Job Title: Technical Coordinator –Livelihoods

Location: Gaza Strip
Reports to: Program Director
Contract Type: Full-time – Project-based
Project: Gaza Emergency Response
Duty Station: Gaza Field Office
Duration: Based on project timeframe, with potential for extension (based on performance and funding availability)

  1. Job Purpose Summary and Objectives

The Technical Coordinator – SMEs and Livelihoods will lead the technical design, planning, and implementation of activities related to small and medium enterprises (SMEs), micro-business recovery, and sustainable livelihoods within the Gaza Emergency Response Program. The role ensures that interventions are market-driven, inclusive, conflict-sensitive, and aligned with donor and humanitarian standards, with a strong focus on women's economic empowerment and youth inclusion.

The coordinator will work closely with partners, local stakeholders, community-based organizations, and targeted beneficiaries to provide technical guidance, ensure quality assurance, and support capacity development across the project’s livelihoods components.

  1. Roles and Responsibilities
  • Serve as the technical focal point for all SMEs and livelihood activities under the project.
  • Contribute to the strategic direction and technical planning of the emergency response and recovery interventions.
  • Provide mentorship and technical support to field staff, local partners, and implementing actors.
  • Lead market assessments, value chain analysis, and feasibility studies for income-generating activities.
  • Coordinate with relevant clusters, government ministries, and local private sector actors.
  • Ensure gender, protection, and social inclusion are mainstreamed throughout project design and delivery.

 

  1. Main Tasks and Duties
  • Design and supervise SME support packages, including grants, business development services, and mentoring.
  • Facilitate the development of business plans with selected beneficiaries and provide follow-up technical coaching.
  • Monitor and evaluate livelihood interventions, documenting lessons learned and best practices.
  • Liaise with financial service providers and vendors to support the delivery of cash grants or in-kind assistance.
  • Ensure quality and timely reporting (technical, narrative, and financial) in line with EU and Oxfam guidelines.
  • Develop tools and indicators for tracking the progress and impact of livelihood activities.
  • Contribute to procurement plans, TORs, and technical specifications relevant to livelihoods programming.
  • Organize training workshops and peer exchanges for local staff and community stakeholders.
  • Identify risks, propose mitigation strategies, and escalate challenges to senior management when needed.

Job Requirements
  1. Required Academic Qualifications
  • Bachelor’s degree in Economics, Business Administration, Agricultural Economics, Development Studies, Engineering, or related field.
  1. Required Experience
  • Minimum of 5 years of experience in livelihoods, economic recovery, or SME development in humanitarian or development settings.
  • Proven experience working in emergency and post-crisis contexts, preferably in the Gaza Strip.
  • Demonstrated track record of successful coordination and implementation of enterprise support programs.
  1. Skills Required for the Job

Technical Skills:

  • In-depth understanding of enterprise development, market systems approaches, and livelihood frameworks.
  • Proficiency in designing and facilitating business training and coaching programs.
  • Familiarity with cash-based interventions and market-based programming.
  • Ability to conduct market analysis, value chain assessments, and risk mapping.

Behavioral Skills:

  • Strong leadership and coordination abilities.
  • Excellent interpersonal and negotiation skills.
  • High level of cultural sensitivity and conflict awareness.
  • Problem-solving and analytical thinking.
  • Commitment to community-driven and participatory approaches.

Computer Skills:

  • Proficiency in MS Office Suite (Word, Excel, PowerPoint, Outlook).
  • Experience with project management tools and data visualization software is a plus.
  1. Other Requirements

Languages Required

  • Fluency in Arabic.
  • Proficiency in English (professional writing and speaking level required for donor communication and reporting).

Gender Aspects

  • Demonstrated understanding of and commitment to child safeguarding and protection from sexual exploitation and abuse (PSEA).
  • Good knowledge of gender and inclusion principles.

Work Environment

  • Understanding of operating in conflict or highly insecure environments.
  • Field-based position with frequent travel to project sites within the Gaza Strip if required.
  • Requires the ability to work in challenging and volatile contexts.
