Project Financial Manager
BACKGROUND:
The Jerusalem Human Rights Consortium (JHRC), led by the Society of Saint Yves – Catholic Center For Human Rights and co-implemented by the Jerusalem Legal Aid Centre (JLAC), Women’s Centre for Legal Aid and Counselling (WCLAC), Arab Centre for Alternative Planning (ACAP) and the EuroMed Rights Network aims to collectively challenge the systemic injustices and entrenched biases present in the Israeli legal system that perpetuate inequality, ensuring fair treatment and respect for basic rights following international conventions related to occupation, upholding and reinforcing the rule of law and accountability for human rights abuses and violations against Palestinians. The collective capacities and expertise of the JHRC will provide comprehensive and inclusive legal aid support, including pro bono legal services, legal counselling, advocacy, and raising awareness for Palestinian men and women in East Jerusalem. The overall objective is to protect and support marginalized Palestinian communities in EJ, enhance their resilience, prevent forcible transfer, and empower them to maintain their residency status and access their rights
The action spans 42 months, covering East Jerusalem, and involves partnerships with local stakeholders. The financial Manger will ensure strong financial oversight, donor compliance, and reporting.
Purpose of the Position:
The Project Financial Manager is responsible for the financial planning, management, and reporting of the project. They will oversee budgeting, expenditure tracking, financial controls, audits, and donor compliance, ensuring the efficient and transparent use of project resources.
Key Responsibilities:
Financial Management and Budgeting
- Develop and monitor project budgets in collaboration with program and finance teams.
- Ensure alignment between actual expenditure and project activities.
- Conduct monthly financial reviews and forecasts.
- Ensure cost eligibility and compliance with donors and internal financial rules.
Accounting and Internal Controls
- Maintain accurate and complete financial records.
- Oversee day-to-day financial operations including payments, reconciliations, and cash management.
- Ensure adherence to internal control procedures and identify areas for improvement.
- Support internal and external audits and ensure timely implementation of audit recommendations.
Reporting
- Prepare timely and accurate donor financial reports, including forecasts and expenditure reports.
- Liaise with donor financial focal points as required.
- Prepare financial inputs for narrative reports and project evaluations.
Procurement and Compliance
- Review procurement processes for compliance with financial policies and donor regulations.
- Support procurement planning and financial verification of procurement documents.
Team Support and Capacity Building
- Supervise and mentor junior finance staff if applicable.
- Provide training and support to program and partner staff on budget management and financial compliance procedures, manuals etc.

Qualifications and Experience
Education:
- University degree in Finance, Accounting, Business Administration, or a related field.
- CPA, ACCA, or equivalent professional certification is an asset.
Experience:
- At least 7 years of experience in financial management, preferably in the NGO sector or donor-funded projects including EU funded projects.
- Proven experience in managing EU/UN -funded projects is highly desirable.
- Experience with financial systems and tools (e.g., QuickBooks, SAP, or other ERP systems).
Skills and Competencies:
- Strong understanding of donor regulations and financial compliance.
- Strong organizational and planning skills.
- Creative, proactive, and able to work under pressure.
- Analytical and problem-solving skills.
- Excellent communication and reporting skills.
- High attention to detail and accuracy.
- Proficiency in MS Office, particularly Excel.
- Fluency in Arabic + English + Hebrew language.
Timeframe: The position is expected to start by August 1st, 2025. The duration of the project is 42 months.
Location: The position is based in East Jerusalem and expected to have a Jerusalem ID and able to occasionally travel to field offices or partner sites.
