Job Title: Finance and Accounting Officer

Location: Gaza Strip

Contract Type: Full-time (project-based)
Duration: Based on project timeframe, with potential for extension (based on performance and funding availability)

  1. Job Purpose Summary and Objectives

The Finance and Accounting Officer will ensure sound financial management of the Gaza Emergency Response project, ensuring transparency, accountability, and compliance with PARC's internal policies, donor/ partners regulations (including ECHO, Oxfam, CARE and others), and local laws. The role entails maintaining accurate financial records, processing financial transactions, preparing reports, and supporting audits. The position is critical in ensuring that project funds are used effectively to maximize impact and meet the humanitarian needs of affected communities in Gaza.

  1. Roles and Responsibilities
  • Maintain financial control systems and ensure proper financial documentation of all project transactions.
  • Ensure compliance with donor financial requirements, PARC’s financial policies, and local financial regulations.
  • Assist in budget planning, monitoring, and forecasting in coordination with program and finance teams.
  • Prepare and submit monthly, quarterly, and final financial reports in accordance with donor and internal deadlines.
  • Support internal and external audits through timely submission of supporting documentation and audit schedules.
  • Liaise with banks, suppliers, and other external stakeholders for financial transactions related to the Gaza Emergency Response.
  1. Main Tasks and Duties
  • Record and reconcile project financial transactions in the accounting system.
  • Review and process payment requests, purchase orders, invoices, and staff reimbursements.
  • Monitor cash flow and bank account balances to ensure sufficient funds are available for project operations.
  • Prepare monthly bank reconciliations and petty cash counts.
  • File and archive supporting documents in compliance with donor and internal audit standards.
  • Support procurement processes by verifying vendor invoices and ensuring proper documentation.
  • Assist in payroll processing for project staff, ensuring accurate deductions and timely disbursement.
  • Collaborate with program teams to track budget utilization and flag any variances or risks.
  • Support preparation of donor financial reports and input into project reporting frameworks.
  • Contribute to the continuous improvement of financial systems, tools, and procedures.

Job Requirements
  1. Required Academic Qualifications
  • Bachelor's degree in Accounting, Finance, Business Administration, or a related field.
  • A professional certification (e.g., CPA, CMA) is an asset but not required.
  1. Required Experience
  • Minimum of 3-5 years of experience in accounting or finance, preferably within an NGO or international donor-funded project.
  • Proven experience in financial reporting, budget monitoring, and working with external audits.
  • Experience working in humanitarian/emergency response contexts is highly desirable.
  • Prior work with ECHO, EU, or INGO partners (e.g., Oxfam) is a strong advantage.
  1. Skills Required for the Job

Technical Skills:

  • Strong knowledge of accounting principles and financial reporting standards.
  • Proficiency in accounting software (e.g., ERP systems).
  • Knowledge of donor compliance and budget management tools.
  • Familiarity with Palestinian taxation and labor law is an asset.

Languages Required:

  • Proficiency in Arabic (spoken and written).
  • Good command of English, especially financial and technical terminology.

Work Environment:

  • Based in Gaza City with potential field visits to project implementation sites.
  • Requires the ability to work in challenging and volatile contexts.
