I-Background on ACTED
ACTED is an international NGO registered in France. ACTED’s vocation is to support vulnerable populations affected by wars, natural disasters and/or economic and social crises, and to accompany them in building a better future. ACTED started its activities in the occupied Palestinian territory (oPt) in May 2007. ACTED is currently implementing projects covering multiple humanitarian / development sectors, funded by of a variety of international donors, which aim at protecting vulnerable households and strengthening civil society actors across the oPt. ACTED oPt offers a dynamic, rigorous and knowledge-orientated working environment.

In the occupied Palestinian territory, ACTED is both committed to humanitarian assistance and long-term development. ACTED strives to strengthen the economic capacities of communities, consolidate civil society organisations, and provide emergency assistance to the most vulnerable, rural communities in the West Bank, East Jerusalem and Gaza. ACTED currently seeks a Partnership Officer for its humanitarian operations in Gaza.

III-Position Profile
Reporting & Documentation
- Follow-up on and review monthly reports submitted by IPs.
- Contribute to the drafting of interim and final narrative reports in line with donor requirements.
- Systematically communicate progress updates, IP documentation status, and compliance matters to the Project Development and Program teams.
- Accurately record and manage all project-related documentation, including meeting minutes, databases, attendance sheets, assessment reports, and photos, ensuring both hard and soft copies are properly filed.
- Provide ad hoc translation support for documents such as reports, meeting minutes, beneficiary lists, and visibility elements, as requested by the line manager.
- Identify and document lessons learned and best practices emerging from the sub-granting process.
- Promptly report any challenges or concerns related to partners to the Project Development Manager and Project Managers.
- Help the team to adapt to contextual challenges
Grants management, implementation and compliance
- Coordinate with IPs, CBOs and CSOs on drafting, developing, and reporting of awarded sub-grants.
- Ensure all supporting documents submitted by the IPs are aligned with and compliant to Acted’s procedures.
- Facilitate the grant approval process and support post-award compliance efforts.
- Conduct regular spot-checks on project documentation to verify the accuracy of partner reporting.
- Ensure compliance with both Acted and donor procedures, including visibility guidelines, throughout the grant cycle.
- Follow up with implementing partners to ensure implementation timelines align with contractual targets and approved workplans.
- Support MEAL teams in monitoring and evaluation of project implementation.
- Support the finance team in reviewing and following-up on partners’ financial management of sub-grants.
- Assist the finance team in liaising with partners on matters related to financial reporting, cash forecasts, and monthly cash requests.
Planning & Coordination
- Support the Project Managers in developping workplans for project implementation, with a focus on information management activities.
- Attend and organize regular coordination meetings with team members and partners to ensure alignment and consistency.
- Maintain close liaison with other team members to ensure consistency and coordination of activities.
- Assist the line manager in identifying areas for program improvement and contribute to strategic planning efforts.
- Help the team to adapt to contextual challenges
- Share relevant updates and information to feed presentations to donors
Capacity Building
- Facilitate training sessions and workshops for IPs on key topics including humanitarian principles, AAP, and vulnerability-based targeting, as well as donor and reporting requirements.
- Demonstrate a commitment to continuous learning by participating in trainings and identifying capacity-building opportunities in coordination with the line manager, technical coordinator, and HR department.

IV- Qualifications and Skills:
- Master Level education in a relevant field such as International Relations, Development or Political Science;
- 2-5 years previous work experience in a relevant position;
- Previous related work experience, with knowledge of partnership development and management particularly with local organizations, of reporting, and grants management;
- Knowledge of the humanitarian aid system and ability to understand the donors systems;
- Strong oral and written communication skills, analytical skills;
- Excellent skills in written and spoken English and Arabic;
- Strong coordination and interpersonal skills;
- Ability to work well under pressure in a difficult environment;
- Good team spirit and ability to work with diverse profiles;
- Good command of the MS Office suite.
