Humanitarian Access & Security officer

For a period of 12 months with possibility of extension

General Objective:

Under the direct supervision of the Head of Base (HoB) and in close coordination with the Area Managers and Logistics Manager, the Humanitarian Access and Security Officer will support the day-to-day management of safety, security, and access for ACF operations in the West Bank. The role aims to ensure the safe and timely delivery of humanitarian assistance by actively contributing to risk analysis, mitigation measures, and security protocols. The Officer will work closely with internal departments and liaise with relevant external stakeholders to safeguard ACF staff, partners, assets, and operations.

Key Activities:

 

Key Objectives of the Position:

Objective 1: Monitor, Analyze, and Disseminate Context and Security Information (30%)

  1. Continuously monitor the security and access situation across the West Bank (including Area C, refugee camps, and hotspots) using various sources and field input.
  2. Maintain a strong network of internal and external stakeholders, including NGOs, UN agencies, local authorities, and community leaders.
  3. Produce regular security updates, incident reports, and context analyses to inform ACF operations and mitigate risks.

Objective 2: Provide Operational Support to Project Security Management and Staff Safety (40%)

  1. Review and adapt local security procedures (LSOPs) to evolving risks in project areas.
  2. Support safe staff movement and field operations by developing area-specific safety plans and access protocols.
  3. Conduct safety audits, manage incident reporting, and ensure compliance with emergency procedures.
  4. Train and brief staff and partners on security awareness and access-related risks.
  5. Track daily field movements; intervene as needed to resolve access issues in collaboration with UNDSS, ASU, and local coordination actors.
  6. Maintain updated access tracking systems and response protocols for sudden closures or escalation events.
  7. Ensure all staff are oriented and compliant with base security procedures. Support the Head of Base in reinforcing these protocols through regular field follow-ups.
  8. Deliver tailored security and access briefings, workshops, and refreshers for ACF staff and partners—focusing on operating safely in contexts of settler aggression, movement restrictions, or raids in camps.

Objective 3: Lead and Operationalize ACF’s Humanitarian Access Strategy (30%)

  1. Design and operationalize access strategies aligned with local dynamics and operational priorities in the North, Middle, and South of the West Bank.
  2. Provide technical support on humanitarian access and security to the Head of Base and coordination teams.
  3. Coordinate stakeholder engagement and maintain updated contact lists of key security actors and emergency services.

Objective 4: Training and capacity building

  1. Develop and deliver tailored security and access training (especially in Arabic) to ACF staff and partners.
  2. Strengthen staff awareness and preparedness for context-specific risks through ongoing training, refreshers, and field support

Job Requirements

Profile of the Candidate:.

  • Familiarity with the local context, stakeholders, and dynamics in the West Bank.
  • Degree in Security, Safety, Risk Management, International Relations, or a related field.
  • Training in humanitarian access, negotiation, or security risk management is highly desirable.
  • Familiarity with global safety and security standards, humanitarian principles, and duty of care.
  • Proven knowledge of security risk assessment methodologies, incident reporting, and access protocols.
  • Experience applying security management tools and procedures in complex humanitarian environments.
  • Strong command of Microsoft Excel and familiarity with humanitarian notification systems.
  • Proficiency in MS Office Suite (Word, PowerPoint, Outlook, etc.).
  • Strong understanding of the West Bank context, particularly in volatile areas (Area C, refugee camps, etc.).
  • Understanding of gender, protection, and inclusion mainstreaming in humanitarian contexts.
  • Minimum 2 years of experience in access and security roles, including risk assessments, staff/goods movement management, and field presence in volatile areas.
  • Minimum 1 year of experience in humanitarian access support and liaison with external actors (e.g., local authorities, NGOs, UN).
  • Experience working in emergency settings or highly fluid environments is required.
  • Previous experience with ACF is an advantage.
  • Experience in staff training and security awareness raising is essential.
  • Fluency in both Arabic and English is required (spoken and written).
  • Flexibility and willingness to travel in West Bank and stay overnight.
  • Competence in Microsoft Office Suite
