Purpose of the Position: To provide support for non-communicable disease (NCD) and primary care activities in the WHO Office for occupied Palestinian territory.  This role focuses on monitoring, analysis and control of non-communicable diseases, and development of primary care activities, with a focus on West Bank.

Objectives of the Program and the immediate Strategic Objective: The objective of the Health System and Wellbeing program is to support the Ministry of Health in all areas of health system strengthening: (i) service delivery, (ii) health workforce, (iii) health information systems, (iv) access to essential medicines, (v) financing, and (vi) leadership/governance. The objective of this post is to directly support the implementation of public health activities on non-communicable diseases and primary care.

Organizational context: The incumbent will report to the Service Delivery Officer, under the overall guidance of the Health System Team Lead.  The incumbent will work as a team member collaborating with specialists at Headquarters, Regional and Country Office, and with their WHO NCD officer counterpart based in Gaza strip.  They will support team members in the analysis and implementation of NCD & primary care activities and initiatives, which may include collaboration with counterparts in other UN agencies, donors and academic institutions to support the implementation of NCD & primary care initiatives.

Major Duties and Responsibilities

  1. Maintain good communication and joint work with the Ministry of Health (MoH) and Palestinian National Authority (PA) and other agencies.
  2. Support the development and implementation of WHO’s work with the MoH on non-communicable diseases (NCD), including:
  • Supporting NCD data collection and surveillance activities at facility level
  • Supporting the implementation of NCD activities at health facility level and district level, ensuring that reporting requirements are fulfilled
  • Organizing capacity building activities, including training in NCDs for primary and secondary care health workers, and related community outreach activities
  • Facilitating the work of the NCD technical group and participating in the development of NCD public health guidelines, reports and policies
  • Facilitating the development and implementation of the WHO/MoH anti-smoking agenda
  • Facilitating the development and implementation of the WHO/MoH road safety agenda
  1. Support the development and implementation of WHO’s work with the MoH on primary care, including:
  • Supporting the implementation of primary care monitoring and data collection activities
  • Supporting the implementation of primary care activities at health facility level and district level, liaising with partners, ensuring reporting requirements are fulfilled
  • Organizing capacity building activities, including training for primary care health workers in primary care/family medicine
  • Supporting the revision of the MoH oPt essential health services packages for primary care
  1. Carry out, as needed, other duties in support of WHO’s work in Palestine, with focus on West Bank

  2. Contribute NCD and primary care experience to the organization’s work on cross-cutting areas of service delivery strengthening (including essential health service packages, health workforce recommendations, essential medicines lists, health promotion, primary healthcare approach)

Qualifications

Educational background

Essential:

  • A first university degree in medicine or health related field from a recognized university.

Desirable:

  • Advanced university degree in public health
  • Advanced university degree in medicine or health-related field
  • Postgraduate training in non-communicable diseases and/or primary care. Specialization in an asset.

Functional Knowledge and Skills

  • Demonstrated knowledge of the health system structure and functioning in occupied Palestinian territory, regarding non-communicable diseases and primary care
  • Demonstrated knowledge of technical aspects of non-communicable diseases and primary care
  • Excellent organizational, analytical, time management and inter-personal skills, contributing to a positive team spirit
  • Excellent spoken and written communication skills, with proficiency in Word and Excel
  • Good knowledge of WHO/UN practices, guidelines and proceduresas applicable to health systems, non-communicable diseases and primary care, is an asset
  • Commitment to implementing the goal of a respectful workplace and gender equality by ensuring the equal participation and full involvement of women and men in all aspects of work

Professional experience  

Essential:

  • At least 2 years’ of progressively responsible professional experience in the health sector
  • Clinical experience in non-communicable diseases
  • Clinical experience primary care

Desirable:

  • First-hand working experience at the country level
  • Previous work experience with NGOs or UN agencies

Language Skills

  • English: Expert knowledge: read, write, speak
  • Arabic: Expert knowledge: read, write, speak
