THE ORGANIZATION

Handicap International (which runs projects under its operating name, Humanity & Inclusion - HI -), is an independent and impartial international aid organization working in situations of poverty and exclusion, conflict and disaster. Working alongside persons with disabilities and other vulnerable groups, our action and testimony are focused on responding to their essential needs, improving their living conditions and promoting respect for their dignity and their fundamental rights. OBJECTIVE OF THE POSITION:

The MHPSS officer is coordinating all MHPSS activities under the supervision of the Rehabilitation Project Manager and functional management of the MHPSS STO. S/he ensures that the coaching, training, and capacity-building needs of the MHPSS team are timely addressed and that the MHPSS activities meet quality standards in the humanitarian sector. S/he will ensure timely and accurate reporting of MHPSS activities.

  • Provision of technical support to projects, partners and/or programs in accordance with the technical frameworks and general standards of HIs MHPSS approach
  • Training on MHPSS awareness raising for community mobilizers and\or for community members
  • Follow up the trained staff and identify the areas of improvement as part of the capacity building plan
  • Coordination and follow up on field activities

Responsibilities 1: Support the implementation of project activities.

Aim: Ensure  that the project interventions contributes to positive outcomes for the beneficiaries

Tasks:

  • Coordinate all MHPSS activities in the E-CORE Teams in the field. Provide ad-hoc MHPSS support, and follow-up to the project’s MHPSS team including CBAs and partner’s MHPSS team, enternal actors, and stakeholders during the implementation of the MHPSS activities in the ECOREs.
  • Under the rehab PM supervsion, and through regular discussions with MHPSS team, collect information about any technical issues and needs faced by the MHPSS teams and report them to the MHPSS TO / MHPSS STO and the Rehabilitation Project Manager along with suggestions for improvement.
  • Support the MHPSS staff to plan and implement internal and external referrals for specialized mental health services when needed according to the existing mechanisms and modalities.
  • Coordinate external referrals with the MHPSS TO
  • Support the continuous improvement of technical resources in collaboration with the MHPSS team,
  • Identify specific training needs, and share findings with the Rehabilitation Project Manager/MHPSS TO and MHPSS STO
  • Work closely with the MDR team to ensure integrated services.

Responsibilities 2:  Directly carry out the following activities:

  • Ensure that the appropriate data collection and management tools are in place and are used correctly on the project, in line with global standards
  • Support the material needs for the MHPSS Activities by submitting PRs, monitoring their progress, and ensuring timely delivery of materials to the site.
  • Support the rehab project MHPSS team to identify people who are in need of MHPSS services, and link them with the available MHPSS services.
  • Ensure the data is collected in a timely manner, is respecting the confidentiality of the persons supported and is properly filled by regurlar monitoring of the collected data, Contribute to project data collection, and preparation of information for the PQRs.
  • Analyze the data collected along with case studies to have qualitative date for the donors and the advocacy efforts.
  • Ensure compliance with internal and international technical guidelines in the implementation of activities (HI, IASC etc).
  • Compile and report on any protection concerns and measures reported by the MHPSS team with ensure regular reporting of activities, and contribute to the internal and external reporting as requested by the project manage with respecting the due deadline
  • Participate in the delivery and the coordination of training to the MHPSS team (HI, CBAs and partner’s organization)
  • Regularly visit field project sites to support MHPSS interventins, followed by notes on each visits shared to MHPSS TO / STO and Rehabilitation Project Manager
  • Cooridinate the team work with different stateholders as appropriate.

Responsibility 3: Contribute to project’s monitoring, lessons learned and reporting 

  • Aim: Ensure the project intervention remains on the right track, and it takes into account the best practices.
  • Tasks:
  • Ensure that the project monitoring data and documents are received on time, providing reminders to MHPSS team if necessary.
  • Verify compliance with defined methodologies and proper use of monitoring and data collection resources, requesting clarifications and providing feedback to MHPSS team if needed.
  • Participate in assessments and evaluations relating to the quality of MHPSS and MHPSS team s’ activities.
  • Regularly extract specific data from the project documents sent by MHPSS team s’ staff, and send it along with analysis of this data, to the line manager and other relevant HI staff.
  • Contribute to include and transfer the project monitoring assessment tools and follow-up documents to HI Database/ CTO system.
  • Develop success stories to illustrate changes induced by the project for communication use.
  • Plan and produce activity reports and contribute to the production of the donor report as appropriate.
  • Contribute to the preparation and implementation of project quarterly reviews and participate in the organization of technical reviews and technical missions as required.
  • Contribute to lessons learned exercises, data collection and analysis, and the production of dissemination documents with identifying good practices under the project.
  • Facilitate the field implementation of project evaluations and research.
  • Any other adhoc taskes that could be requested by the line manager or functional manager.

JOB REQUIREMENTS:

Professional skills:

  • Bachelor’s degree, preferably post-graduate studies or a degree in Psychology, Social Protection, Mental Health, or a related field.
  • A minimum of 5 years of experience with direct psycho-pedagogical service provision. Experience with vulnerable groups, preferably refugees, migrants, and persons with disabilities populations will be an asset.
  • Experience working with the most vulnerable communities and familiarity with implementing related programs with INGOs.
  • Strong substantive, technical, programmatic, and research skills in MHPSS.
  • Ability to communicate and inspire others
  • Ability to influence, network, and collaborate with government, NGOs, donors, and other stakeholders (both mainstream and diversity and inclusion specific).

Cross-cutting skills:

  • Very good level of both written and spoken English is required;
  • Strong management skills:
  • Ability to handle multiple “priority” projects simultaneously, set and meet deadlines, and ensure that MHPSS team s do the same
  • Ability to manage own work with little supervision
  • Demonstrable capacity for evidence-based decision-making and sound judgment
  • Knowledge and experience of working in areas related to harmful traditional practices.
  • Strong verbal and written communications skills in the English Language
  • Familiarity with management and monitoring tools is desirable
  • Problem-solving ability, creative resourcefulness, and innovation
  • Strong written and verbal communication skills
  • Team player, Self-motivator, able to work with limited supervision and to work under pressure
  • Strong interpersonal skills;
  • Ability to adapt to rapidly changing situation;
