Consultant to Help Draft and Update HR and Fundraising Policies
Medical Aid for Palestinians (MAP) is a UK-registered charity that has been reaching out to the Palestinian communities, striving to deliver health and medical care to those worst affected by conflict, occupation, and displacement. MAP provides immediate medical aid to those in need at times of crisis, while also developing local capacity and skills to ensure the long-term development of the Palestinian healthcare system. MAP’s vision is of a future in which all Palestinians can access an effective, sustainable, and locally led system of healthcare and the full realization of their rights to health and dignity.
As part of MAP’s capacity building efforts for our local partners, MAP wishes to work with an experienced and professional consultant to help develop capacity and establish robust policies and plans for our local partner organizations.
Medical Aid for Palestinians (MAP) works in partnership with local organizations to strengthen community health and wellbeing, particularly in times of crisis. Art to Heart, MAP’s partner in Nablus, works to empower persons with disabilities and marginalized groups in Palestine socially, psychologically and economically through inclusive participatory arts, artistic and cultural practices. They create a safe and stimulating environment for creativity that celebrates talents, promotes social integration, and contributes to raising public awareness of people with disabilities’ issues and transmitting them to decision-makers and policy makers.
MAP is requesting support from a consultant to work with its partner, Art to Heart, on the following:
- Evaluating and updating Art to Heart’s Human Resources policy to be more accommodating to team members’ needs, and to prioritize skill-building and fair treatment.
- Developing a tailored and strategic fundraising policy that is responsive to the local context, identifies funding priorities and methods, and aligns with the organization’s values and operational capacity.
Scope of Work
The consultant will be expected to:
HR Policy Support
- Review the current HR policy in full.
- Identify gaps, inconsistencies, and areas for improvement.
- Ensure compliance with relevant local labor laws and partner requirements.
- Engage with Art to Heart staff and management to gather feedback and understand organizational needs and challenges.
- Revise and present a comprehensive, updated HR policy with clear procedures and templates where necessary.
Fundraising Policy Development
- Conduct a needs assessment related to current fundraising practices, sources, and gaps.
- Facilitate consultations with relevant stakeholders to identify sustainable approaches.
- Draft a fundraising policy that includes:
- Vision and principles
- Strategies for institutional and individual fundraising
- Ethical considerations and donor engagement
- Internal mechanisms for implementation and monitoring
Deliverables
- Inception Report (including methodology and workplan)
- Updated HR policy and procedures
- Updated Fundraising policy
- Supporting documentation for all sessions held with the partner and stakeholders
- Brief Final Report (in English) summarizing the process, recommendations, and lessons learned
Timeline
- Estimated level of effort: 20 working days over 2 months.

Required Qualifications:
- Minimum 5 years of experience in human resources or organizational development, preferably in NGOs or social enterprises.
- Experience developing HR policies aligned with local labor laws and international standards.
- Demonstrated success in designing fundraising policies or strategies for civil society organizations.
- Excellent facilitation and communication skills in Arabic; strong report writing skills in English.
- Familiarity with disability inclusion and rights-based approaches is a plus.
