 MISSION

  1. Drives operational implementation of the project
  • Designs and implements action plan (launch or development phase);
  • Manages the project operationally on a daily basis:
    • Organizes implementation and sets priorities
    • Monitors and follows-up on results
    • Manages administrative and logistical issues (e.g. purchase of equipment, suppliers, maintenance…)
  • Adapts IECD’s monitoring tools and activities in close coordination with the central program coordinators
  • Ensures timely follow-up on key indicators based on the logical framework;
  • Monitors the quality of project execution and its impact on beneficiaries;
  • Suggests ways to improve the program;
  • Constantly seeks to develop and share knowledge: implements, improves and codifies knowledge on relevant and/or innovative topics (e.g., tools and methodologies), in coordination with manager and program coordinator. Such new tools can be adopted by other countries or project managers;
  • Respects the law, fiscal rules and social norms in the country of operation, with the help of the country director or external experts where necessary;
  • Updates key data on the project in the “project manager’s toolbox”
  1. Pilot finance and budget of the project
  • Develops and deploys the yearly operational budget:
    • Ensures the proper use of funds, in accordance with IECD and financial partners’ specifications
    • Manages expenditure commitments in a responsible way, and adapts to available funding
  • Ensures rigorous analytical cost accounting for the project;
  • Develops financial reports and shares with partners (updated actual and forecast);
  • Participates in the preparation of audits, in collaboration with the financial team
  • Participates in fundraising activities.
  1. Manage the project team
  • Recruits, develops and retains local staff and expatriates under his/her responsibility, following a logic of skills’ transfer;
  • Identifies key local talent and managers;
  • Manages the team and develops a sense of ownership, gives meaning to IECD’s actions;
  • Sets objectives and evaluates staff, in accordance with HR procedures;
  • Embodies and communicates IECD’s values;
  • Manages administrative HR and ensures the team’s HR files are up to date (if applicable);
  • Manages staff careers (arrival, training, follow-up, end of contracts, etc.) with the help of his/her manager;
  • Implements and participates in the development of his team’s salary scale.
  1. Report on the project
  • Prepares and shares narrative reports (monthly report, etc.) and financial reports internally;
  • Prepares, validates and shares external narrative and financial reports with financial partners;
  • Maintains close relations with financial partners operating in the field: ensuring visibility of partners, organizing field visits, meetings, etc.;
  • Prepares internal and external evaluations of the project.
  1. Strengthens and develops relationships with operational partners and acts as a representative of the IECD
  • Identifies, builds and develops links with suitable project partners, with the help of the country representative/manager;
  • Identifies, builds and develops relationships with other appropriate stakeholders;
  • Acts as a representative of the IECD with local stakeholders, including public authorities;
  • Develops internal and external communications for the project; promotes the visibility of the project (Newsletter, Facebook page, local media, events, etc.);
  • Identifies opportunities for the other IECD projects in the country.

  • Mobilise and bring together a network of partners
  • Represent IECD with various stakeholders
  • Knowledge of French and English compulsory (written and spoken), knowledge of Arabic would be helpful
  • Good command of Microsoft Office, with Excel as a priority

CONDITIONS

Status: Fixed term contract under Palestinian Labor Law

Dates:  asap until end of June 2020

The project manager will be working under the supervision of:

  • The IECD Country Director in the Palestinian Territories
  • In cooperation with the MSE coordination desk based in Paris

Location: Al Aizarieh, Jerusalem governorate - Palestinian Territories

Compensation Package:

  • Based on profile and experience
  • Transportation costs based on costs of project
  • Possibility to obtain medical insurance package if required
