ABOUT PROSPER PROJECT
PROSPER is a five-year project (2025–2030) funded by the Government of Canada and implemented by Cowater International in partnership with relevant local stakeholders. The project aims to enhance economic resilience and prosperity for vulnerable groups, particularly women and female youth, in the agribusiness and renewable energy/energy efficiency (RE/EE) sectors in the West Bank. PROSPER strengthens inclusive economic participation by equipping women and youth with essential employability skills, access to resources, and market opportunities, enabling them to engage effectively in sustainable and climate-resilient economic activities.
POSITION SUMMARY
Cowater International is seeking a locally engaged RE/EE Specialist, based in Ramallah, to provide technical leadership across all renewable energy and efficiency interventions within the PROPSER Project. Reporting directly to the Technical Manager, the RE/EE Specialist will ensure the quality design, implementation, and monitoring of RE/EE activities, including technical assistance, capacity-building, and pilot projects.
The RE/EE Specialist will collaborate with institutional partners (e.g., PENRA, PERC), private sector actors, technical experts, and project beneficiaries, particularly women and youth and other key stakeholders, to deliver innovative green energy solutions that enhance inclusive economic development and resilience for women and youth. The RE/EE Specialist will also contribute to monitoring, evaluation, knowledge generation, communications and reporting activities, ensuring all interventions reflect principles of gender equality and environmental sustainability.
KEY RESPONSIBILITIES
Management and Coordination
- Lead the design, planning and oversight of all RE/EE activities, ensuring alignment with the Project Implementation Plan (PIP), Annual Work Plan (AWP), and PROSPER’s technical, environmental and gender equality strategies.
- Coordinate with government counterparts (e.g., PENRA, PERC), local government units, private sector stakeholders, and service providers to support policy reform, capacity building, and deployment of RE/EE infrastructure.
- Supervise consultants and service providers engaged in the design and implementation of solar energy, energy storage, and agri-voltaic systems.
- Contribute to project planning, budgeting, and reporting to ensure timely, high-quality and inclusive RE/EE implementation.
- Participate in the review and selection of grantees for RE/EE solutions, ensuring technical quality and gender responsiveness.
- Conduct field visits and gather feedback from partners and beneficiaries to verify and triangulate reported findings.
- Build and maintain strong working relationships with key stakeholders, including beneficiary engineers, women-led MSMEs, local communities, and government agencies, to foster collaboration, ownership and knowledge exchange.
- Contribute to semi-annual and annual reporting on RE/EE results and lessons learned.
Technical Responsibilities
- Provide technical guidance on the development and piloting of agri-voltaic solar farm models, including feasibility studies, procurement processes, and operational planning.
- Lead technical assistance to PENRA and PERC to implement inclusive Net Billing and energy storage policies.
- Oversee training, TA, and mentoring programs for energy engineers and partners on RE/EE technologies and infrastructure maintenance.
- Support the design and implementation of RE/EE Ambassador programs, engaging female and male youth in awareness-raising and skills development.
- Oversee the provision of RE/EE technological solutions to women-led MSMEs, including SPV systems, energy-efficient upgrades, and pilot innovations (e.g., wind or biogas).
- Support financial institutions and service providers in developing and promoting gender-responsive green financial products.
- Collaborate with local universities and a Canadian academic partner to upgrade post-secondary study plans for energy-related disciplines, ensuring alignment with private sector demands, gender-responsive practices, and RE/EE market needs.
- Lead the coordination with the Engineers Association to develop and implement a specialized qualification programme for RE/EE engineers, including curriculum design, capacity building for trainers, and rollout of the initial training cycles.
- Contribute to cross-sectoral initiatives, such as energy-for-agriculture models, CSA integration, and community energy awareness campaigns.
- Ensure the sustainability, replicability, and gender-responsiveness of all RE/EE interventions through ongoing technical advice and documentation.
MONITORING, EVALUATION AND LEARNING (MEL) RESPONSIBILITIES
- Support the MEL team in baseline and endline assessments related to RE/EE interventions, energy access, and productivity outcomes.
- Contribute to tracking outputs and outcomes aligned with the project’s logic model and performance measurement framework.
- Document and help produce evidence-based mini case studies, technical briefs, and success stories in collaboration with the Communications and MEL teams.
- Provide technical feedback to inform adaptative management and future RE/EE programming and policy engagement.
Other Duties
- Perform any other tasks as assigned by the Technical Manager and/or Team Leader to support successful project delivery.

- Bachelor’s degree in Renewable Energy, Electrical Engineering, Environmental Engineering, or a related field; Master’s degree preferred.
- Minimum of ten (10) years of professional experience in renewable energy, energy efficiency, or green technology sectors, preferably within development projects.
- Demonstrated expertise in solar photovoltaic (PV) systems, energy storage solutions, off-grid energy applications, and/or agri-energy solutions.
- Strong understanding of gender-responsive design and climate-smart energy solutions, particularly in low-resource settings.
- Familiarity with Palestinian energy regulations and frameworks, including access, tariffs structure, and infrastructure planning.
- Experience working with international donors (experience with GAC-funded projects is an asset).
- Excellent communication skills in both English and Arabic, including technical writing and stakeholder engagement.
- Proven ability to work effectively with government institutions, private sector actors, and civil society organizations.
- A valid driver’s license is required.
