ABOUT PROSPER PROJECT
PROSPER is a five-year project (2025-2030) funded by the Government of Canada and implemented by Cowater International in collaboration with key local stakeholders. The project aims to enhance economic resilience and prosperity for vulnerable groups, particularly women and female youth, in the agribusiness and renewable energy/energy efficiency (RE/EE) sectors in the West Bank. PROSPER strengthens inclusive economic participation by equipping women and youth with essential employability skills, resources, and market access, enabling them to engage effectively in sustainable and climate-resilient economic activities.
POSITION SUMMARY
Cowater International is seeking a locally engaged Procurement and Contracts Specialist (P&C Specialist) for the PROSPER Project, based in Ramallah. Reporting directly to the Finance and Operations Manager, the P&C Specialist will be responsible for overseeing all procurement and contracting processes throughout the project lifecycle. The P&C Specialist will work closely with the Finance and Operations Manager and Technical Manager to ensure all procurement activities meet required quality, timeliness and cost-efficiency standards.
MANAGEMENT AND COORDINATION RESPONSIBILITIES
- Manage the full contract lifecycle, including drafting, negotiating, executing and overseeing contracts with vendors, consultants and partners.
- Collaborate with internal departments, including finance and operations, to develop procurement strategies aligned with Cowater and donor policies and procedures.
- Conduct thorough market research to identify and evaluate potential vendors and consultants, and negotiate favorable terms and conditions.
- Review and analyze contract terms to identify potential risks, discrepancies, and opportunities for cost savings or process improvements.
- Monitor contract performance and ensure all parties comply with contractual obligations.
- Maintain accurate and up-to-date records of contracts, including changes, renewals, and amendments.
- Address and resolve contractual disputes, working closely with relevant stakeholders to achieve fair and mutual agreeable solutions.
- Stay informed about sector trends, regulations, and best practices in procurement and contract management, and implement improvements where applicable.

- Minimum of five (5) years of experience in procurement and/or contract management, preferably in the development sector.
- Bachelor’s degree in Business Administration, Supply Chain Management, or a relevant field.
- Strong understanding of procurement principles, contract law, and best practices in contract management.
- Demonstrated experience in contract drafting, negotiation, and compliance monitoring.
- Excellent negotiation and communication skills with the ability to effectively engage with vendors, suppliers, and internal stakeholders.
- Ability to manage multiple priorities and meet tight deadlines in a fast-paced environment.
- High level of proficiency in Microsoft Office (especially MS Excel and MS Word).
- Strong attention to detail and effective problem-solving skills.
- Excellent interpersonal skills, including patience, diplomacy, and respect for colleagues.
- Strong written and verbal communication skills in both English and Arabic.
- Flexibility and willingness to work irregular hours and perform other duties as required.
