F4J Careerz employment Program

Overview

Finance for Jobs for Consulting Services is a Private Limited Company, established in Ramallah in December 2018, with investment capital from social investors. The company is responsible for managing a pioneering employment program, the first of its kind in the region, which aims to tackle youth unemployment, and moving beyond the training programs of the past that haven’t delivered results. Unlike traditional training programs, we are paid by the World Bank on the basis of our results, when Palestinian youth successfully secure and sustain employment.

Following the success of its first employment program, the F4J Development Impact Bond (F4J DIB I), which was implemented between (2020-2024), the company is now managing the implementation of the second phase of that employment program, F4J DIB II, to be implemented between (2025-2027). The program was recently rebranded as F4J Careerz employment program.

The company has a small team responsible for performance management of impact investments aimed towards contracting and overseeing Service Providers that will provide job preparation, job placement and employment services for Palestinian youth aged 18 to 29.

We are now looking to hire a Performance Management Associate to join that small high-performing team in its offices in Ramallah, a young motivated and dynamic professional. In this role, you will work closely with Service Providers, both supporting and challenging them to meet ambitious employment targets. Your tasks will be varied and demanding, but also deeply meaningful. You will be making a real difference by helping hundreds of young Palestinians build better futures through employment.

Tasks and Main duties:

  1. Support the F4J Careerz program staff in Service Providers’ (SPs) follow-up and management.
  2. Support field management of Service Providers (SPs) and leading the evidencing/documentation of training outputs and jobs outcomes claims process across all contracted SPs.
  3. Spot-checking collected evidence of outputs and outcomes (collected by SPS) and preparing outcomes claims for submission to the Independent Verification Agent (IVA).
  4. Conduct regular audits of the performance data that is entered by SPs onto the online (centralized) youth data tracking system, to ensure reporting integrity is maintained by contracted SPs.
  5. Compare paper documentation -uploaded onto the data system- to that entered onto the system, to ensure its integrity and that it is free of common data entry errors.
  6. Conduct field visits to Service Providers (to attend trainings, one-on-one coaching, or mentorship, etc.), internship hosts, and employers, as needed, to ensure that SPs maintain robust processes and procedures for quality services, data collection and the gathering of evidence for training outputs and jobs outcomes.
  7. When needed, work with SPs to find alternative and creative ways –acceptable to the IVA- to document the training outputs and job outcomes in the case that the currently required evidence is not available or accessible to SPs.
  8. Support the F4J Careerz program team to improve in reviewing SPs’ performance reports, database management, data visualization and dashboarding, data cleaning, to help provide insights to into the F4J Careerz program performance, and regarding the overall project performance.
  9. Help the program management hold SPs accountable to meet and exceed their monthly and quarterly performance targets (especially for job placement) and help them develop plans to get them back on track in case of delays or under performance.

Qualifications and Education:

  • Minimum of a bachelor’s degree in business administration, finance, information systems, social sciences, or any related or relevant field.
  • 1-3 years of relevant work experience, ideally in youth education, training, employment, and/or workforce development or economic empowerment programs.
  • Knowledge or experience with data analysis, data management and reporting and/or Monitoring and Evaluation, preferably in youth employment or development programs,
  • Strong knowledge and proficiency with MS 365 office, especially MS Excel, and its essential functions, or equivalent software.
  • Knowledge of Data management and/or visualization software is a plus (e.g. Excel Pivoting, PowerBi, Tableau, etc.).
  • Creativity, eye for detail, and strong analytical skills.
  • Excellent oral and written communication skills in English and Arabic.
