PURPOSE OF THE POSITION
To provide support to the Human Resources Officer, the Operation Officer and technical staff on human resources procedures implementation, ensure that HR services for staff at the country office are consistent and in accordance with WHO's staff regulations and rules, policies and procedures. He/she provides analysis and monitors needs and requirements to develop and implement flexible solutions in the area of HR. The role supports continuity and quality of service across national and non-staff HR operations and ensures HR services are aligned with WHO’s organizational objectives and Country Cooperation Strategy.
OBJECTIVES OF THE PROGRAMME
To ensure that effective WHO country presence is established to implement WHO country cooperation strategies that are aligned with Member State’s health and development agendas and harmonized with the United Nations country teams.
DESCRIPTION OF DUTIES
The incumbent will be required to perform all or part of the following duties:
- Provide consistent, timely advice and guidance to staff, non-staff, and managers on WHO HR rules, procedures, entitlements, and employment conditions, acting as a focal point for all HR-related queries.
- Brief new staff and consultants on onboarding procedures and entitlements; support separating or reassigned staff with departure formalities and benefits.
- Support the implementation, interpretation, and operationalization of HR policies, identifying compliant and practical solutions to support programme delivery.
- Coordinate the recruitment and contract management of non-staff personnel, including consultants and LICAs, ensuring timely preparation and clearance of contracts and associated documentation in accordance with WHO rules.
- Contribute to the recruitment and selection process of staff by supporting vacancy management, participating in screening and interviews, drafting documentation, and ensuring compliance with procedures.
- Monitor all HR actions in GSM and Stellis, including appointments, extensions, reassignments, and separations, and take timely action to ensure data accuracy and compliance with deadlines.
- Prepare HR reports, compliance monitoring tools, and statistical analyses; contribute to workforce planning and the identification of staffing gaps.
- Support the implementation of performance management processes and tools; guide staff and managers on use of PMDS and follow up on timely completion.
- Act as focal point for WHO HR-related systems and corporate platforms; provide training and troubleshooting support.
- Coordinate with Programme and Finance teams on planning and availability of budget for HR actions for implementation of contract management.
- Contribute to team learning by supporting newly appointed HR Assistants and sharing standardized practices and guidance across the HR team.
- Participate in HR-related projects, inter-agency coordination, and roll-out of new systems if applicable.
- Performs all other related duties as assigned.

REQUIRED QUALIFICATIONS
Education
Essential: University degree in human resources management, public or business administration, Law, social science, or related field.
Desirable: Knowledge of HR policies and practices in the UN Common System.
Experience
Essential: At least one year experience in the field of human resources services.
Desirable: Relevant experience in WHO, the UN System.
Skills
Knowledge of human resources policies, practices and procedures and ability to apply them in the country office setting.
Ability to identify issues, formulate opinions, make conclusions and recommendations.
Ability to write in a clear and concise manner and to convey written information in an effective manner
Sound analytical and organizational skills, with the ability to promote consensus, guide, and advise others
