial Accountability of the PFM System; (ii) Component 3- Modernizing Public Procurement; and (iv) Component 4- Project Management.
The Project is implemented over 4 years by the Ministry of Finance (MOF) in cooperation with the High Council for Public Procurement Policies (HCPPP) and State Audit & Administrative Control Bureau (SAACB). HCPPP is managing the implementation of Component 3. A Project Management Unit (PMU) was established at the MOFP to manage the implementation of this project. 

Objective of this assignment 

MoF is looking for a full time IT Technical Project Manager consultant to manage and to supervise the implementation of the Integrated Payroll System which is currently being implemented by an international firm. The consultant shall join the Ministry’s technical and administrative staff and work with them closely to ensure smooth implementation, as well as to make sure that MoF’s team will gain the needed capacity building, and knowledge transfer. The consultant shall manage the team and ensure all milestones are completed according to technical specification and within the time schedule. The consultant shall review the payroll system development deliverables and shall attest these documents for final approval.
This is an onsite position and the candidate shall be able to work at MoF head offices in Ramallah. This position is an 8 month full-time position with possible extension.

Responsibilities

  • Work with development teams and other stakeholders to guarantee delivery of milestones according to plans (time and scope).
  • Understand technical problems and have the ability to generate solutions and identify risks and risk mitigations.
  • Communicate project status and follow up with all stakeholders.
  • Review project technical deliverables by providing detailed comments including the source code, test cases, ERD diagrams, and user interfaces.
  • Participate in preparing test cases with Ministry staff.
  • Ensure common understanding across all parties.
  • Contribute to team effort by undertaking additional tasks and responsibilities as requested.

Qualifications

  • A degree in engineering, computer science or other related fields.
  • 4+ years of experience in Technical Project Management role, software development, and technology services.
  • Strong technical background in the software industry. 
  • Capacity to read technical documents and inspecting technical artifacts such as UML and ERD diagrams.
  • Experience in managing projects using Agile software development (e.g. Scrum or Kanban), and collaborating with multiple cross-functional teams.
  • Experience in .Net Core and Angular programming languages is a plus. 
  • Experience in Oracle database is a plus.
  • Experience in integration and APIs is a plus. 
  • Utilize strong prioritization and project management skills, including timely and proactive communications of timelines, status, and customer concern.
  • Strong written and verbal communication skills, building strong relationships with partners and teams around the organization. Ability to convey complex requirements in a clear, concise, and credible manner.
  • Deep analytical abilities, strong out-of-the-box thinking, curious business, and technical demeanor, and an ability to derive actions.
  • Leadership skills to influence partners and oversee projects through timely completion in an agile environment
  • Previous experience in managing vendors/contractors, previous PMO team management is highly preferred
  • Professional Project Management Certification from accredited intuition preferred

Reporting

The consultant shall report to the payroll technical coordinator, and he/she shall submit progress report on monthly basis to the PFM project.

Duration

This position is an 8 month full-time position with possible extension.
