Humanitarian Access & Security Officer
In collaboration with the Humanitarian Access and Security Manager (HASM), the role of the HASO (Atlas Logistique Program) is to facilitate the program's transport operations within Gaza. His/her role is aimed at
- Assessing the access challenges in the different areas,
- Conducting access exploratory missions and build Atlas’ access strategy,
- Help developing proper risk analysis, security frameworks, tools and protocols in place.
The position is directly under the Humanitarian Access and Security Manager based in Gaza and will be in direct collaboration with the Atlas Operations Manager and HAS team.
Atlas Logistiaue is looking at developing its transportation platform in Gaza first in the Middle Area and then to other areas (North and South). For this purpose, the HASO will be required to conduct access assessments and inform communities of Atlas access strategies and movements SOPs.
Responsibilities
- Humanitarian Access and Security Analysis
- Support the development of an access and security context analysis for new operational areas, including:
- Threat identification and mitigation measures.
- Actor mapping of relevant stakeholders to facilitate safe access.
- Go/no go recommendations.
- Collaborate with the HAS Manager to implement a specific strategy to improve humanitarian access in specific areas.
- Continuously analyze the humanitarian context, identifying barriers to access, opportunities for improvement, and key actors.
- Humanitarian Negotiation and Liaison
- Maintain a network of sources relevant to monitoring the security context in areas of operation
- Conduct humanitarian negotiations to support safe access and program implementation.
- Assist in the preparation and conduction of exploratory visits and the opening of new routes.
- Strengthen acceptance of HI and Atlas programs among routes.
- Security Framework Development and Integration
- Help ensure that Atlas-adapted security rules (movement, means, convoyers) are fully integrated into HI's general security framework in Gaza, with the support of the HASM.
- Support operational planning by providing security analyses, recommendations related to staff movements, Atlas personnel, and truck drivers.
- Contribute to the development, updating, and implementation of Atlas security system (procedures, documents, briefings and tools).

Qualifications:
- Bachelor degree or certificate in risk management, international relations or any other discipline relevant to the position.
- Desirable degree or training in humanitarian actions, international security/relations.
Experience:
- At least 2 years previous experience in security or liaison in an INGO/NGO.
- Previous experience in access position for INGOs/NGOs.
- Training in humanitarian negotiation.
- Desirable: experience in fleet management.
- Training in Risk Management.
- Experience in data mapping.
