In Palestine, the objectives of the programs are to limit the medical impact of the restrictions in accessing medical care on the Palestinian population, to improve mental health and psychosocial care and to bear witness to the violations of the right to health.

MAIN OBJECTIVE

The Consortium Manager will oversee and coordinate all aspects of the MHPSS Emergency Response programme in the West Bank. The role ensures effective collaboration across the three MdM chapters, drives quality implementation, manages partnerships, and represents the consortium to external stakeholders.
TASKS AND RESPONSIBILITIES

Under the supervision of the West Bank Projects Coordinator, and in coordination with the teams from the three Médecins du Monde (MdM) chapters involved in implementing the MHPSS ER programme in the West Bank, the MHPSS ER Consortium Programme Manager is responsible for overseeing the programme’s management to ensure high-quality implementation in alignment with MdM’s strategic objectives. This includes managing the MdM Consortium across all three chapters, defining programme objectives based on identified and evolving needs, and incorporating contextual developments to ensure the project's relevance and timeliness.
- Essential Responsibilities and Duties:
Ensure the development and the quality implementation of the MHPSS ER programme implemented by MdM in the WB:
- Facilitate effective collaboration among the three MdM Chapters involved in the implementation of the MHPSS ER programme in the West Bank.
- Lead the strategic planning and coordination of programme development, including drafting proposals and modifications for the MHPSS ER programme.
- Ensure high-quality programme implementation by coordinating the development and review of key programme documents, in collaboration with technical, MEAL (Monitoring, Evaluation, Accountability, and Learning), and operational focal points across the three Chapters. Oversee robust monitoring to ensure programme targets are achieved in alignment with the delivery of quality services.
- Coordinate the reporting process and support MdM communication efforts related to the MHPSS ER programme.
- Manage MdM partnerships, including grants management and the development or review of the Consortium Partnership Agreement.
- In coordination with the senior management teams of the three MdM Chapters involved in the MHPSS ER programme, represent the MdM Consortium in meetings with donors and partners.
- Management of the Consortium Management Unit:
- Lead and manage the Consortium Management Unit, composed of the Communication Officer and the Consortium MEAL Officer. Responsibilities include recruitment, performance appraisals, capacity building, training, work plan development, and day-to-day oversight.
- Collaborate with the MdM Communications Department at Headquarters and the Communication Officer to identify, develop, and produce key communication materials that align with programme and donor visibility requirements.
- Promote a collaborative, inclusive, and supportive working environment among the three MdM Chapters to strengthen cross-chapter coordination and cohesion.
- In partnership with the Communications Department at Headquarters and the MdM MEAL Coordinator, identify professional development needs and support the design and implementation of relevant training or coaching programmes for the Communication Officer and Consortium MEAL Officer.
- Strategic Planning and Programme Development:
- Contribute to the development and ongoing refinement of the MHPSS ER strategy to ensure that MdM’s response and resources remain aligned with evolving needs in the West Bank.
- Ensure that any updates or changes to the MHPSS ER strategy are reflected in the Standard Operating Procedures (SoPs) to maintain consistency and operational clarity.
- Identify and map relevant stakeholders and partners—both local and international—who are active in MHPSS-related work in the West Bank, fostering opportunities for coordination and collaboration.
- In coordination with the technical focal points from the three MdM Chapters, support the planning and implementation of MHPSS assessments to inform programme design and strategic adjustments.
- Lead the coordination and drafting of programme proposals and/or modifications related to the MHPSS ER programme, ensuring alignment with strategic priorities and donor requirements.
- Management of the MdM Consortium implementing the MHPSS ER:
- Lead the drafting and, where applicable, the review of the Consortium Partnership Agreement (PA) signed by the three MdM Chapters.
- In accordance with the governance structure established by the three Chapters, organize and facilitate regular coordination meetings with the teams involved in the implementation of the MHPSS ER programme.
- Ensure the harmonization and consistent application of technical, monitoring, and reporting tools and processes as agreed upon by the three Chapters, in full compliance with the MdM MHPSS ER Standard Operating Procedures (SoPs).
- Promote effective information sharing within the Consortium by:
- Attending regular coordination meetings,
- Circulating minutes of meetings (MoMs),
- Ensuring timely communication and redirection of key information,
- Overseeing the proper archiving of all essential programme documents on the designated SharePoint platform used for monitoring the MHPSS ER programme.
- Quality implementation of the MHPSS ER programme:
- Organize and facilitate key programme events, including kick-off and close-out meetings, as well as regular programme review workshops.
- Coordinate with the technical, MEAL, and operational focal points of the three Chapters to develop and review key programme documents, including Standard Operating Procedures (SoPs), programme management tools, and MEAL documentation.
- Collaborate closely with the teams from all three Chapters to ensure high-quality planning, implementation, monitoring, and evaluation of activities, in accordance with the MHPSS ER SoPs, programme proposal, MEAL plan, work plan, budget monitoring framework, and grants agreement.
- In partnership with the MEAL focal points of the three Chapters and the Consortium MEAL Officer, ensure regular collection, assessment, and analysis of quality data. This data should be systematically recorded in the Monitool to enable effective monitoring and accurate reflection of programme outcomes.
- Promote institutional learning by working with MEAL focal points and the Consortium MEAL Officer to identify lessons learned and best practices. Ensure these insights are translated into action to enhance programme quality and are documented through compiled tools and guidelines developed for the MHPSS ER programme.
- Facilitate inter-chapter engagement through regular visits to both office and field sites of the three MdM Chapters involved in the MHPSS ER programme.
- Provide support to the three Chapter teams in coordinating with external stakeholders, including partners, clusters, and donors.
- External and Internal Reporting:
- Set-up the reporting system of the MdM Consortium: informing the 3 Chapters of the reporting requirements and the reporting schedule, creating reporting processes and tools and planning and coordinating the reporting process.
- Building on inputs from the teams involved in the implementation of the MHPSS ER programme from the 3 Chapters, draft and disseminate the Consortium Monthly Sit Rep reflecting context developments, progress made against the targets, programme and coordination updates, feedback on the MHPSS ER and challenges faced, and solutions found.
- Building on inputs from the teams involved in the implementation of the MHPSS ER programme from the 3 Chapters, draft intervention reports on key MHPSS ER interventions implemented by MdM to be shared with Clusters/MHPSS technical working groups, any relevant partners and if applicable with the donors of the MHPSS ER programme.
- Contribute to the drafting of the mission monthly Sit Rep, providing inputs on the implementation of the MHPSS ER.
- Coordinate the drafting of reports on the MHPSS ER programme for donors in compliance with donors’ requirements.
- Working with the Chapters’ MEAL focal points and Consortium MEAL Officer contribute to reporting to the Protection and Health Clusters and to reporting to the MHPSS Technical Working Groups, at national and governorate levels.
- Communication on the MHPSS ER:
- Working with the Communication Officer and in coordination with the Senior Management Teams (SMT) of the 3 Chapters, in the development of communication and visibility material on the MHPSS ER programme in line with the programme communication strategy and plan. This might include supporting data and information gathering for communication purposes, contributing to the production and the dissemination of communication products and/or participating in communication related events.
- In coordination with the SMT of the 3 Chapters and MdM Advocacy Coordinator, contribute to the implementation of the advocacy initiatives pertaining to the MHPSS ER programme taken by MdM in the WB.
- Work closely with media outlets who express interest in MHPSS ER programme objectives and outcomes
- External Representation:
- Jointly with the SMT of the 3 Chapters representing the MdM Consortium in meetings with donors, clusters, actors and partners, this will include the inclusion of field visits and meetings presenting the programme.

REQUIRED SKILLS AND COMPETENCES
Education:
Mandatory: Bachelor’s degree in Social Sciences, International Development, Public Health, or a related field.
Professional Experience
Mandatory: At least 3 years of experience managing humanitarian programs, specifically in Mental Health and Psychosocial Support (MHPSS), Protection, health or other relevant emergency response sectors.
Mandatory: Experience leading or coordinating multi-agency or consortium-based programs, ideally with NGOs or international partners.
Mandatory: Demonstrated experience in programme planning, implementation, and monitoring, with a proven ability to manage complex project cycles effectively. They should be adept at analysing both quantitative and qualitative data to support programme learning and informed decision-making. Additionally, the candidate must have experience in preparing high-quality donor reports and ensuring compliance with various grant requirements and donor regulations.

Mandatory: Fluent in Arabic and English, both written and spoken.
