Background
Medical Aid for Palestinians (MAP) is a UK-registered charity that has been reaching out to the Palestinian communities, striving to deliver health and medical care to those worst affected by conflict, occupation, and displacement. MAP provides immediate medical aid to those in need at times of crisis, while also developing local capacity and skills to ensure the long-term development of the Palestinian healthcare system. MAP’s vision is of a future in which all Palestinians can access an effective, sustainable, and locally led system of healthcare and the full realization of their rights to health and dignity.
As part of MAP’s capacity building efforts for our local partners, MAP wishes to work with an experienced and professional consultant to help develop capacity and establish robust policies and plans for our local partner organizations.
Medical Aid for Palestinians (MAP) works in partnership with local organizations to strengthen community health and wellbeing, particularly in times of crisis. Two of MAP’s community-based partners, Kay La Nansa Association in Jenin and Al Awda Center for Childhood and Youth in Tulkarm, have identified the need for targeted capacity development in strategic planning and fundraising.
- As part of its commitment to building the institutional capacity of local partners, MAP is seeking an experienced consultant to support two key organizations: Kay La Nansa Association has requested support in updating its strategic plan to better reflect the current context and to include more structured and responsive emergency interventions.
- Al Awda Center is seeking support in developing a context-specific, structured fundraising policy that reflects its dual dependence on institutional donors and individual contributions.
Below is a brief description of each partner’s main areas of operation, mission, and vision:
- Kay La Nansa Association: The Women's Not to Forget organization is a Palestinian non-profit women's NGO that was founded by a group of Palestinian feminists with extensive experience in civil and women's work. The organization was established in response to the brutal massacre committed by the Israeli occupation army in Jenin camps in 2002, and its name serves as a reminder of this tragic event to ensure that the victims are not forgotten. One of the primary objectives of the organization is to address the lack of psychological intervention services available to women and children who have been affected by traumatic events. Mission of Not to Forget Women’s Society in Jenin is to empower and support refugee women and children in the community. This involves developing their skills and abilities to participate in various aspects of social, political, and economic life, with the aim of improving their overall psychological, social, and health well-being. The organization’s vision to create a society of effective and entrepreneurial Palestinian women who lead their communities, preserve their values, enhance their capacities, and utilize their resources for sustainable development.
- Al Awda Center for Children and Youth: Al Awda Center is a community-based organization based in the Tulkarm Refugee Camp. The center works in many areas, including providing much-needed services for children with disabilities in the camp through their designated center, supporting the health and wellbeing of camp residents through providing primary healthcare services for those unable to access health services otherwise, and working with youth in the camp through diverse community development initiatives. The center’s mission is working in the cultural, social, and health fields through providing opportunity for creativity and innovation for reaching social justice. Their vision is an independent Palestinian society, which respects values and morality, and seeks social justice.
Purpose of the Consultancy
The purpose of this consultancy is to support both partners (Kay La Nansa and Al Awda Center) through targeted organization development, enabling both partners to strengthen internal planning and resource mobilization systems that are responsive to their evolving context and strategic priorities
Objectives
For Kay La Nansa (Jenin):
- Conduct a rapid review of the existing strategic plan and organizational priorities.
- Facilitate participatory workshops with staff and board members to reflect on goals, challenges, and context shifts.
- Help integrate structured emergency preparedness and response mechanisms into the updated strategy.
- Finalize an updated, actionable strategic plan (2025–2028) with clear objectives, indicators, and assigned roles and responsibilities.
For Al Awda Center (Tulkarm):
- Conduct a needs assessment related to current fundraising practices, sources, and gaps.
- Facilitate consultations with relevant stakeholders to identify sustainable approaches.
- Draft a fundraising policy that includes:
- Vision and principles
- Strategies for institutional and individual fundraising
- Ethical considerations and donor engagement
- Internal mechanisms for implementation and monitoring
- Establish realistic short- and long-term fundraising targets aligned with organizational capacity and strategic direction
Scope of Work
The consultant will be responsible for:
- Preparing a brief inception report and workplan (including methodology and timeline)
- Conducting field visits to Jenin and Tulkarm to hold meetings and sessions with the partners
- Facilitating at least 3 workshops per organization
- Drafting, revising, and finalizing deliverables based on partner and MAP feedback
- Ensuring all materials and outputs are submitted in the appropriate language and format as required by each partner and MAP
Deliverables
- Inception Report (including methodology and workplan)
- Updated Strategic Plan for Kay La Nansa (in Arabic) (2025-2028) including emergency preparedness
- Fundraising Policy Document for Al Awda Center (in Arabic): structured fundraising framework and implementation guide.
- Session documentation: workshop summaries, participant lists, key discussion points.
- Final Report (in English): summary of process, recommendations, feedback, and lessons learned

Required Qualifications
- Proven experience in strategic planning facilitation and organizational development
- Demonstrated expertise in emergency preparedness planning (preferably in the humanitarian or health sector)
- Experience in developing fundraising strategies and policies for NGOs
- Knowledge and experience in the nature of operation of small community-based organizations
- Excellent facilitation and communication skills in Arabic; reporting capacity in English
- Strong understanding of the Palestinian civil society and donor landscape.
- Experience working with feminist or rights-based organizations is an asset.
