MdM is a medical humanitarian NGO. Since 1980, MdM has worked independently around the world to guarantee universal and sustainable access to healthcare.

In Palestine, the objectives of the programs are to limit the medical impact of the restrictions in accessing medical care on the Palestinian population, to improve mental health and psychosocial care and to bear witness to the violations of the right to health.

MAIN OBJECTIVE:

Under the supervision of the MEAL Officer, The Data Entry Clerk will primarily support the Monitoring, Evaluation, Accountability, and Learning (MEAL) activities in various data-related tasks within Medecins du Monde France's operations in the Gaza Strip. The incumbent will serve as a key member of the team, contributing to the efficient functioning of MdM’s activities across different locations. Additionally, they will assist in MEAL Officer in data collection, analysis and reporting process and support both medical and mental health teams in field operations:

SPECIFIC OBJECTIVES

  1. Perform data entry duties at primary health care centers and medical points, ensuring accuracy and timely completion.
  2. Assist the MEAL Officer in various tasks related to Monitoring, Evaluation, Accountability, and Learning initiatives.
  3. Provide support to the medical and mental health teams involved in different projects under the supervision of the MEAL Officer.
  4. Collect data from the field as required, adhering to established protocols and guidelines.
  5. Follow up on data and MEAL activities with local partners and program teams, ensuring alignment with organizational objectives.
  6. Build and maintain databases, including Excel and Moni tool, updating them on a daily basis with relevant information.
  7. Undertake any additional tasks assigned by the MEAL Officer to support the efficient functioning of the department and organization.

TASKS AND RESPONSIBILITIES

Main responsibilities and activities of the [Data Entry] can change according to the organization of the work and to the composition of the team.

  • Data Entry:
  • Accuracy and Timeliness: The Data Entry Clerk will be responsible for accurately inputting data into designated databases or software systems. This includes patient records, medical inventory, survey responses, and any other relevant information. Attention to detail is crucial to ensure data integrity.
  • Efficiency: The Data Entry Clerk should maintain a steady pace of data entry to ensure that information is processed in a timely manner. This may involve organizing and prioritizing tasks based on deadlines and project requirements.
  • Quality Control: Alongside entering data, the clerk should conduct basic quality checks to identify and rectify any errors or discrepancies. This may involve cross-referencing data against source documents or collaborating with colleagues to resolve inconsistencies.
  • Support to MEAL Officer:
  • Task Assistance: The Data Entry Clerk will assist the MEAL Officer in various tasks related to Monitoring, Evaluation, Accountability, and Learning initiatives. This could involve Collecting and compiling data for reports whether from the field and/or by phone, assisting in data analysis, or preparing presentations.
  • Information Management: The Data Entry Clerk may help organize and maintain MEAL-related documentation, such as survey forms, assessment reports, and project evaluations. They may also assist in developing or refining data collection tools and methodologies.
  • Communication: Collaboration with the MEAL Officer requires clear and effective communication. The Data Entry Clerk should be prepared to provide updates on data entry progress, seek guidance on tasks, and relay any challenges or concerns to ensure smooth workflow.

Collaboration:

  • Collaborate with MEAL Staff: The Data Entry Clerk will work closely with the MEAL Officer to ensure data collection, accuracy, and integrity. He will ensure supporting the MEAL activities in the Palestine mission and particularly the Gaza Strip. Ensure support for the reporting process for different donors, clusters, and working groups.
  • Interdepartmental Coordination: The Data Entry Clerk will work closely with the medical and mental health teams, as well as with local partners and program teams, to support data collection efforts and ensure alignment with project objectives.
  • Team Meetings: The Data Entry Clerk should participate in team meetings and discussions sharing insights, exchanging feedback, and contributing ideas for improving data management processes. This active engagement will foster a collaborative work environment and enhance overall project outcomes.

Documentation:

  • Record Keeping: The Data Entry Clerk should maintain accurate documentation of all data entry activities for accountability and transparency endeavors. He should keep detailed records of data sources, entry dates, sources of verifications, and any modifications made to the database.
  • Version Control: In cases where multiple versions of a dataset exist, the Data Entry Clerk should implement version control measures to track changes and ensure the most up-to-date information is being used for analysis and reporting.
  • Archiving: Proper archiving of data and documentation is necessary for long-term storage and retrieval. The Data Entry Clerk may be responsible for organizing digital or physical archives in accordance with MdM’s policies and procedures.

Quality Assurance:

  • Data Validation: The data entry Clerk should ensure the accuracy and reliability of data to maintain data quality. He should implement regular data quality checks and validation checks to identify errors or anomalies and take corrective action as needed.
  • Compliance: The data entry Clerk must adhere to data protection regulations and organizational guidelines for maintaining data integrity and safeguarding sensitive information. He should stay informed about relevant policies and procedures to ensure compliance. This includes upholding data confidentiality and security protocols.
  • Continuous Improvement: The Data Entry Clerk should actively seek feedback, evaluate existing workflows, and propose enhancements to optimize data management practices. These quality assurance activities aim to identify areas for improvement and implement corrective measures.

OTHERS

  • Give suggestions to improve the functioning of MdM activities including data collection and analysis, medical and MH activities.
  • Perform monitoring field visits to the project activities and develop reports reflecting the output of these visits.
  • Participate in the loading and unloading of the vehicles and the setting up of the mobile clinics.
  • Support the accountability mechanism by sharing and distributing the accountability cards and responding to the complaints and feedback physically and by phone.
  • Be flexible in performing his/her duties to ensure that beneficiaries are getting good quality services.
  • Demonstrate attention to detail, strong organizational skills, and the ability to work effectively in a dynamic and fast-paced environment.
  • Adhere to confidentiality protocols and maintain professionalism in all interactions.
  • Support building a healthy environment at work and ensure proper communication with all levels within MDM and stakeholders.
  • Travel to different locations within the Gaza Strip as needed.
  • Inform immediately the security focal point in case of any security problem in the field.

REQUIRED SKILLS AND COMPETENCES 

Education:

  • Mandatory: Bachelor's degree or Diploma in one of the following fields (Medical Secretary, Health Administration, Information Systems, Business Administration, or any related field) or any other related field

Experience:

  • Mandatory: a minimum of [2] years of experience in data entry, preferably in humanitarian aid settings.
  • Mandatory: I/NGO experience / etc.
  • Desirable: Experience in data entry related to healthcare provision
  • Desirable: previous experience working in a clinic or healthcare center

Languages:

  • Mandatory: Strong communication skills in English and Arabic (both written and spoken).

Computer Skills:

  • Mandatory: Solid experience in using Microsoft Excel at an advanced level (including pivot tables, conditional formatting, and formulas).
  • Mandatory: Proficiency in MS, ERP, others
  • Desirable: familiarity with data entry software and databases

Soft Skills:

  • Ability to work independently and collaboratively within a multidisciplinary team
