- Job Purpose Summary and Objectives
The Procurement and Logistics Officer is responsible for the efficient implementation of procurement and logistics functions related to the Gaza Emergency Response Projects. This role ensures that all goods and services required for project implementation are acquired in a timely, transparent, and cost-effective manner, while maintaining full compliance with PARC’s procurement policies and donor regulations. The officer also oversees logistics operations including transportation, warehousing, and fleet management to support effective emergency response.
- Roles and Responsibilities
- Ensure procurement activities are conducted in accordance with PARC and donor guidelines.
- Support the Gaza Emergency Response team with timely procurement and delivery of goods and services.
- Ensure that logistics processes including fleet, asset, and warehouse management are functioning smoothly.
- Maintain proper documentation and archiving of all procurement and logistics transactions.
- Collaborate with technical teams, finance, and MEAL units to ensure alignment and accountability.
- Actively contribute to safeguarding principles and adherence to Core Humanitarian Standards (CHS).
- Main Tasks and Duties
Procurement:
- Prepare and update procurement plans in coordination with project and logistics teams.
- Launch and manage RFQs, RFPs, and ITBs ensuring fair and transparent processes.
- Conduct supplier evaluations and maintain an up-to-date supplier database.
- Ensure proper procurement documentation (Purchase Requests, Purchase Orders, Contracts, etc.).
- Coordinate with finance to ensure timely payment to suppliers.
- Monitor contract implementation and track supplier performance.
Logistics:
- Ensure the proper reception, storage, and distribution of items.
- Coordinate transportation and delivery of goods to field locations.
- Supervise inventory management and maintain stock records using proper tools.
- Conduct periodic stock-taking and verify physical inventory against records.
- Manage PARC’s fleet of vehicles ensuring maintenance, fuel records, and usage logs.
- Assist in emergency logistical planning and rapid procurement for urgent needs.
Compliance and Reporting:
- Maintain accurate procurement and logistics records and files.
- Support in preparing audit documentation.
- Submit monthly procurement and logistics reports.
- Ensure adherence to donor-specific requirements and PARC procurement manual.

- Required Academic Qualifications
- Bachelor’s degree in Business Administration, Supply Chain Management, Logistics, Engineering, or a related field.
- Professional certification in procurement and logistics (e.g., CIPS, SCM, or equivalent) is an asset.
- Required Experience
- Minimum of 5 years of relevant experience in procurement and logistics within humanitarian or development organizations.
- Experience working in emergency response settings or under donor-funded projects (e.g., ECHO, Oxfam, CARE, UN agencies) is highly desirable.
- Familiarity with Gaza context and operational challenges is essential.
- Skills Required for the Job
Technical Skills:
- Strong understanding of procurement principles and tendering processes.
- Knowledge of supply chain and asset management.
- Experience with warehouse and fleet management.
- Proficiency in procurement software (e.g., procurement modules of ERP systems).

- Based in Gaza with potential field visits to project implementation sites.
- May require extended hours during peak reporting periods or emergencies.
- Demonstrated commitment to humanitarian principles and values.
- Experience in working with local suppliers and understanding of Gaza market dynamics.
- Understanding of operating in conflict or highly insecure environments.
