Médecins du Monde (MdM) France is an international medical organization, which has been present in the Palestinian territory since 1995. It operates in the Gaza Strip and the West Bank (WB) through offices located in Jerusalem, Bir Zeit, and Nablus.

MdM is currently looking for a qualified candidate to fill the position of  Finance and HR officer based in Ber Zeit.

EMPLOYMENT CONDITIONS:

  • Contract Type: Fixed Term Contract
  • Duration: 6 months renewable 
  • Starting date: 01/07/2025
  • Job Schedule: Full time
  • Employment: Finance and HR Category 5

MAIN RESPONSIBILITIES

To provide financial and HR support in accordance with procedures laid down for the Palestine Mission and MdM guidelines

WORKING RELATIONSHIPS:

Hierarchical Link: Accounting Manager

Functional Link: HR Manager

Supervisory Responsibilities: Functional supervision of the Cleaners / Finance and Human Resources Assistants

MAIN TASKS AND RESPONSABILITIES:

  • Contributes to good accounting management
  • Manages the cashboxes and updates the bank books
  • Check that the documentation provided is compliant with MdM internal procedures
  • Prepares the documentation for the payment requests
  • Archive all documentation (soft and hard copies) as per MdM procedures
  • Prepares the monthly accounting bundle
  • Makes regular bank reconciliations and cash counts as per MdM procedures
  • Contributes to legal reporting
  • Implements the Human Resources policies and procedures in collaboration with the Human Resources manager / Coordinator
  • Participates on recruitment activities
  • Supports the Human Resources Manager to prepare an onboarding planning
  • Supports in the preparation of work employment contracts and amendments. Ensure employee files are complete, and documents signed and understood by the employees.
  • Makes sure all employees are registered with the necessary administrations and organisms
  • Check that the documentation for Casual Workers submitted by managers is in compliance with national and MdM procedures, make payments and update the Casual Worker database .

  • Prepares the payroll variables and documentation
  • Prepares the timesheets
  • Helps the Human Resources manager to follow that actions plans and annual appraisals are carried out
  • Supports the HR manager to get information on staff health insurance, work accident process, life insurance, pension scheme process and the identification of related organizations
  • Follows up on visas and work permit procedures for internationals
  • Prepares the end of contract documentation
  • Participates to ensure a good Finance and HR cooperation with operational partners for all bases
  • Provides administrative support on request
  • Provides support to the base (on request of the coordinators)
  • Provides support to the coordination team during audits
  • Manages his/her team

CONDITIONS OF THE JOB:

  • Fixed Term contract .
  • Based In Bir Zeit

SKILLS REQUIRED:

Mandatory :

  • Bachelor’s degree in business administration ,Human resources Management ,  Accounting ,Finance or any  related field .
  • At minimum of 2 years in a similar position.
  • Technical expertise:
  1. Experience in implementing Finance and HR procedures
  2. Good understanding of humanitarian principles and ethics
  3. Ability to analyse and handle complex and sensitive information with internal and external stakeholders
  • Languages:
    • Fluent in English
    • Native Arabic, or fluent
  • IT: Mastery of Office 365 and Emails .

Motivation to work in an international structure with colleagues from different cultures and backgrounds at an NGO.

Capable to prioritize and work cooperatively with colleagues at all levels ( Sound teamwork experience)

  • Adaptability

Ability to work in an international structure with colleagues from different cultures and backgrounds

Desirable :

  • Previous field experience with a humanitarian organization skills
  • A minimum of 1 year of work experience with National or international NGOs .
  • Use of previous HR and Finance Software, SAGA a plus
  • Languages:
    • Fluent in English
    • Native Arabic, or fluent
  • Soft Skills: 
    • Sense of initiative and confidentiality.
    • Rigor and organizational skills.
    • Negotiation skills (diplomacy).
    • Good writing and communication skills.
