Location: Ramallah, with possible travel in West Bank areas.
Contract Duration: One-year contract with possibility of extension subject to satisfactory performance. A three-month probationary period applies.
Background:
The Palestinian Authority has received financing from the International Fund for Agricultural Development (IFAD), the European Union (EU), and the Spanish Agency for International Development Cooperation (AECID) towards the cost of the Rural Financial Inclusion Project in Palestine (RUFIPP).
The Ministry of Finance is seeking a highly qualified Agriculture Finance Specialist to join the RUFIPP Project Management Unit (PMU) in Ramallah.
The project aims to enhance resilient economic growth and incomes of smallholder farmers and rural enterprises by increasing access to affordable financial products, raising financial literacy, and mainstreaming social inclusion. Specifically, RUFIPP focuses on reaching marginalized and vulnerable groups, including women and youth.
RUFIPP will be implemented over a four-year period starting in the second semester of 2025. Project activities are organized into three major components: (i) Inclusive rural finance literacy and awareness raising; (ii) Providing inclusive and green rural finance products and services; (iii) Capacity development and strengthening of rural finance institutions.
Job Purpose:
The Agriculture Finance Specialist (AFS) will support the Project Director in delivering key project outputs, particularly in the areas of Agri-finance, business development, and rural financial literacy. The AFS will lead the strategic design and implementation of agricultural financial literacy programs and provide overall guidance and coordination to stakeholders (not limited to partners financial institutions and governmental institutions) in support of project activities.
Key Duties and Responsibilities:
The AFS will:
- Support the Project Director in ensuring effective financial management and timely disbursements with accurate expenditure forecasting and reporting.
- Assist the M&E specialist in finalizing participatory Annual Work Plans and Budgets (AWPB).
- Provide strategic guidance to governorate-level implementation units and clusters on financial product mobilization and business development.
- Coordinate, in association with MOA and project partners the design and piloting of the Farmer Business School to deliver financial literacy training.
- Plan and monitor Financial Literacy Camps and related training activities for beneficiaries, including financial institution staff.
- Coordinate with government and quasi-government service providers to deliver training and extension services.
- Lead the analysis of the Palestinian Fund for Employment and Social Protection (PFESP) institutional capacity and coordinate agricultural lending capacity development based on identified gaps.
- Oversee implementation of Training of Trainers (TOT) programs and ensure participation of trainers and community ambassadors.
- Prepare and disseminate training materials, visibility products (e.g., brochures, booklets).
- Support in deploying the Mobile Application “Your Financial Health” and piloting its beta version.
- Work closely with financial institutions to ensure demand-driven mobilization of financial products.
- Supervise and verify the quality of rural finance-related services delivered by companies and consultants contracted by the PMU;
- Promote beneficiary access to tailored financial products and interventions.
- Coordinate with service providers on upgrading and refining financial product applications supported by digital outreach (SMS, USSD, social media).
- Participate in coordination workshops and FinTech Collaboration meetings at all levels.
- Ensure gender and environmental considerations are integrated in financial product delivery and extension services.
- Assist in developing and strengthening participatory M&E tools and data collection protocols.
- Support the design and execution of baseline, midterm, and final evaluations.
- Contribute to progress reporting and participate in IFAD and EU supervision missions.
- Undertake any other duties assigned by the Project Director in support of the project.

Qualifications and Experience:
- S/he should hold at least a master’s degree in Economics/Agricultural Economics with particular emphasis on agriculture financing and agri-business development.
- 8 to 10 years of working experience in the financing sector, preferably in rural finance inclusion or related field.
- Demonstrated capacity to take on a leadership position with strong managerial skills and capacity to manage people and interact with a wide range of private sector partners and public sector representatives, donors and financial institutions;
- Competency in field data collection, monitoring, analysis and reporting.
- Working experience in private sector engagement.
- Excellent communication skills - including fluency in English.
