Rehabilitation Officer
Handicap International (which runs projects under its operating name, Humanity & Inclusion - HI -), is an independent and impartial international aid organisation working in situations of poverty and exclusion, conflict and disaster. OBJECTIVE OF THE POSITION:
Under the supervision of the Rehabilitation Project Manager and in close collaboration with the Rehabilitation Technical Officer, the Rehabilitation Officer accompany project’s staff, CBAs, partners and relevant actors and stakeholders in the implementation of the project and contributes to the project’s MEAL. He/she is responsible to support project/s teams (HI and partners) of the mission in his/her field of expertise. He/she will support the development of the staff technical competencies, as well as the mobilization the external local technical resources, when necessary, to ensure the quality of their intervention with projects stakeholders, the project officer contributes to the implementation of the mandate and the 10-year strategy of Humanity & Inclusion in the country where s/he is based. The project officer contributes to the implementation of his/her project, ensuring the optimal quality and the impact of the project. S/he works closely with the program technical team.
Responsibilities:
Mission 1: Contributing to quality project planning and implementation in line with the technical frameworks and general standards of his/her sectoral scope
- Contribute to planning, preparing activities and implementing the action plan in conjunction with the support services, operational team and technical unit.
- Ensure that activities are implemented and that resources are correctly allocated as authorized by the project manager.
- Ensure regular reporting of activities and contribute to the internal and external reporting as requested by the project manager.
- Ensure Technical Unit gets the information they need and collaborate with technical divisions as needed.
- Ensure core HI approaches and standards are followed in the project’s activities implementation (person-centered approach, evidence-based approach, functional approach, multi-disciplinary approach, …).
- Contribute to identifying areas of the project in which adjustments are required and put forward adaptations to the project manager and the technical unit.
- Contribute to coordination with the local stakeholders upon request from Project Manager or Technical Unit.
- Ensure that project technical documents and information are properly archived.
- Contribute to the development of a gradual technical exit strategy jointly with the partner teams.
- Assess and refine the successful activities and start to address the remaining issues.
- Support the development and implementation of a capacity building plan based on the technical staff/CBAs/partner analysis in collaboration with the Technical Unit.
- In conjunction with the technical unit, support the on-the-job training and coaching of physiotherapists and occupational therapists in MDR/CBAs/partners teams.
- Ensure appropriate provision and follow-up of quality Assistive devices and other Assistive Products, medical consumables and kits.
- In collaboration with Rehabilitation Technical Officer and Senior TO, ensure the supervision of HI and the Partner’s rehabilitation staff/ volunteers through field visits, case management meetings, and files follow up in order to supervise the quality of the rehabilitation services delivered.
- Address and report any ad-hoc challenges.
Mission 2: Contributing to project monitoring, evaluation, accountability and learning
- Contribute to project monitoring, specifically activity progress indicators and the expected outcomes.
- Contribute to project learnings and evaluations at the request of the project manager and ensure that project evaluation recommendations are followed.
- Contribute to the setup and smooth running of accountability mechanisms.
- Contribute to the development of data collection tools for documenting indicators, collecting data in relation to core tasks, and contributing to the measurement of the progress made, under the lead of the MEAL and Technical Unit.
- Support the Project Manager and Technical Unit in analyzing the data collected and in identifying necessary adjustments in the project implementation framework to improve the quality and impact of the interventions.
- Contribute to the identification of good practices under the project.
- Develop case studies and success stories to illustrate changes induced by the project and for communication use.
- Contribute to planning and producing activity reports.
- Participate in the professional network at the national level in the field of expertise of the project
- Contribute to the development of lesson learning exercises, data collection and analysis, and the production of dissemination documents
- Facilitate the field implementation of project evaluations and of research studies.
- Submit regular project progress reports to the PM and Technical Team.
Mission 3: Participating in project data management
- Ensure that the appropriate data collection and management tools are in place and are used correctly on the project, in line with global standards.
- Collect and compile project-related data in the relevant database.
- Contribution to project data collection, and preparation of information for the QPRs.
- Support the project team in preparing and validating the purchase and delivery cycle documents “PSRs, quotations, summary bid analysis, ToRs, log preparations …etc”.
- Contribute to the preparation and implementation of project quarterly review,
Mission 4: Contributing to the coordination of project teams
- As authorized by the project manager and in coordination with Project Supervisor and Technical team, actively participate to the facilitation of coordination meetings between the project teams/CBAs/support services and technical teams.
- Accompany the implementation of capacity assessment tools with projects’ partners/staffs/CBAs; the analysis of their results and the development/implementation of capacity building plan, materials and user’s guidelines.
- Support the implementation of multidisciplinary rehabilitation sessions that will target people with disabilities and injuries including men, women, girls, and boys through the partner’s teams.
- Provide on-the-job training and coaching for the projects’ partners/staffs/CBAs to ensure that rehabilitation services are provided with good quality for persons with disabilities and injuries.
- Train project team and partners on project quality standards and ensure its respect in the field.
- Report to the PM and the Technical Unit any challenges faced in the implementation of the project activities.
- Support coordination groups’ mechanisms with disability stakeholders in Gaza
Mission 5: Contributing to external project communication
- Contribute to HI’s external influence by taking part in networks, when required.
- Communicate about the project to partners, authorities and stakeholders when relevant.
Mission 6: Contributing to Emergency Preparedness and Response
Contribute to the programme’s emergency preparedness initiatives, and in an emergency situation, adapt his/her working arrangements in order to contribute to an effective humanitarian response from HI.

Job profile requirements:
- Bachelor’s degree in Rehabilitation Sciences (Physiotherapy).
- Minimum 3 years of relevant experience in emergency and/or development contexts.
- Skills in training, coaching, and capacity building.
- Ability to develop assessment tools and informational materials.
- Strong analytical and communication skills.
- Ability to work with partners, civil society organizations, and public authorities.
- Knowledge of referral mechanisms and user-centered approaches.
- Ability to work under pressure with a proactive, adaptable, and solution-focused attitude.
- Location of the position in the Middle Area
