Hiring Office:UNFPA Palestine Country Office (CO)

Purpose of consultancy:

UNFPA is the lead UN agency for delivering a world where every pregnancy is wanted, every childbirth cycle and bridge humanitarian and development programming by emergency preparedness is safe and every young person's potential is fulfilled.  UNFPA’s strategic plan (2022- 2025), focuses on three transformative results: to end preventable maternal deaths; end unmet need for family planning; and end gender-based violence and harmful practices. 

UNFPA Programmes in the State of Palestine aims to contribute to the achievement of SDGs 3, 4, 5, 10, 16 and 17, and support implementation of the national voluntary commitments on ICPD+25 made in Nairobi in 2019. Aligned with the UNFPA Strategic Plan, 2022-2025, the vision and focus for the country programme is to urgently accelerate reduction of stagnated unmet needs for family planning and increasingly higher rates of gender-based violence and child marriage, while simultaneously returning to and sustaining earlier gains on maternal mortality. The proposed programme recognizes the unique operating environment and challenges within which it will be implemented, including an ever-evolving humanitarian context. 

Considering the protracted crisis for a long time, the occupied Palestinian territory has concurrently had both humanitarian response and development plans. The ongoing programme continues to respond to the humanitarian needs of the population within the humanitarian programme and humanitarian response, while also working on a more sustainable response for improved resilience. It focuses on vulnerable communities in the Gaza Strip, the West Bank and East Jerusalem.

The country office is seeking to recruit a M&E consultant based in the West Bank to provide support to the overall functions of Monitoring and Evaluation Unit. 

Scope of work:

Under the technical supervision of the M&E Analyst, the M&E consultant is expected to deliver the following:

Partners’ Workplans and Progress Reports:

  • In close cooperation with the programme team, review partners’ annual workplans revisions (around 24), ensuring alignment with UNFPA indicators and results frameworks and quality assurance criteria.
  • Verify and revise partners’ quarterly progress reports (24 per quarter), ensuring data verification and alignment with planned results, as well as UNFPA quality assurance criteria.
  • Follow up partners’ submission of workplan progress reports on UNFPA Quantum+ reporting system to complete reports and address gaps, as well as provide technical support to complete quarterly reports on the system when needed.
  • Partners’ Monitoring Platforms and Survey management:
    • Assist M&E analyst with revision of indicators on the monthly monitoring platforms to adhere to any annual workplan revision undertaken by the programme team.
    • Monthly monitoring and verification of 24 partners’ Excel Monthly Monitoring platforms, ensuring data accuracy and consistency with UNFPA reporting requirements.
    • Provide technical support to partners for data entry and quality assurance on the monthly monitoring platforms.
  • Supplies Distribution Monitoring:
    • In close cooperation with the programme team, follow up the last-mile monitoring of supplies distribution (e.g., SRH supplies, dignity kits, postpartum kits, MHM Kits, AY kits etc.) by partners and non-partners.
    • Track beneficiary reach and data verification collected from partners and non-partners that distributed supplies.
    • Conduct focus group discussions with beneficiaries.
    • Assist in the follow up and analysis of post distribution monitoring surveys with stakeholders.
  • Fund Code and Results Framework Updates
    • Work with the M&E analyst and program team to track and update fund codes results frameworks for interventions.

Support in Evaluations and learning

  • Undertake regular field visits in the West Bank to monitor program implementation and verify reported results.
  • Conduct focus group discussions with beneficiaries to gather qualitative feedback on program effectiveness and challenge
  • Assist in designing and implementing project evaluations, including drafting TORs, stakeholder mapping, and field coordination.
  • Support data collection for evaluations and reflection workshops when needed.
  • Assist in designing and analysis of surveys on Kobo, google forms, etc.
  • Capacity Building and Reporting:
    • Provide orientation and refresher sessions for partners on M&E tools, data collection, and reporting procedures.
    • Prepare monthly and quarterly monitoring reports, highlighting key findings, challenges, and recommendations.
    • Assist in the preparation of annual review and reporting documents to donors and UNFPA internal reports.

Duration and working schedule: 

The duration of the assignment is from 1ST of August 2025 – 30th of June 2026. The consultant is expected to work full-time (5 days per week).

Place where services are to be delivered:

West Bank covering the entire oPt (WB, Jerusalem and Gaza). Communication with partners will be by phone and online and physical meetings.

Delivery dates and how work will be delivered (e.g. electronic, hard copy etc.):

The consultant is expected to submit a monthly sheet of accomplished tasks.

Monitoring and progress control, including reporting requirements, periodicity format and deadline:

UNFPA M&E Analyst will supervise the work of the consultant, who is expected to submit a time sheet of the accomplished tasks.

Supervisory arrangements:

The national consultant will carry out the assignment under the overall oversight and guidance of the UNFPA CO M&E Analyst.

Within the West Bank

Inputs / services to be provided by UNFPA or implementing partner (e.g. support services, office space, equipment), if applicable:

The M&E Analyst is responsible for providing the consultant the needed documentation and tools, as well as partners’ contacts and regular follow up of M&E tasks.

Other relevant information or special conditions, if any:

The consultant will be provided with office space, essential equipment to perform the task. For official works, the consultant can access an office vehicle and other assets depending on the availability in coordination with M&E Analyst.

Required expertise, qualifications and competencies, including language requirements:

The consultant should have the following expertise and qualification:

  • Bachelor degree in management, business, social studies, etc.
  • Seven years of hands-on experiences in monitoring and evaluation, conducting research, data collection, analysis, and reporting.
  • Strong technical expertise mastering Excel, Kobo, google looker studio dashboards, and other analysis tools.
  • Experience working on health, gender equality, youth and women’s empowerment is desirable.
  • Experience working with UNFPA or other UN agencies is an asset.

Fluency in English and Arabic languages.
