The Role
The purpose of this role is to collaborate with the WASH program team to help improve the health and well-being of Palestinian communities affected by crisis, poverty, and injustice. The selected candidate will provide technical support to ensure the effective planning, implementation, and monitoring of water, sanitation, and hygiene (WASH) service delivery.
This includes overseeing construction activities to ensure they are completed in line with agreed specifications, quality standards, and project timelines, as well as ensuring proper maintenance of constructed facilities throughout the contract period. The role also involves responding to the urgent WASH needs of vulnerable communities affected by conflict in the Gaza Strip, ensuring that interventions are implemented in a timely, efficient, and high-quality manner.

What we are looking for
ESSENTIAL
- It is desirable that you are, Civil, or Water Engineering degree qualified (or other relevant qualification) and have a strong background in professional working experience with ideally in implementing WASH interventions/construction including WASH facilities and public health promotion works. Experience could substitute for a formal qualification, but not vice versa
- Over 5 years of proven relevant experience as a Civil, Water and sanitation engineering, and WASH activities management.
- Proven experience in the construction and rehabilitation of water desalination, water wells and wastewater treatment plants as well as Civil and electrometrical elements.
- Proven experience in working with and/or management of local WASH NGOs under WASH projects.
- Proven experience in data analysis, information management and reporting
- Team and site project management experience.
- The ability to present concise reports, sometimes at short notice.
- Respect to high diversity in the team and good interpersonal skills
- Ability of working with local partners and an understanding of community-based and gender-sensitive approaches to water and sanitation work.
- The ability to manage and supervise partners, consultants and contractors.
- Fluency in Arabic, spoken & written. Good spoken and written English is essential.
- Proficiency in Microsoft office, MS project, and AutoCAD.
DESIRABLE
Knowledge of other sectors – Protection, Gender, food security, livelihoods, policy and advocacy
Ability to work on own initiative and as part of a team
Commitment to the beliefs, aims and objectives of Oxfam
Demonstrated experience of integrating gender into programming.
What we offer
The employee will be contracted by Oxfam with a competitive, fair and comprehensive pay and benefits package that is justifiable to our donors. Salary range starts at 104,787 ILS gross per annum, for a 40-hour contract. Salary offered will be subject to funding available and competences.
